Overview



Summary

The County of Sacramento (“County”) is soliciting proposals from qualified contractors with demonstrated experience in processing and marketing residential Single-Stream Recyclables (SSR Materials ). The County intends to ex e cute one agreement with the selected contractor that best meets the needs of the County for a term beginning on July 1, 2026, and expiring on June 30, 2030.



Background

Tonnages

The County operates a residential curbside recycling program that serves approximately 165,000 single-family homes, as well as select duplexes, triplexes, and fourplexes, within the unincorporated areas of the County. SSR M aterials are collected from curbside carts using the County’s automated collection fleet.

Through this Request for Proposals (RFP), the County seeks a contractor to process and market SSR M aterial generated specifically from the County’s North Area ( see Attachment A – North Area Collection Map ) . SSR M aterials will be delivered either by the County directly off-route to the Contractor’s receiving facility or to the County’s North Area Recovery Station (NARS), where SSR M aterial will be top-loaded into the Contractor’s tractor-trailers and transferred to Contractor’s processing fac i lity . County will guarantee a minimum delivery of 5,000 tons of SSR M aterial per fiscal year (July 1-June 30) .

SSR Material Pricing

Payment to County or Contractor for SSR Material shall be based on “Commodity Market Value per commodity per ton , Contractor P rocessing Cost , and California Redemption Value (CRV) Funding. Commodity Market Value shall be calculated based on Contractor’s SSR Material quarterly facility characterization of total percent ages of each commodity, Contractor’s previous month s SSR Material pricing , and Contractor revenue or expense share percentage for each commodity . Pricing will fluctuate month-to-month based on these listed attributes . Contractor’s market sharing percentages by commodity shall be fixed during the term of the agreement. CRV Funding values will be based on CalRecycle’s regularly published values and updated accordingly. The Processing Cost will be adjusted annually based on CPI ( see Attachment B- CPI Example for more details) changes year after year beginning with the first adjustment taking place July 1, 2027 .
