Responses shall be submitted via the Supplier Portal at https://supplier.thecha.org no later

than Friday, April 10, 2026, by 11:00 AM, CST.

The Proposer shall be responsible for electronic submission by the due date and

time. Late proposals will not be accepted.

An in-person pre-proposal conference is scheduled for Monday, March 23, 2026, at

10:00 a.m. CST to discuss the scope of services and the CHA contract requirements.

The meeting address is 60 E. Van Buren Conference Rooms 736A-C. In order to

participate onsite, you will need to RSVP by Friday, March 20, 2026, at 12:00 p.m.,

CST with Teresa Lipsey via email at tlipsey@thecha.org. Please submit your

The Letter of Intent to Submit a Proposal, Attachment B, is due Wednesday, April 1, 2026,

at 11:00 a.m. CST. The Letter of Intent to Submit a Proposal, Attachment B must be

submitted via the Supplier Portal at https://supplier.thecha.org.

If you do not intend to submit a proposal in response to this RFP, please submit via the

Supplier Portal at https://supplier.thecha.org, a brief explanation in order to continue to

receive future bid/RFP notices.

Questions regarding clarification or verification of these specifications and CHA contract

requirements must be submitted via the Supplier Portal at https://supplier.thecha.org. no

later than Thursday, March 26, 2026, by 11:00 AM, CST.

Electronic Submission: CHA requires Respondents to submit an electronic proposal for

the above-described Event. Respondent shall upload all documents via the CHA Supplier

ARTICLE I

INTRODUCTION

CHA is the third largest public housing authority in the nation and the largest single owner of rental

housing in Chicago. Through its public housing and voucher programs, CHA serves 135,000

people in over 65,000 households across all 77 of Chicago’s community areas. CHA’s mission is

to create and sustain strong communities where seniors thrive and everyone can unlock their

and everyone feels welcome.

ARTICLE II

INTENT AND PURPOSE

The Chicago Housing Authority (CHA) is issuing this Request for Proposals (RFP) to solicit

responses from qualified, experienced, and licensed professional firms to provide a suite of

environmental services. These services include soil and groundwater remediation services, mold,

asbestos and lead testing and abatement services, and environmental review services in support

of CHA’s mission to expand access to affordable, high-quality housing throughout the City of

Chicago.

Through this RFP, CHA seeks to establish one or more contractual partnerships with firms that

demonstrate technical expertise, professional integrity, and a strong commitment to the public

good. These services are critical to CHA’s strategic development and asset management

initiatives, including the acquisition, disposition, development, renovation, and long-term

management of residential, commercial, and mixed-use properties, as well as vacant land.

CATEGORY 1: Environmental Consulting Services

CHA requires firms that can deliver accurate and thorough environmental due diligence and

remediation reports. These services will include Phase I and II ESAs, soil and groundwater

sampling, ground-penetrating radar, remediation specifications and remedial action plans, as well

as Illinois SRP reporting and oversight services. The services provided by the firms will allow CHA

to identify environmental risks at sites and fully remediate sites under the Site Remediation

Program.

CATEGORY 2: Environmental Review Services

CHA requires firms that can deliver NEPA analyses in the form of environmental review records

for proposed projects at the CENST, CEST, and EA levels of review. These services will include

historic consultation under Section 106, adherence to HUD Part 58 rules for environmental review,

and noise assessments. The services provided by the firms in this category will allow CHA to

complete NEPA reviews across our portfolios and initiate projects in a timely manner.

CATEGORY 3: Industrial Hygiene Testing and Oversight Services

CHA requires firms that can provide industrial hygiene testing and oversight services across our

entire portfolio. These services include, but are not limited to, lead inspections, risk assessments,

re-evaluations, clearances, and visual assessments; asbestos surveys and clearances/air

sampling; hazardous building materials surveys; indoor air quality investigations; and radon

testing. The services provided by firms in this category will allow CHA to complete regulatory and

non-regulatory testing and oversight across our portfolio, maintain compliance assurance, and

initiate renovation projects in a timely manner.

CATEGORY 4: Industrial Hygiene Abatement, Mitigation, or Remediation Services

CHA requires firms that can provide industrial hygiene abatement, mitigation, hazard reduction,

or remediation services across our entire portfolio. These services include, but are not limited to,

lead hazard reduction or abatement; asbestos abatement or hazard reduction; mold remediation;

and radon mitigation. Providers in this category must be appropriately licensed and certified by

governing bodies. The services provided by firms in this category will allow CHA to complete

regulatory and non-regulatory abatement, remediation, or hazard reduction activities oversight

across our portfolio, maintain compliance assurance, and initiate renovation projects in a timely

manner.

CATEGORY 5: Environmental Training or Program Development Services

CHA requires firms that can provide environmental training and program development in order to

keep CHA staff and stakeholders in compliance with environmental certifications and up to date

on changing regulatory frameworks. Providers in this category must be appropriately licensed and

certified by governing bodies. The services provided by firms in this category will allow CHA to

maintain appropriately trained and certified staff and keep up with regulatory changes.

ARTICLE III

SCOPE OF SERVICES

For the term of the agreement, the Environmental Services firm shall provide staff with the

capabilities and licensure for the following activities. Environmental Services firm shall perform

the following Services in accordance with the terms set forth in this Agreement.

1. CATEGORY 1: Environmental Consulting Services

a. Planning Phase Environmental Services

• Phase I Environmental Site Assessments (ESAs): Conduct Phase I Environmental

Site Assessments in accordance with the American Society for Testing and

Materials (ASTM) E 1527-21 (or most recent update) Standard Practice for

Environmental Site Assessments: Phase I Environmental Site Assessment

Process. The federal rule recognizes the ASTM E 1527-21 standard as an

acceptable guidance document for satisfying the “All Appropriate Inquires” (AAI).

• ASTM Environmental Transaction Screen: Conduct Transaction Screen in

accordance with ASTM E 1528 – 14 Standard Practice for Limited Environmental

Due Diligence: Transaction Screen Process.

• Geophysical Surveys: Conduct geophysical surveys using electromagnetic and/or

ground penetrating radar and reports to explore and evaluate sites for the possible

presence of former underground storage tanks, foundations or other subsurface

structures.

• Test Pit Excavation and Site Restoration: Conduct test-pit excavations using

excavation equipment in locations of unexplained anomalies based on the results

of the geophysical survey that may indicate the presence of underground storage

tanks, foundations or other subsurface structures. Site Restoration services would

include the backfilling test pit with moderate compaction effort and the restoration

of sod, asphalt, concrete or other surface required to be repaired by the CHA.
