The Durham Community Safety Department (DCSD) is the Lead Agency for the Durham Continuum of
Care (CoC), a local consortium that coordinates housing, services, and funding for families and
individuals experiencing homelessness. Durham’s homeless system is expecting to help approximately
500 people exit homelessness in the fiscal year that begins on July 1, 2026. This Request for Proposals
(RFP) is intended to assist with meeting that goal and keeping households permanently housed. The
DCSD anticipates this RFP will result in contracts with partner organizations (for profit or not-for profit)
to provide Landlord Engagement Services, serve as a Flexible Housing Assistance Administrator (FHAA),
and provide Housing Stability Case Management Services (HSCM).
The FHAA will also serve as the Contractor to administer up to $4,326,661 of HOME-ARP funds, subject
to HUD approval of the HOME-ARP Allocation Plan Amendment. The HOME-ARP funds will be used for
Supportive Services except for Housing Counseling Services as outlined in CPD 21-10. Referrals for
Flexible Housing Assistance will come from the CoC’s Coordinated Entry Administrator (currently
designated staff of the DCSD) or designee. The HOME-ARP funds are expected to become part of a
larger pool of funds that will include restricted and unrestricted funds.
