February 19, 2026RFP 25-13-1764Request for Proposal for Construction Manager at Risk (CMAR) Services for theCity of Lake Jackson Recreation Center Locker Room Remodel Projectfrom Short-listed Firms - Step Two of the Two Step Selection ProcessFirst Step: CompleteSecond Step Deadline: Wednesday, March 18, 2026, 2:00 p.m. CSTEvent InformationNotice is hereby given to the short-listed firms to submit a Proposal in response to RFP 25-13-1764. The Scope ofWork includes, but is not limited to, the following:• Preconstruction Services: The CMAR will work with the Architect and the City during the designprocess to ensure the feasibility and constructability of the Recreation Center Locker Room RemodelProject. The CMAR will also be responsible for cost estimates during the schematic design (SD),design development (DD), 95% Guaranteed Maximum Price (GMP), and IFP/C phases of the project.The CMAR will work with the Architect and City to ensure that the cost of construction of the Project iswithin the estimated Construction Budget through the selection of construction systems and materials,detailed CSI format cost estimating, scheduling, and other means, including identifying potentialconstructability/conflict issues. The CMAR will also review the project schedule and identify the criticalpath and long lead items. Upon the completion of the design development phase and prior to thecompletion of the 100% set of construction documents, the CMAR will submit a proposal of aGuaranteed Maximum Price (GMP) for the construction of the Project, which is within the ConstructionBudget of the City.• Bidding Services: The CMAR will serve as General Contractor to complete all work for the bidding andconstruction of the project. The CMAR will be responsible for coordination of all bids, advertisement,and solicitation, bid procurement, selection of sub-consultants or trade contractors as outlined in TexasGovernment Code Chapter 2269. The expectation is for the CMAR to do Bid Assembly and provide theOwner and Architect with transparency on the quotes received. The CMAR will also be responsible forthe issuance of pre-purchase orders for long lead items, if required.• Construction Services: The CMAR will serve as General Contractor to complete all work for theconstruction of the Project. The scope of Construction services will be determined based on the finalDrawings, Specifications, and any other necessary requirements set out in the Contract Documents.Page 1 of 2RFP 25-13-1764• The work does not include the materials testing services necessary for the City to accept the Project;this will be performed under a separate contract with an independent provider engaged directly by theCity.Project BudgetThe proposed project budget is Seven Hundred Thousand Dollars ($700,000.00).Tentative Schedule for Selection Process and AwardStep One – CompleteAdvertisement:January 6 and 11, 2026Pre-Submittal Meeting:Wednesday, January 14, 2026, 2:00 p.m. CSTQuestions Deadline:Friday, January 23, 2026, 12:00 p.m. CSTSOQ Due Date:Wednesday, January 28, 2026, 2:00 p.m. CSTCity Council Selection of Short-Listed Applicants: Tuesday, February 17, 2026Step TwoRFP Issued to Short-Listed Applicants:Pre-Proposal Meeting:Proposal from Short-Listed Applicants Due:Interview with Short-Listed Applicants:Anticipated CMAR Selection :Wednesday, February 18, 2026Tuesday, March 2-6 week, 2026, 2:00 p.m. CSTWednesday, March 18, 2026, 2:00 p.m. CSTTentatively planned for week of March 23-27, 2026Monday, April 6, 2026Footnote: The City of Lake Jackson reserves the right to adjust time and dates on above projectedschedule if it's in the best interest of the City of Lake Jackson.
