Description:
Furnish all labor, equipment and material to perform monthly lawn care maintenance at the PA State Police, TROOP P – LAPORTE STATION located @ PO BOX 70 LAPORTE PA 18626 and in compliance with the specifications attached.
Questions must be submitted in writing to RA-SPPSPBIDS@PA.GOV no later than APRIL 22, 2026 at 11:00 a.m.
All bids must be submitted through the PA supplier portal at www.pasupplierportal.state.pa.us
Required Documents:
*Offerors must complete the cost matrix provided in its entirety and attached (upload) with bid submission.
*Proof of Visit form provided must be signed by the Station Commander or authorized representative and the vendor. Site contact information is provided on the form. The completed form must be attached (uploaded) with bid submission.
*Worker Protection and Investment form BOP-2201 provided must be completed by a vendor authorized representative and attached (uploaded) with bid submission.
*Current proof of insurance listing PSP as certificate holder and including language as additional insured must be attached with bid submission.
*Current PA small business certification must be attached with bid submission
ONLY ELECTRONIC BID RESPONSES WILL BE ACCEPTED FOR SUBMISSION. All bidders are responsible for monitoring the DGS eMarketplace website to view any change notices for this IFB. LAWN CARE MAINTENANCE
I-1. Statement of the Project:
1. Furnish all labor, equipment and material to perform monthly lawn care maintenance at the PA State Police, TROOP P – LAPORTE STATION location and in compliance with the specifications listed below. Services to be effective upon valid purchase order for a period of five (5) years.
I-2. Specification and Quantity:
Contractor and/or approved sub-contractor must sign in upon arrival and after completion of work.
1. Mowing
a. Weekly to begin in April (to be performed once per week on a day agreed upon between vendor and Station Commander. If a week is missed, the clippings must be bagged the following cutting).
b. Includes weed trimming (trimming of grass around all walkways, parking lots, building, signs, impound lot with each cut).
c. Includes vac blowing walks, drives, parking areas, paved surfaces after mowing.
2. Trimming/Pruning
a. Trimming of all shrubs/bushes/trees/landscaping to be performed in May, June and September – (includes the removal of all clippings).
3. Weed Control
a. To be performed 1 time/month during cutting season.
i. Includes spraying weed killer, weed trimming and pulling weeds from rock beds/landscaping.
ii. Weed control inside of impound lot if applicable.
4. Mulching
a. To be performed 1 time during cutting season when requested by Station Commander.
i. Including Mulch for flower, shrub beds and tree rings.
5. Fertilizing
a. Monthly to begin in April (to be performed once per month on a day agreed upon between vendor and Station Commander.
i. Fertilization (Flower Beds).
6. Cleanup
a. Biannual to begin in April (to be performed bi-annual on a day agreed upon between vendor and Station Commander.
i. Roof Gutter Cleaning
Vendor must supply all necessary equipment to perform these services and remove all clippings, trimmings, and lawn type debris from the premises.
Special attention should be taken to be sure; cut blown grass does not get on State Police or personal vehicles.
**Special Note: Cuttings and weed control service may be designated by the Station Commander, to be less than or more than stated above, dependent upon weather conditions, such as drought that may affect grass growth.
I-3. Additional Requirements:
1. No bids will be accepted without a signed site visit. Each visit must be performed by the entity who will be responsible for invoicing. If a subcontractor will be engaged, the site visit must still be attended by the official bidding entity who will receive award and subsequent payment for services. Vendor must visit the site and take into consideration all conditions prevailing that would affect the bid price before bidding.
2. No equipment may be stored, parked or otherwise left unattended by supplier on PSP properties when not in use, for any amount of time.
3. All subcontractors are held to all standards as prime contractors.
4. Commonwealth will pay for only those services rendered. Commonwealth has no obligation to have contractor perform any work or any minimum amount under this contract.
