For more information, visit www.thecha.org.ARTICLE IIINTENT AND PURPOSEThe Chicago Housing Authority (CHA) is issuing this Request for Proposals (RFP) to solicitresponses from qualified, experienced, and licensed professional firms to provide a suite ofenvironmental services. These services include soil and groundwater remediation services, mold,asbestos and lead testing and abatement services, and environmental review services in supportof CHA’s mission to expand access to affordable, high-quality housing throughout the City ofChicago.Through this RFP, CHA seeks to establish one or more contractual partnerships with firms thatdemonstrate technical expertise, professional integrity, and a strong commitment to the publicgood. These services are critical to CHA’s strategic development and asset managementinitiatives, including the acquisition, disposition, development, renovation, and long-termmanagement of residential, commercial, and mixed-use properties, as well as vacant land.CATEGORY 1: Environmental Consulting ServicesCHA requires firms that can deliver accurate and thorough environmental due diligence andremediation reports. These services will include Phase I and II ESAs, soil and groundwatersampling, ground-penetrating radar, remediation specifications and remedial action plans, as wellas Illinois SRP reporting and oversight services. The services provided by the firms will allow CHAto identify environmental risks at sites and fully remediate sites under the Site RemediationProgram.CATEGORY 2: Environmental Review ServicesCHA requires firms that can deliver NEPA analyses in the form of environmental review recordsfor proposed projects at the CENST, CEST, and EA levels of review. These services will includehistoric consultation under Section 106, adherence to HUD Part 58 rules for environmental review,and noise assessments. The services provided by the firms in this category will allow CHA tocomplete NEPA reviews across our portfolios and initiate projects in a timely manner.CATEGORY 3: Industrial Hygiene Testing and Oversight ServicesCHA requires firms that can provide industrial hygiene testing and oversight services across ourentire portfolio. These services include, but are not limited to, lead inspections, risk assessments,re-evaluations, clearances, and visual assessments; asbestos surveys and clearances/airsampling; hazardous building materials surveys; indoor air quality investigations; and radontesting. These services include, but are not limited to,lead hazard reduction or abatement; asbestos abatement or hazard reduction; mold remediation;and radon mitigation. Providers in this category must be appropriately licensed and certified bygoverning bodies. The services provided by firms in this category will allow CHA to completeregulatory and non-regulatory abatement, remediation, or hazard reduction activities oversightacross our portfolio, maintain compliance assurance, and initiate renovation projects in a timelymanner.CATEGORY 5: Environmental Training or Program Development ServicesCHA requires firms that can provide environmental training and program development in order tokeep CHA staff and stakeholders in compliance with environmental certifications and up to dateon changing regulatory frameworks. Providers in this category must be appropriately licensed andcertified by governing bodies. The services provided by firms in this category will allow CHA tomaintain appropriately trained and certified staff and keep up with regulatory changes.ARTICLE IIISCOPE OF SERVICESFor the term of the agreement, the Environmental Services firm shall provide staff with thecapabilities and licensure for the following activities. Environmental Services firm shall performthe following Services in accordance with the terms set forth in this Agreement.1. CATEGORY 1: Environmental Consulting Servicesa. Planning Phase Environmental Services• Phase I Environmental Site Assessments (ESAs): Conduct Phase I EnvironmentalSite Assessments in accordance with the American Society for Testing andMaterials (ASTM) E 1527-21 (or most recent update) Standard Practice forEnvironmental Site Assessments: Phase I Environmental Site AssessmentProcess. The federal rule recognizes the ASTM E 1527-21 standard as anacceptable guidance document for satisfying the “All Appropriate Inquires” (AAI).• ASTM Environmental Transaction Screen: Conduct Transaction Screen inaccordance with ASTM E 1528 – 14 Standard Practice for Limited EnvironmentalDue Diligence: Transaction Screen Process.• Geophysical Surveys: Conduct geophysical surveys using electromagnetic and/orground penetrating radar and reports to explore and evaluate sites for the possiblepresence of former underground storage tanks, foundations or other subsurfacestructures.• Test Pit Excavation and Site Restoration: Conduct test-pit excavations usingexcavation equipment in locations of unexplained anomalies based on the resultsof the geophysical survey that may indicate the presence of underground storagetanks, foundations or other subsurface structures. Site Restoration services wouldinclude the backfilling test pit with moderate compaction effort and the restorationof sod, asphalt, concrete or other surface required to be repaired by the CHA.5Chicago Housing Authority
