ADVERTISEMENT FOR BIDS
MADISON COUNTY, MISSISSIPPI
CAUTHEN ROAD BRIDGE REPLACEMENT PROJECT
BRIDGE BID NUMBER 2026-0003
Bids will be received by the Madison County Board of Supervisors until 10 A.M. Thursday, June 25, 2026,
for the Cauthen Road Bridge Replacement Project. All bids so received will be publicly opened and read
aloud.
The project generally consists of furnishing and installing a new bridge on Cauthen Road over an unnamed
creek.
Bids may be submitted by either of the following methods:
1. Sealed bids will be received until 10 A.M. Thursday, June 25, 2026, at the Madison County
Chancery Clerk’s office, Room 225-228, 146 West North Street, Canton, MS 39046. All sealed
bids submitted to the Chancery Clerk’s office shall be marked on the outside face of the envelope
“CAUTHEN ROAD BRIDGE REPLACEMENT PROJECT,” and shall have the bidder’s Certificate of
Responsibility Number written on the outside of the envelope. If any envelope is not so marked,
said bid shall not be opened and considered.
2. Electronic bids will be received until 10 A.M. Thursday, June 25, 2026, as a PDF file via Madison
County’s website at http://www.madison-co.com/bids. Each bidder submitting a bid
electronically as a PDF file shall include its Certificate of Responsibility Number as part of its PDF
electronic bid submittal. Any electronic PDF bid that does not include the bidder’s Certificate of
Responsibility Number shall not be considered.
Plans, specifications, and contract documents are on file and can be viewed and downloaded at
https://www.madison-co.com/bids. Questions regarding plans and specifications should be sent to Tim

INSTRUCTIONS TO BIDDERS
DEFINED TERMS
Terms used in these Instructions to Bidders which are defined in the General Conditions have the
meanings assigned to them in the General Conditions. The term "Bidder" means one who submits a Bid
directly to Owner, as distinct from a "Sub-bidder", who submits a Bid to the Bidder. The term "Successful
Bidder" means the lowest, qualified, responsible, and responsive Bidder to whom Owner (based on
Owner's evaluation as hereinafter provided) proposes to make an award. The term "Bidding Documents"
includes the Advertisement for Bids, Instructions to Bidders, the Bid Form, and the proposed Contract
Documents (including all Addenda issued prior to receipt of Bids.) Madison County reserves the right to
postpone the date for the presentation and opening of bids and will give notice via email of any such
postponement to each prospective bidder.
COPIES OF BIDDING DOCUMENTS
Complete sets of Bidding Documents must be used in preparing Bids; neither Owner nor Engineer assume
any responsibility for errors or misinterpretations resulting from the use of incomplete sets of Bidding
Documents by Bidders and their Sub-bidders.
Owner and Engineer in making copies of Bidding Documents available on the above terms do so only for
the purpose of obtaining Bids on the work and do not confer a license or grant for any other use.
QUALIFICATIONS OF BIDDERS
The following reasons may be considered as being sufficient for the disqualification of a Bidder and the
rejection of his Bid proposal or proposals; however, this list is not all inclusive:
1. If there are reasonable grounds for believing that collusion exists among the Bidders, the Bids of
participants in such collusion will not be considered. Participants in such collusion will receive no
recognition as Bidders for any future work until any such participant shall have been reinstated
as a qualified Bidder.
2. Default or delinquency and failure to have completed on time any contract in force with the
Owner at the time of Bid opening.
3. If the Bidder has withdrawn his bid from consideration after the bids were opened.
4. Failure or inability of the Bidder to comply with all applicable state and federal laws, rules, and
regulations, including but not limited to having all necessary licenses and being qualified to do
business in the state of Mississippi.
5. The bidder being suspended or debarred from participating in contracts involving state or federal
funds.
EXAMINATION OF CONTRACT DOCUMENTS AND SITE
It is the responsibility of each Bidder, before submitting a Bid, to (a) examine the Contract Documents
thoroughly, (b) consider federal, state and local laws, ordinances, rules and regulations that may in any
manner affect cost, progress, performance or furnishing of the Work; (c) study and carefully correlate
Bidder's observations with the Contract Documents, and (d) notify Engineer of all conflicts, errors or
discrepancies in the Contract Documents requiring correction, clarification, or interpretation.

Before submitting a Bid, each Bidder will, at Bidder's own expense, make or obtain any additional
examinations, investigations, explorations, tests and studies, and obtain any additional information and
data which pertain to the physical conditions (surface, subsurface and underground facilities) at or
contiguous to the site or otherwise which may affect cost, progress, performance, or furnishing the Work
in accordance with the time, price, and other terms and conditions of the Contract Documents.
Provisions concerning responsibilities for the adequacy of data furnished to prospective Bidders on
subsurface conditions, underground facilities and other physical conditions, and possible changes in the
Contract Documents due to differing conditions appear in Paragraphs 4.2 and 4.3 of the General
Conditions.
The submission of a Bid will constitute an incontrovertible representation by Bidder that Bidder has
complied with every requirement of this Article, that without exception the Bid is premised upon
performing and furnishing the Work required by the Contract Document and such means, methods,
techniques, sequences, or procedures of construction as may be indicated in or required by the Contract
Documents, and that the Contract Documents are sufficient in scope and detail to indicate and convey
understanding of all terms conditions of performance and furnishing of the Work.
INTERPRETATIONS AND ADDENDA
All questions about the meaning or intent of the Contract Documents are to be directed in writing to
Engineer. Interpretations or clarifications will be issued by Addenda mailed to all parties recorded by
Engineer as having received the Bidding Documents. Only answers to questions by formal written addenda
will be binding. Oral and other interpretations or clarifications will be without legal effect.
Addenda may also be issued to modify the Bidding Documents as deemed advisable by Owner or Engineer.
No addenda will be issued within forty-eight (48) hours of the advertised bid time, exclusive of Saturdays,
Sundays, and legal holidays.
CONTRACT TIME
Contract completion dates are set forth in the Agreement.
LIQUIDATED DAMAGES
Liquidated damages shall be as assessed per the Agreement in these specifications in the amount of $300
per day.
SUBSTITUTE MATERIALS OR PRODUCTS
Where the Drawings and Specifications identify a product by a specific brand, make, manufacturer, or
definite specification, it is to establish the required quality standard for the product regarding style, type,
character, materials of construction, function, accessories, dimensions, appearance, and durability.
Products which are determined to be equivalent by the Engineer will be acceptable. Products which are
specified by a specific brand, make, or manufacturer's name may also be specified by its applicable model
or catalog number of other product designation.
