On January 5, 2016, Local Law 2 of 2016 (“the Law”) was enacted.  The Law empowers the Mayor of the City of New York to authorize a program to reimburse Qualifying Nonpublic Schools (“Schools”) for the cost of procuring certain security services (“the Program”).  By letter dated March 10, 2016, the Mayor designated the Department of Citywide Administrative Services (“DCAS”) as the Law’s administering agency.

On January 13, 2025, Local Law 4 of 2025 was enacted to amend portions of Local Law 2. A Qualifying Nonpublic School means any nonprofit elementary or secondary school in the city that is other than a public school of the city school district of the city of New York. or a school that shares space with a school of the city school district of the city of New York, which is providing instruction in accordance with the education law, has been assigned a Basic Educational Data System (BEDS) code by the New York state department of education and is serving students in any combination of grades pre-kindergarten through twelve .

In order to participate in the Program during the 2026-2027 School year, as a new participant, Qualifying Nonpublic Schools (“Schools”) must first complete and submit the HHS Accelerator Prequalification in PASSPort, the City’s digital Procurement and Sourcing Solution Portal.  Then approved Schools will be eligible to complete a School Qualification Application (“the Application”) in the PASSPort system.  To participate in the Program, a School must also enroll at least 150 students, as confirmed by a School’s BEDS form to be submitted to NYSED for the prior year. DCAS will verify each School’s enrollment information by referring to the documents submitted by the School to the New York State Education Department at any point deemed appropriate throughout the program year.

Applications for new Schools, and for Schools whose Memorandum of Understanding (“MOU”) is expiring on June 30, 2026, will be accepted until May 15, 2026, and reviewed for participation in the Program. Decisions will be made as soon as practicable after May 15, 2026. A complete Application means all required documents have been received by DCAS. DCAS will determine whether each Application is responsive to the requirements of the Program and its final rules. Applications that DCAS determines to be non-responsive (incomplete or a School has not provided DCAS with sufficient documentation/responses within the timeframe requested) will be rejected. Incumbent Schools with an existing and active registered MOU, or which are in the process of registering an MOU, will not need to complete another application for the 2026-2027 School year, unless it is for a separate location with its own BEDS code.


The application will be accessible through Rounds that will be available on a weekly basis. Each Round will close on Mondays at 4:00 pm and the next Round will reopen immediately between 3/1/2026 - 5/15/2026.
