Project DescriptionThe State intends to select an Architect/Engineering (A/E) team to provide design and construction administrationservices for a renovation project at the London Correctional Institution (LOCI) TEC Building. LOCI is located in London, Ohio,the TEC building was built in 1958 with additions in 1975 and 1984 totaling approximately 40,000 square feet.This project will include numerous areas and require a variety of disciplines. The following is a synopsis of intendedscope: (1) Renovation of current layout to fit the staffing needs, updating flooring, walls, lighting and ceiling. (2) Electricalevaluation and design for additional staff workstations. (3) Update the building to current ADA standards, renovating facilitiesbathrooms, walkways and entrances. (4) Renovation will include evaluation of HVAC system repairing issues and rebalancingareas to accommodate occupancy. (5) Replace original windows throughout the building with new efficient windows.(6) Replacement of exterior doors and frames, commercial grade doors and frames throughout the building will be replacedand/or repaired. Manual door lock and electronic door lock coordination/replacement/repair is included in this project if needed.Finally, various minor repair tasks will also be addressed. Work will include, electrical, demolition, masonry, metals, plumbing,carpentry, HVAC, security systems, detention hardware, interior finishes, exterior finishes, life safety systems, grading &drainage and any other trades deemed necessary.Development of a POR is to be included by the A/E and should consist of a comprehensive survey/field investigation of theexisting site and surrounding areas to evaluate all areas in relation to the project scope described above, and in relation to theproject budget. The project scope will then be evaluated, prioritized, and defined/redefined to align with available project funds.The POR will include a future renovation phase that will be funded later. The evaluation of the project construction schedulewill also be a part of the POR stage. All aspects of the project must comply with the Ohio Department of Rehabilitation &Corrections and OFCC policies and proceduresB. Scope of ServicesThe selected firm will develop a program of requirements, an estimate of probable cost of construction, and schedulinginformation to a basic schematic level, moving into design development, construction documents, bidding, andconstruction stages immediately thereafter.The selected A/E, as a portion of its required Scope of Services and prior to submitting its proposals, will discuss andclarify with the Owner and/or the Contracting Authority, the cost breakdown of the Architect/Engineer Agreement detailedcost components to address the Owner’s project requirements. Participate in the Encouraging Diversity, Growth& Equity(EDGE) Program as required by statute and the Agreement.F110-02-2022-MARPublish Date: 1/27/2026Page 1 of 4Request for Qualifications (Architect / Engineer) continuedAs required by the Agreement, and as properly authorized, provide the following categories of services: ProgramVerification, Schematic Design, Design Development, Construction Document Preparation, Bid and Award Support,Conformed Documents, Construction Administration, Post-Construction, and Additional Services of all types.Refer to the Ohio Facilities Construction Manual for additional information about the type and extent of services requiredfor each. A copy of the standard Agreement can be obtained at the OFCC website at https://ofcc.ohio.gov.During the construction period, provide not less than four (4) hours (excluding travel time) on-site constructionadministration services each week, including (1) attendance at progress meetings, (2) a written field report of each sitevisit, (3) on-site representation comprised of the A/E and its consultant staff involved in the primary design of the project,all having relevant and appropriate types of construction administration experience.For purposes of completing the Relevant Project Experience Matrix in Section F of the Statement of Qualifications (FormF110-330), below is a list of relevant scope of work requirements for this RFQ:1.
