Project Description

The objective of the project to improve existing San Joaquin Pipeline (SJPL) System for safe personnel entry into segments of pipelines without a system shutdown. Phases 2B & 2C focus on improvements at the crossover vaults (Pelican, Roselle, and Emery) and SJPL#4 tie-in. Phase 2B includes: a) Uprate by installing three (3) City-Furnished 72” butterfly valves; b) two (2) City-Furnished 54” Butterfly Valves (KGVs) and two (2) City-Furnished 36” Knife Gate Valves; c) Furnish and install fourteen (14) Removable Spool Pieces (RSPs) and reinforced concrete vaults, d) Furnish and install six (6) 8” KGVs, eight (8) 12” KGVs, and three (3) 24” KGVs that are manually operated, and e) Associated structural, corrosion control, electrical, and I&C work. Phase 2C includes: a) Uprate three (3) 60” Butterfly valves, b) Install six (6) RSPs and reinforced concrete vaults, c) Install six (6) manually operated 8” bypass KGV, and d) Associated structural, corrosion control, electrical, and I&C work. The work is to be performed in Stanislaus County, California.
There will be no LBE bid discounts for this contract. The Local Business Enterprise (LBE) subcontracting requirement is 10.00%. The LBE subcontracting requirement can only be met with CMD certified San Francisco Micro LBEs, Small LBEs, and/or PUC LBEs. Approximately 40% of the total contract value will be used for purchasing large diameter valves, pipe and appurtenances. In addition, constraints such as the location of the work sites (spread across San Joaquin Valley from Tracy to Oakdale) and the construction timeframe (limited to 60-100 days during a yearly water system shut down) reduces the number of subcontractors available to perform work on the contract.
Prime and Joint Venture level LBE participation cannot be counted towards meeting any of the LBE subcontracting requirement(s). LBE subcontractors must be certified with CMD in the scope of work they are being listed to perform. All Bidders shall submit documented Good Faith efforts with their Bids as directed on CMD Form 2B, except those who exceed the above-stated subcontracting requirement(s) by at least 35%. Refer to CMD Attachment 6. Failure to comply with Chapter 14B requirements may result in a Bid being deemed non-responsive and ineligible for Contract award. Warnerville Maintenance Yard located at 10501 Warnerville Rd, Oakdale, CA 95361 (Lat: 37.7404083°, Long: -120.8014056°).
SFPUC encourages Bidders to complete the Safety Prequalification Web Form at https://www.sfpuc.gov/construction-contracts/contract-opportunities-payments/prequalify-construction at least 3-weeks prior to the date of Bid opening in accordance with Section 00 21 13 – Instructions to Bidders. Bidders are required to pass the Safety Prequalification prior to SFPUC considering their bid submission complete. SFPUC will notify Bidders that have passed the Safety Prequalification prior to or on the date of Bid opening. Refer to Section 00 21 13 – Instructions to Bidders, “Bidder Qualifications” and the website listed above for additional information.
A Class “A” California Contractors License is required to bid. Furthermore, each listed subcontractor must possess appropriate active licenses for the work each subcontractor will be performing.
