The workshop will be open to regional preservation commissions and open tothe public. The project can be broken into two workshops should funding and time permit. Qualifiedconsultants or consulting firms interested in this project are invited to submit a proposal to the projectcoordinator listed above by the deadline listed above. This RFP is being re-advertised to extend the timefor the workshop to be held. The time has been extended to allow the workshop to occur betweenJanuary 5, 2026 through February 20, 2026. Only one workshop is required.Sealed proposals endorsed Window Preservation and Restoration Workshop to be furnished to theCity of Greenville (the “City”) will be received by the Planning and Development Services at 201 W. 5thStreet, Greenville, NC or the following Drop Box Address:https://www.dropbox.com/request/dtQOJq0tC3jq49lnfdRN until December 12, 2025 at Noon EasternStandard Time (EST). The City reserves the right to reject any or all proposals.This RFP outlines a description of the services sought and the documents interested firms must submitplainly marked with the Proposal number and service description as follows:Request for ProposalsAttention: Chantae Gooby[Name of Company Submitting Proposal]Window Preservation and Restoration WorkshopRFP# 25-26-04AProposals are limited to ten (10) pages (not inclusive of the cover letter or appendices) and shall betyped on 8 ½” x 11” sheets, single spaced, one sided. Proposals containing more than ten (10) pageswill not be considered.Proposals submitted after this deadline or to any location other than that listed above will not beconsidered. Firms submitting fewer copies than required will not be considered.Written questions concerning this RFP may be submitted until 5:00 PM Eastern Standard Time(EST), Friday, November 28, 2025, to Chantae Gooby, Chief Planner by email only atcgooby@greenvillenc.gov. All questions with written responses will be placed online at the City’swebsite. Please insert RFP# 25-26-04A in the subject line.2SECTION ONEGENERAL INSTRUCTIONS1. READ, REVIEW AND COMPLY: It shall be the Vendor’s responsibility to read this entire document,review all enclosures and attachments, and any addenda thereto, and comply with allrequirements specified herein, regardless of whether appearing in these Instructions to Vendors orelsewhere in this RFP document.2. LATE PROPOSALS: Late proposals, regardless of cause, will not be opened or considered, andwill automatically be disqualified from further consideration. It shall be the Vendor’s soleresponsibility to ensure delivery at the designated office by the designated time.3. ACCEPTANCE AND REJECTION: The City reserves the right to reject any and all proposals, towaive any informality in proposals and, unless otherwise specified by the Vendor, to accept anyitem in the proposal.4. WITHDRAWAL OF PROPOSAL: No proposal may be changed or withdrawn after the time of theproposal due date. Any modifications or withdrawals requested before this time shall beacceptable only when such request is made in writing to the Financial Services Manager.5. CONFLICT OF INTEREST: Each proposer shall affirm that no official or employee of the City ofGreenville is directly or indirectly interested in this proposal for any reason of personal gain.6. LOCAL PREFERENCE: The City of Greenville has adopted a Local Preference Policy, ResolutionNo. 056-13, and a Professional and other Services Policy, Resolution No. 057-13 that may pertainto this project. TAXES: Sales taxes may be listed on the proposal, but as a separate item. No charge will beallowed for Federal Excise and Transportation tax from which the City is exempt.8. CITY RIGHTS AND OPTIONS: The City, at its sole discretion, reserves the following rights:• To supplement, amend, substitute or otherwise modify this RFP at any time.• To cancel this RFP with or without the substitution of another RFP.• To take any action affecting this RFP, this RFP process, or the Services subject to this RFPthat would be in the best interests of the City.• To issue additional requests for information or clarification from Offerors or to allowcorrections of errors or omissions.