April 14, 2026Requests for Information Responses for:State of Connecticut Department of Economic and Community Development (DECD)Municipal Brownfield Grant Program:Town of East Lyme, Old Town Police Department Assessment(DECD Round 21AO Grant)1. Q: Please confirm if PCB HBM material sampling is to be conducted, if suspectmaterials are identified.A: Confirmed, yes sampling is to be conducted.2. Will a licensed roofing contractor be required to repair areas of the roof affected bythe HBM assessment, or will localized repairs by the consultant be acceptable? Orwill the owner make the repairs?A: To the extent that the damage is limited to exploratory damage for sampling, theconsultant may repair the area of sampling.3. Are Public Meetings and Outreach to be included as part of the work scope? If so,can you provide a summary of what will be expected of the consultant.A: The town will handle all public meeting and outreach coordination related to theassessment grant (if any).4. Is the Town retaining any administrative fees from the grant, or will the entire grantbe used for environmental consulting?A: The town if not retaining administrative fees for staff time.5. There are at least two suspect monitoring wells on the Site. Are there any previousenvironmental assessment, investigation, and or HBM reports available for review?A: Unknown.6. Q: With school vacation next week and submittals due the following Tuesday, wouldthe Town consider extending the proposal deadline?A: No.7. Q: Is a copy of the grant application available?A: I will confirm with DECD if this may be shared prior to awarding a contract, pleaseemail me separately.8. Q: Did a third party assist the Town with the grant application? If yes, who was thefirm?A: No I completed the application.9. Q: Does the Town have a particular reuse type in mind for the property?A: Not at this time.10. Q: Do you want costs in a separate cost proposal? In what format should the costsbe presented?A: Cost should be in the proposal for each portion of the RFP and a grand total (withoptions).11. Q: Would the Town want suspect PCB testing performed? (We usually propose onlybuilding caulkings and glazings). This could affect the total costs, and it may not bethe best measure if demo vs reno has not been determined as it may triggerunnecessary regulations if we do find via lab analysis.A: PCB testing should occur in the soil around the site. Any suspected building PCBscan be tested based on consultant opinion and/or once a demo vs reno isconsidered, but potential costs for testing should be considered.12. Q: Can the Town share the recommendations from this Charette?A: Yes the Charette is available on our website, I have a copy in the RFP section.13. Q: Of the public uses for the property identified through this effort, is there apreferred option that should be considered?A: Not at this time.14. Q: In terms of renovation costs for the building following abatement, those will varygreatly dependent upon potential use of the building. Is there a desired specific usethat should form the basis of the estimate?A: Not at this time, Opinion of Probable cost for construction should be addressedonce awarded and working with the Town.15. Q: Does the Town require the services of an independent cost estimator for thisproject? (specifically for the building scope)A: Firm awarded assessment project, should be able to provide an opinion ofprobable costs to the Town.16. Following abatement of the site and any HBM identified, is the intention of the Townto sell the property to a developer?A: Unknown at this time, all options would be considered.17. Q: If the property is to be sold, what state should the building be left in following theabatement of HBM? i.e., Demolish building, leave in a raw state, or restore interiorfinishes to vanilla box condition or a more complete level of fit out.A: Unknown.
