Padre Dam Municipal Water District (Padre Dam or District) is requesting proposals from qualified professional engineering firms to prepare bid documents for the Ray Stoyer Water Reclamation Facility Demolition (Project). This Project is part of the District’s Capital Improvement Program for Fiscal Years 2023 - 2027 that sufficiently funds the demolition of the existing facility which is to be replaced by the new wastewater treatment and water purification plant as part of the East County Advanced Water Purification Program currently under construction. The existing plant was taken out of service in October of 2025. Subsequently, cleaning, waste removal, and scrapping of above ground chemical storage tanks has been completed including the odor scrubber system.

1.0 INTRODUCTION
Padre Dam Municipal Water District (Padre Dam or District) is requesting proposals from qualified
professional engineering firms to prepare bid documents for the Ray Stoyer Water Reclamation Facility
Demolition (Project). This Project is part of the District’s Capital Improvement Program for Fiscal Years
2023 - 2027 that sufficiently funds the demolition of the existing facility which is to be replaced by the
new wastewater treatment and water purification plant as part of the East County Advanced Water
Purification Program currently under construction. The existing plant was taken out of service in October

2.0 PROJECT OVERVIEW
The Ray Stoyer Water Recycling Facility Project has a Board Approved CIP Budget of $5.7M including
soft and construction costs. The Project will demolish portions of the existing facility to remove
potentially hazardous site conditions and prepare for future redevelopment. Site improvements to
be demolished include concrete structures used for wastewater treatment processes, storage,
offices, mechanical equipment, and other industrial uses. Other improvements to be
demolished include onsite hardscape improvements such as walkways, parking areas,
roadways, underground utility services, and planted areas. There is no immediate planned use
of the property other than some existing structures that are to remain in service during and after
demolition. If budget allows, portions of the site should be left in a state suitable for
redevelopment such as supporting improvements that could include landscape and hardscape
areas, small buildings, parking areas, storage areas, etc. Potentially contaminated and/or
hazardous materials are to be properly disposed of and existing utility services not in use shall be
properly abandoned. The final deliverables must be submitted to the District by November 9, 2026.
The selected firm should be prepared to begin work immediately upon issuance of Notice to Proceed.
The major items of work identified include:
Identify existing improvements to be demolished, partially or completely.
Identify any materials onsite that would require specialized handling or disposal.
Design the site so that no portion of the demolished structures are within 1’ of the final finished
surface.
Design final grading of the site to provide positive drainage and a stabilized finished surface to
prevent erosion and provide sediment control.
Design the burial, removal, and/or export of site rubble.
Design the capping, abandonment, and/or removal of existing utility services.
Design a plan to maintain access to portions of the site during construction.

Provide an as-built plan after the demolition of the site facilities to document the limits of any
buried structures, abandoned utilities, and buried rubble limits.
EXISTING SITE CONDITIONS
As previously mentioned, the District previously removed and scrapped existing storage facilities
associated with chemical storage in preparation for demolition. In addition, the main office and
laboratory building onsite has been assessed to identify potentially hazardous materials onsite including
asbestos and lead paint. Also present onsite is a large stockpile of soils used during the construction of
the ECAWP facility that may be used in the design to achieve final grades. Interested firms are encouraged
to review the background information and utilize this information while developing proposals for this
project. Firms shall develop an appropriate work plan for design services and will prepare construction
documents the District can advertise for bids from qualified contractors.
3.0 SCOPE OF WORK
The District intends to retain a qualified and committed professional engineering firm to be part of the
design team. The successful engineering firm shall demonstrate the availability of qualified personnel to
perform engineering services as required.
For all work products, the engineering firm shall perform all work necessary to define the project and
produce all necessary documents required to obtain approval of the design from the District. The detailed
design of the facilities will include the preparation of schedules, plans, specifications, special provisions,
forms and drawings, and an engineer’s construction cost estimate including administrative/overhead soft
costs.
Listed below is a general description of the scope of services/tasks that are anticipated to comprise this
project. The detailed elements of the individual scope tasks and the associated level of effort for each
task will be developed by the District in concert with the selected engineering firm prior to entering into
a formal agreement for the project. Proposing firms are encouraged to expand upon this outline and
recommend additional value-based services as a part of the approach while also being cognizant of costs.
Task 1 – Meetings and Project Management
Project Administration, Budget Tracking, and Schedule Tracking
Project Quality Assurance/Quality Control Program (further defined in Section 3.1)
Progress Meetings and Reporting (further defined in Section 3.2)
Design Review Workshops
Task 2 – Understanding of Work
Conduct necessary pre-design assessments including site survey
Review as-builts, applicable soils data, hazardous materials reports, etc.
Coordinate access needs with the East County Advanced Water Purification JPA representatives to
determine site accessibility during construction

Task 3 – Detailed Design, Drawings, and Specifications
Complete detailed construction drawings and specifications to facilitate bidding of the project. Detailed
design drawings and specifications shall be submitted to the District for review and comment at the draft
60% design, draft 90% design, draft final (100%), and final design submittals.
Task 3.1 – Project Design
Design structure demolition limits
Design abandonment of existing utilities
Design site drainage
Design final surface materials to address erosion
Prepare as-built plans
Task 3.2 – Opinion of probable construction cost prepared and submitted at the draft 60% design,
draft 90% design and draft final (100%) submittals.
Task 3.3 – Project Schedule
Design schedule shall be updated to accurately reflect current project status.
Construction schedule shall include post construction activities.
Task 4 – Bidding Assistance
Prepare for and conduct a pre-bid meeting for prospective bidders/consultants available to answer
questions.
Review and prepare written responses addressing technical questions submitted by the prospective
bidders during the bid phase for inclusion in bid addenda.
Please note the task list above may not represent the complete scope of the project. The District will
begin negotiation with the top firm on actual scope and fee.
3.1 Quality Control/Quality Assurance
All submittals (plans, calculations, report, and associated documents) shall adhere to a District approved
quality assurance/quality control (QA/QC) program. The selected consultant shall identify major reviews
and procedures that are specific for this project. A successful QA/QC program is one in which the
consultant does not use the District as “plan checkers” for the work.
3.2 Project Progress Meetings and Reporting
Project progress meetings and reporting will include meetings between District staff and the consultant.
Meetings shall be held as often as deemed necessary and at a minimum the consultant shall report bi-
weekly on work accomplished in the previous bi-week and the status of the project progress, project
schedule, project budget, and any modifications to the base construction cost estimate. Project
Development Team (PDT) meetings with other project stakeholders will be held as needed. Minutes of
all meetings will also be prepared by the Consultant and furnished to attendees and concerned parties
within five working days of the meeting.
