Consultantsare to rely on written statements issued by the RFP Coordinator. Communication directed toparties other than the RFP Coordinator may result in disqualification of the Consultant.This RFP is available at the Office of Superintendent of Public Instruction (OSPI) website and atthe Department of Enterprise Services, Washington Electronic Business Solution (WEBS)Procurement website. All RFP amendments and/or Consultant questions and OSPI answers willbe posted to these sites. SCOPE & REQUIREMENTSThis section describes the purpose of the RFP and provides information about this procurement,including the potential scope of the opportunity and requirements.A.1. DEFINITIONSDefinitions for the purposes of this RFP include:Affiliate Partnership – An affiliate partnership means that instructional materials andinstruction are provided by an OSPI-approved online course provider and cannot be modifiedby the Local Education Agency (LEA).Agency or OSPI – The Washington State Office of Superintendent of Public Instruction; theentity issuing this RFP.Amendment – A unilateral change to the Solicitation that is issued by OSPI at its sole discretionand posted on WEBS and OSPI’s website.Apparent Successful Bidder (ASB) – A Bidder submitting a response to this Solicitation that isevaluated and is identified and announced by OSPI as providing the best value to the Agency.Upon execution of a Contract, the ASB is referred to as the successful Bidder or the Contractor.Approval – When an online school program and/or course provider has met the state standards,assurances, and criteria as specified by statute and OSPI.• Continued Approval – Maintaining approval after the initial approval period. If a programor provider fails to meet state and OSPI expectations, approval will be rescinded.• Initial Approval – The first time a program and/or provider is approved after applying forprogram and/or provider status. The initial approval period is four years and requiresadherence to state and OSPI expectations within the initial period, or approval will berescinded.Bid – An offer, proposal, or quote for goods or services submitted in response to this RFP.Bidder – Individual organization, public or private agency submitting a proposal to attain acontract with OSPI. For purposes of this Solicitation, the terms Bidder, Consultant, and Vendorare interchangeable.Competitive Solicitation – A documented formal process providing an equal and openopportunity to Bidders or Consultants culminating in a selection based on predeterminedcriteria.RFP No. 2026-16Rev. 05/24Page 5 of 70