• Torequire one or more Service Providers to supplement, clarify or provide additionalinformation in order for the City to evaluate the Responses submitted.3• To negotiate a contract with a Service Provider based on the information provided inresponse to this RFP.9. PUBLIC RECORDS: Any material submitted in response to this solicitation will become a “publicrecord.” Proposers must claim any applicable exemptions to disclosure provided by law in theirresponse to this RFP. Proposers must identify materials to be protected and must state thereasons why such exclusion from public disclosure is necessary and legal. The City reserves theright to make all final determination(s) of the applicability of North Carolina General Statutes § 132-1.2, Confidential Information.10. ACCURACY OF SOLICITATION AND RELATED DOCUMENTS: Each Company mustindependently evaluate all information provided by the City. The City makes no representations orwarranties regarding any information presented in this RFP, or otherwise made available during thisprocurement process, and assumes no responsibility for conclusions or interpretations derivedfrom such information. In addition, the City will not be bound by or be responsible for anyexplanation or conclusions regarding this RFP or any related documents other than those providedby an addendum issued by the City. Companies may not rely on any oral statement by the City orits agents, advisors, or consultants. If a Company identifies potential errors or omissions in thisRFP or any other related documents, the Company should immediately notify the City of suchpotential discrepancy in writing. The City may issue a written addendum if the City determinesclarification necessary. Each Company requesting an interpretation will be responsible fordelivering such requests to the City's designated representative as directed in RFP Section Two.11. EXPENSE OF SUBMITTAL PREPARATION: The City accepts no liability, and Companies will haveno actionable claims, for reimbursement of any costs or expenses incurred in participating in thissolicitation process. This includes expenses and costs related to Proposal submission,submission of written questions, attendance at pre-proposal meetings or evaluation interviews,contract negotiations, or activities required for contract execution.12. PROPOSAL BINDING: This proposal is binding for a period of ninety (90) days.SECTION TWOPROPOSAL1. INTRODUCTIONThe City is asking for proposals from a qualified consultant in response to the specifications outlined inthis request to provide a workshop to teach the fundamentals of repairing historic windows, theiranatomy, and why they’re worth preserving.2. BACKGROUNDThe City of Greenville, NC, has been awarded a federal Historic Preservation Fund grant for CertifiedLocal Governments (CLG) from the National Park Service in the amount of $5,000 to conduct the4workshop. The grant will be administered through the North Carolina Historic Preservation Office (HPO)of the North Carolina Department of Natural and Cultural Resources.3. DESCRIPTION OF SERVICES (SCOPE OF WORK)A. GOALS/OBJECTIVESThe project will be accomplished under the supervision of the HPO, Department of Natural andCultural Resources. The HPO supervisory staff and the consultant will meet 36 CFR 61qualifications. The workshop will follow The Secretary of the Interior’s Standards and National ParkService (NPS) Technical Preservation Brief 9 The Repair of Historic Wooden Windowshttps://www.nps.gov/orgs/1739/upload/preservation-brief-09-wood-windows.pdf and, ifaddressed, Technical Preservation Brief 13 The Repair and Thermal Upgrading of Historic SteelWindows https://www.nps.gov/orgs/1739/upload/preservation-brief-13-steel-windows.pdf.B. EXPECTED DELIVERABLESThe following deliverables are expected to be provided by the CONSULTANT:• Provide a public workshop to teach the fundamentals of repairing historic windows, theiranatomy, and why they’re worth preserving.• Provide presentation materials and any exhibits.The following deliverables are expected to be provided by CITY STAFF:• Designate a project coordinator to serve as the liaison between the City and consultant.• Assist with coordinating workshop date(s) and time(s).• Develop and publish notification and advertising for project.• Secure a workshop location(s).4. TERMS OF AGREEMENT:The proposed workshop(s) should be held between January 5, 2026 through February 20, 2026. Specificdate(s) and time(s) can be established prior to contract execution. City staff will secure the meetingspace and provide public notifications. All work shall be completed within three (3) months from the dateof an approved contract.5. PROJECT BUDGET/PAYMENT:The total project budget is $5,000, funded by a federal Historic Preservation Fund grant for CLGs, andassistance with the program from staff at the City of Greenville. The budget covers consultant salariesand fees, as well as travel, and all other project expenses on a “not to exceed” basis.5
