Request for ProposalPainting – InteriorOn behalf of the Timberlane Regional School District, SAU106 is issuing a Request forProposal (RFP) for interior painting services in classrooms and hallways across schoolbuildings in the District, which includes Plaistow, Atkinson, Danville, and Sandown, NH.Proposals must be submitted in a sealed package by 11:00 am on Tuesday, May 12,2026, via USPS or another delivery service. Faxed and emailed proposals will not beaccepted. The bid opening will take place on May 12, 2026 at 11:00 AM. All proposalsmust remain valid for 90 calendar days.Proposals must be marked and should be submitted as follows:Timberlane Regional School DistrictPainting RFPAttn: Superintendent of Schools30 Greenough RoadPlaistow, NH 03865The Timberlane Regional School District reserves the right, at its sole discretion, to rejectany or all proposals in whole or in part, and to accept that proposal for one or more items,or any combination of items, which it deems to be in the best interest of the District, evenif the proposal is not the lowest price. The Board also reserves the right to waive anyformalities or irregularities in, or to reject, any or all proposals or any part of any proposal.Any proposal may be withdrawn prior to the scheduled time for opening proposals. Anyproposal received after the specified time and date shall not be considered. The Boardfurther reserves the right to negotiate with a respondent when all proposals exceed thebudgeted appropriation.The District shall not be responsible for any costs incurred in responding to this RFP.Each proposal is a governmental record subject to disclosure under the Right-to-Know Law.The District will not accept proposals marked confidential in whole or in part.A mandatory site walk of all school buildings will take place on May 1, 2026 at 8:30AM.Please do not contact the schools directly.Page 1 of 5RFP Painting - InteriorScope of Project:Three schools within the Timberlane Regional School District will undergo painting invarious classrooms and hallways, including but not limited to walls, doors, door frames,and trim. Some preparation work may include, but is not limited to, removing nails andtacks, scraping, and patching. The scope and definition of areas to be prepared and paintedwill be detailed in the mandatory walkthrough. Respondents should be ready to take notesfor each area. School maps will be provided. Also, a unique area of the high school willneed to be prepared for paint spraying (ceilings).Mandatory Walk-through Schedule (Times Approximate):• Timberlane Regional High School, 36 Greenough Road, Plaistow - 8:30 AM• Sandown Central School (TLC), 295 Main Street, Sandown - 9:15 AM• Sandown North Elementary School, 23 Stagecoach Road, Sandown - 9:30 AMProject Areas by School:Sandown Central School (TLC)• Two adult bathroomsSandown North Elementary School• Gym• Staff Room (Room 177, excluding staff restroom)• Classrooms in Wing A (Rooms 102, 104, 106, 108, 110)• Large staff restrooms across from the office (final priority)Timberlane Regional High SchoolTotal Area: 13,145 sq. ft. Supplies: The Timberlane Regional School District will provide all necessary paintfor the painting project at each school listed. All other painting supplies will be thesole responsibility of the winning bidder.2. Certification of Insurance: The respondent awarded the bid must provide theminimum insurance requirements listed below:Workers' Compensation:Part One: Worker’s CompensationBodily Injury by AccidentBodily Injury by DiseaseBodily Injury by DiseaseStatutory Part Two: Employers' Liability$100,000 each accident$500,000 policy limit$100,000 each employeeGeneral Liability:with contractual liability coverage$1,000,000 per occurrence$2,000,000 policy aggregateAuto Liability Combined Single Limit:Combined Single LimitUninsured Motorists$1,000,000 per accident$1,000,000 per accidentRespondents shall name the Timberlane Regional School District as an additionalinsured on all policies and furnish to the District before beginning work certificatesof insurance and policy endorsements for the required insurance.The certificates shall contain a clause prohibiting cancellations or modifications ofthe insurance earlier than ten (10) days after the Timberlane Regional SchoolDistrict receives written notice.3. Payment and Performance Bonds: Respondent awarded the bid will be requiredto provide payment and performance bonds for projects of $125,000 or more.4. References: Respondents must provide a reference list of at least four (4)commercial customers in the area for projects performed and completed.5. Indemnification: To the fullest extent permitted by law, respondent shall protect,indemnify, safe, defend and hold harmless the Timberlane Regional SchoolDistrict, including its officials, agents, volunteers and employees ("IndemnifiedParties"), from and against any and all liabilities, obligations, claims, damages,penalties, causes of action, costs, interest and expenses, including but not limited toreasonable attorney and paralegal fees, which Indemnified Parties may becomePage 3 of 5RFP Painting - Interiorobligated or suffer by reason of any accident, bodily injury, personal injury, deathof person, economic injury or loss of or property damage, arising indirectly ordirectly under, out of, in connection with, or as a result of the contract or theactivities of the respondent or its agents, employees, contractors or subcontractors,and even if caused in part by any negligent act or omission of Indemnified Parties.In addition, and regardless of respective fault, respondent shall defend, indemnifyand hold harmless the Indemnified Parties for any costs, expenses and liabilitiesarising out of a claim, charge or determination that respondent’s officers,employees, contractors, subcontractors or agents are employees of the IndemnifiedParties, including but not limited to claims or charges for benefits, wages, fees,penalties, withholdings, damages or taxes brought in connection with lawsgoverning workers compensation, unemployment compensation, social security,Medicare, state or federal taxation, and/or any other similar obligation associatedwith an employment relationship.Respondent’s obligations to defend, indemnify, and hold harmless the IndemnifiedParties hereunder shall survive the contract term.The Timberlane Regional School District is not obligated to defend or indemnifythe respondent, any subcontractor, or any professional service provider.6. Termination: The District shall have the right to terminate the contract at any timewith or without cause by giving thirty (30) days of written notice. Upontermination, the respondent shall be entitled to receive payment from the Districtlimited to actual documented expenses as of the termination date as its sole remedy.The District will not be responsible for lost profits, compensatory, or otherconsequential damages.Selection CriteriaProposals will be evaluated based on the following criteria:• Experience and qualifications of the contractor and team• Demonstrated understanding of the project scope and objectives• Cost-effectiveness and value• References and past performanceIf the District decides to make an award based on these evaluations, it will notify theselected proposer(s). If the District cannot reach an agreement with the selectedproposer(s) during contract discussions, it may then begin discussions with the nextpreferred proposer, continue down the list, or alternatively, the District may reject allproposals, cancel this RFP, or initiate a new acquisition process with fresh proposals.The District will use a scoring scale of 100 points, which will be distributed as set forthin the table below.Page 4 of 5RFP Painting - InteriorCATEGORIESPOINTS1.
