The Town of Oxford Board of Education (hereinafter referred to as the Board), is seeking proposals from qualified contractors (the Bidders) to replace the existing fire alarm system at Quaker Farms School (30 Great Oak Road Oxford, CT) including the addition of Voice Evacuation System as described in Appendix A of this RFP. The bid price is to include all materials, labor and permit fees.

PREPARATION OF PROPOSALSThe following items must be considered and addressed by the Bidders as they preparetheir proposals.Project Schedule1. All work must be substantially completed during the April Break of the OxfordSchools (Monday April 13th 2026 through Friday April 17th 2026).2OXFORD BOARD OF EDUCATIONBID NUMBER OPS2026-03Building Availability for Construction ActivitiesThe following summarizes site availability for the project period.1. 2026 April Break: (Monday April 13th 2026 through Friday April 17th 2026).Wage RatesWages in the bid must be quoted at the Connecticut Department of Labor PrevailingWage Rates.3. BID SUBMISSIONProposals shall be submitted in a sealed envelope clearly stating that it is a response tobid # OPS2026-03 one (1) ORIGINAL and one (1) EXACT COPY of their bid. Biddersshould submit bids in a clear, concise and legible manner to permit proper evaluation ofresponsive bids.Bids are to be submitted in DUPLICATE and sealed in the bid envelope provided andaddressed as follows:Oxford Board of EducationAttn: Michael Dagostino50 Great Oak Road, Suite AOxford, CT 06478The person signing the formal proposal must be authorized by the organization tocontractually bind that organization with regard to price and related contractualobligations for the delivery period requested.2. BID DUE DATE & TIMEBids shall be received at the Oxford Board of Education, Central Office, prior to theadvertised hour. All bids will be opened and recorded by the Oxford Public SchoolDistrict Central Office on February 10, 2026 1pm.A bidder may withdraw a proposal at any time prior to the above-scheduled date andtime. Any bid received after the above-scheduled date and time shall not be consideredor opened. No bidder may withdraw a bid within five (5) days after the actual bidopening.3. TOWN’S OPTIONSThe Town reserves the right to reject any or all bids and to waive any requirements,irregularities, technical defects or service therein when it is deemed to be in the bestinterest of the Board of Education. The award shall be made after careful considerationof all factors including but not limited to price.3OXFORD BOARD OF EDUCATIONBID NUMBER OPS2026-03The requirements and specifications of this RFP document specific requirements.Bidders are NOT authorized to deviate from the design, component selection ormaterial specification as documented in Appendix A of this document. Only the Boardmay authorize deviations from the Appendix A specifications and all deviations must bein writing and approved by the BOE COO.4. TAXESAll purchases made by the Town, and associated with the award of this requirementshall be tax exempt. Any taxes must not be included in bid prices. A Town TaxExemption Certificate shall be furnished upon request.5. INQUIRIESAll inquiries regarding this request shall be answered up to the close of business onFebruary 5, 2026, after which time no additional questions will be accepted. AllInquiries and questions will be emailed to the BOE COO atdagostinom@oxfordpublicschools.org. Answers to all received questions will beemailed to the list of Bidders and posted on the Oxford Public School District websitehttp://www.oxfordpublicschools.org/district_information/bid_notifications with the Bid# OPS2026-03.After proposals are received, the Town reserves the right to communicate with any orall of the bidders to clarify the provisions of any Proposal. The Town further reservesthe right to request additional information from any bidder at any time after proposalsare opened.6. AWARD AND AUTHORITYThe Board of Education shall issue notification of an award in writing.9. PRICINGAll prices quoted are to be firm for a period of six (6) months following bid opening.Special Consideration will be given to responses with extended firm price dates. TheBoard is always interested in any and all cost reduction opportunities.10. ASSIGNMENT OF RIGHTS, TITLES, AND INTERESTSThe contractor or subcontractor offers and agrees to assign to the public purchasingbody all rights, title, and interest in and to all causes of action it may have under Sec. 4of the Clayton Act, 15 U.S.C. Section 15 or under Chapter 624 of the General Statutes ofConnecticut arising out of the purchase of services, property or intangibles of any kindpursuant to a public purchase contract or subcontract. This assignment shall be madeand become effective at the time the public purchasing body awards or accepts suchcontract, without further acknowledgment by the parties.4OXFORD BOARD OF EDUCATIONBID NUMBER OPS2026-0311. HOLD HARMLESS CLAUSEThe Contractor further agrees to indemnify, hold harmless and defend the Board fromand against any and all liability for loss, damage or expense which the Board may sufferor for which the Board may be held liable by reason of injury, including death, to anyperson or damage to any property arising out of or in any manner connected with theoperations to be performed under this Contract, whether or not due in whole or in partof any act, omission or negligence of the Owner or any of his representatives oremployees.12. WORK REGULATIONS AND STANDARDSAll work activities performed in association with this request must be performed andcompleted for the Board in accordance with current Federal State and Local regulations.All services performed shall also conform to the latest OSHA standards and/orregulations.13. PERFORMANCE BONDThe Board requires a performance bond from the successful bidder(s) in the amount offive thousand dollars ($5,000) as a guarantee of fulfillment of the contract before apurchase order is awarded. The Board may waive the Bond requirement based on prioracceptable services supplied to the Board.14. DELIVERY AND TERMSAll prices shall be quoted as DELIVERED PRICES. The terms of the sale must be stated.No advance payments will be made to the vendor. Payment will be made as soon as thework is accepted. Partial payments are acceptable15. INVOICESIndividual original invoices shall be furnished to the Town.
