Online Bids will be received by the Board of Allen County Commissioners via QuestCDN,

Online Bids and Sealed Bids will be viewed at 1:00:00 PM on Thursday, February 5, 2026. Bids will

be opened publicly and read aloud by Architect and Owner.

The bid opening will be conducted in person only located at 204 N. Main Street, Suite 301 Lima,

Ohio 45801 and will not be available virtually.

All in accordance with the Contract Documents prepared by Garmann/Miller & Associates,

Inc. Minster, OH | Columbus, OH | Indianapolis, IN

A prebid meeting will be held at 1:00:00 PM on Thursday, January 14, 2026, at Allen County

Board of DD Buildings. The pre-bid meeting is MANDATORY to attend. The facility will be

open for inspection at that time.

If a contractor would like to visit the site other than during the pre-bid meeting, they can do so by

contacting Lee Westgerdes, lwestgerdes@creategm.com to schedule a visit.

A Bid Security in the form of a certified check, cashier’s check, irrevocable letter of credit, or surety

company bond pursuant to Chapter 1305 of the Ohio Revised code in the amount of 10% of the

total bid shall accompany each bid; or a bid guaranty bond in accordance with Chapter 153.571 of

the Ohio Revised Code in the amount of 100% of the total bid shall accompany each bid.

Successful Bidders shall conform to the Davis-Bacon Act "Schedule of Prevailing Wages". The

bidder may access the Federal Prevailing Wages at www.sam.gov under wage determination for

the current edition of wage rates.

The Contract Documents, including Drawings and Specifications, are on file for public inspection at:

Construction News Corporation: the McGraw Hill - Dodge Plan Room: the Builders Exchange, and

iSqFt.

Contractors using the Online Proposal option are required to register with QuestCDN and

download the bidding documents and all addendums, in order to bid the project. QuestCDN

The Owner reserves the right to reject any or all bids and to waive informalities, irregularities and/or

errors in the bids to the extent permitted by law. This includes the right to extend the date and time

for receipt of bids.
