Bysubmitting a response to this solicitation, the Proposer accepts the responsibility for downloading,reading, and bidding by the terms and conditions set forth in the City’s “General Information forVendors.”In your proposal, please specify whether you currently have, or are in the process of developing, adomestic violence policy. If you do not have such a policy, let us know if you would like to receive acopy of the City of Bangor's policy as a reference.III. Late ProposalsIt is the responsibility of the Proposer(s) to see that their proposals have sufficient time to be receivedby the Purchasing Department before the submittal deadline. Any proposal, portion of a proposal,or requested proposal revision received at the City Purchasing Department after the time and datespecified will be returned to the Proposer unopened or, if by electronic submission, deleted withoutbeing opened.VI. Withdrawal of ProposalsNo Proposer may withdraw their proposal for a period of ninety (90) days from the date of opening.All proposals shall be subject to acceptance by the City during this period.To withdraw a proposal prior to the opening, the Proposer shall request the withdrawal in writing.All costs associated with the withdrawal (i.e., mailing fees) will be borne by the Proposer.VII. RejectionThe City reserves the right to reject any proposals, waive any informalities or defects in proposals, oraccept a higher-cost proposal if it is deemed to be in the best interest of the City. The City alsoreserves the right to request clarification of any details from the successful Proposer. The evaluationP26-57Page 2 of 5PBB & BHS Maintenanceof proposals and determination of the award will be at the discretion of the City and its judgmentshall be final and without right of recourse by any Proposer.VIII. Information for ProposersA. Tax Exclusion: All Federal and State taxes must be excluded from the proposal price. Uponrequest, a tax exemption certificate for the City of Bangor shall be furnished to the successfulProposer.B. Bid Form and Requirements: The Bid Form (page 5) and all materials requested in Section XII.Qualifications must be completed and returned with the proposal to be consideredresponsive.C. Required Insurance: Proposers are required to maintain the following insurance policiesthroughout the life of the project and name the City of Bangor as an additional insured whereapplicable and may be required to provide proof:1. Worker’s Compensation Insurance2. Employer’s Liability Insurance3. Comprehensive Automobile Liability4. Commercial & General Liability5. Mandatory Pre-Bid Meeting and Site VisitThe City of Bangor will host a pre-bid meeting at 11:00 AM on Friday, May 21, 2026, at 287 GodfreyBoulevard, Bangor, Maine. The site visit will follow the pre-bid meeting.X.Scope of WorkThe general scope of services will include quarterly preventive maintenance (PM) site visits forpassenger boarding bridges (PBB) and baggage handling systems (BHS) per Original EquipmentManufacturer (OEM) requirements, 48-hour on-site response to scheduled corrective maintenance(SM) calls, and 12-hour on-site response to emergency maintenance (EM) calls.The final scope of services will be negotiated with the successful Proposer(s). Tasks delegated,whether in part or as a whole, are expected to include the following:• Perform PM on BHS and PBB’s.• Perform semiannual PM on the PBB’s• Perform PM tasks per OEM requirements• Provide 48-hour on-site response time to SM callsP26-57Page 3 of 5PBB & BHS Maintenance• Provide 12-hour on-site response time for EM calls• Provide all basic tools, consumables, and cleaning supplies for BHS and PBB• Provide all bench stock and spare parts service• Provide compressed air or gas as required• Provide detailed reporting of all service performed within five working days• Conduct security badging of all maintenance personnel prior to first scheduled PM visitFor bid purposes include preventive maintenance work performed by 2 Technicians at 4 days intotal price and rate breakout for additional on-site work performed as follows.• Preventive maintenance over 4 days (if required)• Scheduled maintenance• Emergency maintenanceXI. Time FrameWork should commence on the following timeline unless approved by BRG management.• August 2026• November 2026• February 2027• March 2027XII. QualificationsAll bidders must be authorized and certified to perform the inspections. The successful Bidder willbe required to show proof of certification, license etc.The successful Bidder shall comply with all current applicable requirements of the FAA’s AdvisoryCircular 150/5220-21C - Aircraft Boarding Equipment, Federal, State and Local laws, rules,regulations, permits, codes, ordinances and State statutes (Attachment 1) that govern this type ofservice.Please return the following information with the Bid Form.
