LOUIS, MISSOURI will be receivedelectronically through the Bid Express Online Portal until 1:45 p.m. on the 5th dayof MAY, 2026 and at that time will be publicly opened and read.Proposals must be submitted electronically using “Bid Express Online Portal” athttps://www.bidexpress.com/businesses/20618/homeThe proposed work includes: The complete reconstruction of the Compton Avenue, fromCouteau Avenue to Spruce Street, including the complete demolition and replacement ofthe Compton Ave Bridge over the Mill Creek railyard. Other work includes approachpavement, MSE walls, new ADA-compliant sidewalk and curb ramps, new streetlighting, traffic signal modifications, and water line relocation.Plans and specifications may be examined online through Bid Express athttps://www.bidexpress.com/businesses/20618/home, and may be downloaded for free.A pre-bid conference will be held at 10:00 A.M. on the 13TH day of APRIL 2026, atCity Hall, 1200 Market Street, Room 301, St. Louis, Missouri 63103. All bidders areencouraged to attend the pre-bid meeting.All labor used in the construction of this public improvement shall be paid a wage no lessthan the prevailing hourly rate of wages of work of a similar character in this locality asestablished by the Department of Labor and Industrial Relations (Federal Wage Rates), orState Wage Rates, whichever is higher.The Board of Public Service hereby notifies all bidders that it will affirmatively ensurethat in any contract entered into pursuant to this advertisement, businesses owned andcontrolled by socially and economically disadvantaged individuals will be afforded fullopportunity to submit bids in response to this invitation and will not be discriminatedagainst on the grounds of race, color, religion, creed, sex, age, ancestry, or national originin consideration for and award.All bidders must be on MoDOT’s Qualified Contractor List per Section 102.2 of theMissouri Standard Specifications for Highway Construction, 2022 Edition including allrevisions. The contractor questionnaire must be on file 7 days prior to bid opening.Contractors and sub-contractors who sign a contract to work on public works projectprovide a 10-Hour OSHA construction safety program, or similar program approved bythe Department of Labor and Industrial Relations, to be completed by their on-siteemployees within sixty (60) days of beginning work on the construction project.A certified or cashier’s check or a bid bond in the amount of 5% shall be submittedwith each proposal.The Board of Public Service reserves the right to reject any or all bids.The DBE Goal for this project is 0%.There is a On the Job Training (OJT) goal of 1 slot for 1,000 hours.No 2nd tier subcontracting will be allowed on this project._________________________________Richard T.
