A public opening of the bids will beheld at that day and time at the Greene County Administration Building, 40 Celt Road,Stanardsville, VA 22973. A selection committee shall choose the contractor based on the lowestresponsible bid.PURPOSEThe purpose of this Invitation for Bid (IFB) is to solicit bids through competitive sealed biddingfor the purpose of receiving proposals from qualified contractors to provide Concrete Services forthe Solid Waste Tipping Floor Repairs. It is anticipated that one contractor will be selected usingthe competitive negotiation procedure, as outlined in the Virginia Procurement Act. The work willgenerally include, but shall not be limited to, labor, equipment, fuel, tools, materials, supervision,and incidentals necessary to provide the timely, safe, and effective execution of the work detailedin this solicitation. Bids are to be inclusive of all costs associated with the work detailed in thescope of work below.It is the County’s intent that this IFB permits competition. It shall be the bidder’s responsibility toadvise the Purchasing Agent in writing if any language requirement, specification, etc., or anycombination thereof, inadvertently restricts or limits the requirements stated in this IFB to a singlesource. Such notification must be received by the Purchasing Agent not later than five (5) daysprior to the date set for bids to close.To be considered, the contractor shall return one copy of bid documents to: Terry Beigie, GreeneCounty Administration, 40 Celt Road, PO Box 358, Stanardsville, VA 22973, in a sealed envelope.Mark the outside of your envelope with Request for Proposals IFB #2026-005. Please copy Terry Beigie attbeigie@gcva.us with the questions as well.3|PageInvitation for Bid#2026-0052.0 SCOPE OF WORKThe County of Greene seeks sealed bids for repairing the tipping shed’s concrete floor at its SolidWaste Facility at 386 Mays Road, Stanardsville VA 22973.Specific work for the base bid includes, but is not necessarily limited to:A. Concrete repair work on the flooring for the 48 feet by 100 feet buildingB. Fixing support columns of the building, including mounting them to the correct positionC. Reworking and repairing of drains as needed (such as a French drain so that the loader willnot hit and trash will not clog up)D. Overlay concrete over entire tipping shed floorE. Adding additives to make the flooring more resilient than concrete.F. Work completed over a three to four day weekendThe Contractor shall provide all labor, equipment, fuel, tools, materials, supervision, andincidentals necessary to provide the timely, safe, and effective execution of the work detailed inthis solicitation. Bids are to be inclusive of all costs associated with the work detailed in this scope.3.0 TERMS AND PROPOSAL CONTENT AND FORMATA. See Appendix A for General Terms and ConditionsB. Codes, Permits, Fees, Licenses, and Noticesa. It is the responsibility of the contractor to maintain all required licensing andtraining for his/her employees to provide the services as stated in this IFB.b. The contractor shall supply copies of all licenses to Greene County, upon request.c. A Greene County Business License will be required by the selected vendor. Pleasecontact the Commissioner of Revenue at ktate@gcva.us for more information. Acontractor without a Greene County Business License may submit a bid but will berequired to get one prior to starting work. The contractor is responsible for the costto acquire the license.d. Insurance: The contractor shall agree to provide a certificate of insurance namingthe County of Greene as additional insured, and, if requested, a certified copy ofsaid policy or endorsement(s) before commencement of the contract. All insuranceshall be placed with an insurer licensed to do business in the Commonwealth ofVirginia. The underwriter shall be subject to the approval of the County of Greene.The contractor shall maintain limits no less than:i. General Commercial Liability: $1,000,000 (one million dollars) combinedsingle limit per occurrence for bodily injury, personal injury and propertydamage.ii. Automobile Liability: $1,000,000 (one million dollars) combined singlelimit per accident for bodily injury and property damage.iii. Worker’s Compensation and Employer’s Liability: Worker’s Compensationas required by the Code of the Commonwealth of Virginia and Employer’sLiability with limits of $1,000,000 (one million dollars) per accident.iv. Professional Liability coverage (errors and omissions), $250,000 peroccurrence.4|PageInvitation for Bid#2026-005C. Submittalsa. Qualified contractors shall provide appropriate information in accordance with thecontent and format requirements of this Invitation for Bid. Copies of Contractor’s Licensesb. All electronic proposal submissions with the required documents must be submittedthrough the Commonwealth of Virginia’s online e-procurement system, eVA.Proposers must submit one (1) complete copy of the proposal and all requireddocuments and/or attachments no later than 1:30 p.m. on Wednesday, March 11,2026. All proposal submissions sent via U.S. Mail or other postage method shallinclude 1 copy of the proposal documents, sent to Terry Beigie, Deputy Clerk ofthe Board, PO Box 358, 40 Celt Road, Stanardsville VA 22973. The outside of yourenvelope shall be marked as Invitation for Bid #2026-005.4.0 SELECTION POLICIESThe County reserves the right to accept or reject any or all proposals received as a result of thisrequest, or to modify or cancel in part or in its entirety the Invitation for Bid if it is in the bestinterest of the County to do so. The Invitation for Bid does not commit the County to award acontract, to pay costs incurred in the preparation of a proposal for this request, or to procure orcontract for services.The County will select a contractor to provide the services requested using the Sealed Bidprocedure as outlined in the Virginia Public Procurement Act, accepting the lowest responsiblebidder.The County prohibits discrimination and requires compliance with state and federal immigrationlaws as defined under the Code of Virginia Chapter 43 Virginia Public Procurement Act.
