Summary

The County of Sacramento ("County") is soliciting proposals for on-call consulting services to assist with design, environmental protection, and documentation associated with construction of and improvements to environmental remediation and monitoring facilities at sites operated by the Department of Waste Management and Recycling in Sacramento County, California.



Background

Sacramento County owns three landfills which have active groundwater and unsaturated zone monitoring and treatment programs. These are 1) Kiefer Landfill, 2) Elk Grove Landfill, and 3) Grand Island Landfill. Kiefer Landfill also has active leachate and stormwater management systems. DWMR staff currently performs all routine field and reporting activities for each site. Site documentation, existing monitoring and extraction well information, monitoring reports, and Waste Discharge Requirements (WDRs) for each site are available for review at the State Water Board’s Geotracker website.

Kiefer Landfill

The Kiefer Landfill (KLF) is located near the intersection of Kiefer Boulevard and Grant Line Road in Eastern Sacramento County. KLF has been in operation since 1967 and has in excess of 30 million tons of waste in place. Approximately 160 acres of the landfill are unlined. 200 acres of landfill are lined, 150 acres of which have been filled. A comprehensive landfill gas (LFG) collection system has been in operation since 1997. The system currently includes a gas flaring facility, landfill gas to energy plant, and vertical and horizontal extraction wells. Leachate is currently withdrawn from the landfill and disposed of at a local water treatment and disposal facility. An extensive groundwater and unsaturated zone monitoring network is also in use at the site. Groundwater contamination, primarily by chlorinated ethenes (currently in the 5 parts per billion [ppb] range), has been attributed to LFG migration, and the site is in corrective action. A 500 gallon per minute (gpm) capacity groundwater treatment system has been in service since 1995. The treatment system discharges to an onsite infiltration basin.

Elk Grove Landfill

The Elk Grove Landfill (EGLF) is located approximately 12 miles south of downtown Sacramento, near the intersection of Waterman Road and Bond Road. The site is 37 acres in area. EGLF ceased operation in 1977 and received final closure in 1992. The landfill closure consisted of installation of a landfill gas extraction system and placement of a final cover. Landfill gas is currently being treated by two granular activated carbon (GAC) vessels and discharged to atmosphere. Low levels of volatile organic compounds (VOCs) (primarily chlorinated ethenes, currently in the 1 ppb range) have been detected in downgradient groundwater monitoring wells. As a result of a new regulatory order, in 2024 DWMR commissioned 5 new or converted wells to monitor very shallow groundwater. One of these wells has been initially found to contain low levels of VOCS.

Grand Island Landfill

The Grand Island Landfill (GILF) is located in southern Sacramento County near Isleton. GILF ceased operation in 1979 and a closure cap was installed in 1999. No significant groundwater impacts have been detected at the site. Groundwater and vadose zone monitoring continue to be performed as required by the site’s WDRs.
