IntroductionNew York State Homes and Community Renewal (“HCR”) consists of all the major housing andcommunity renewal agencies of the State of New York (“State”), including the New York State HousingFinance Agency, State of New York Mortgage Agency, and the Housing Trust Fund Corporation. HCRincludes other agencies (“Affiliates”) not involved in this request for proposals (“RFP”) process.2. PurposeThe New York State Housing Finance Agency ("HFA"), State of New York Mortgage Agency("SONYMA") and New York State Housing Trust Fund Corporation (“HTFC”) (individually orcollectively, “Agency” or “Agencies”) seek qualified competitive proposals from authorized ValueAdded Resellers (“VARs,” “Proposers” or “Resellers”) of Digitech Systems’ ImageSilo enterprisecontent management (“ECM”) system for the successful continuity and management of the Agencies’existing ECM system currently under licensure with the Agencies.The Agencies currently manage a vast repository of records in their current ImageSilo ECM system,including approximately 4.1 terabytes (TB) of digital documents. The need for a new competitivesolicitation is required under the Agencies’ Procurement and Contract Guidelines to ensure continuedoperation of the ImageSilo ECM system and compliance with New York State Archives’ regulations,improve operational efficiency and support the Agencies' mission of promoting affordable housing andhomeownership opportunities within the State.The successful VAR (“Contractor”) will be required to work in concert with the preferred source agencyselected by the Agencies to scan and digitize the Agencies’ records.This request for proposals (“RFP”) is issued in accordance with the Procurement and ContractGuidelines of the Agency(ies) and in compliance with Section 2879 of the Public Authorities Law.3. Overview of the AgenciesThe Agency(ie)s are public benefit corporations of the State of New York, co-located and co-administered from their New York City (“NYC”) and Albany locations.3.1 New York State Housing Finance AgencyThe New York State Housing Finance Agency is a public benefit corporation created in 1960 to financelow- and moderate-income rental housing. HFA issues taxable and tax-exempt bonds to providemortgage loans to developers of affordable multifamily rental housing. HFA’s mission is to create andpreserve high quality affordable multifamily rental housing that serves communities across the State ofNew York. Today, HFA is one of the nation’s most prolific issuers of multifamily housing bonds."W:\Shared Procurement Project Folders\Solicitation\2025\641 HFA SONYMA HTFC ImageSilo ECM Reseller- REISSUED\RFP\251208_ImageSilo_RFP_draft.docx"Page 4 of 35In 2023, as one of the primary issuers of municipal bonds for housing in the nation, HFA issued over$1.156 billion of bonds to finance over 3,953 affordable units. HFA utilizes three financing tools tofund its projects: (i) fixed rate bonds for its all affordable projects funded under the Affordable HousingRevenue Bond Resolution; (ii) unrated private placements on a case by case basis; and (iii) variable ratedemand bonds for its 80/20 developments. As part of its mission, the Agency looks to continuouslyexplore new and innovative cost-effective financing techniques and efficiencies that can be implementedin its existing financing structures.3.2 State of New York Mortgage AgencyThe State of New York Mortgage Agency is a public benefit corporation, created in 1970, to providesingle-family homeownership opportunities for low- to moderate-income New Yorkers. The Agencyfunds its mortgage lending activities through the issuance of taxable and tax-exempt bonds under tworesolutions: (i) The Homeowner Mortgage Revenue Bond Resolution; and (ii) Mortgage Revenue BondResolution. The Agency is the only State issuer of single-family housing bonds.In 2023, the Agency issued over $275 million in bonds and funded over 1,701 mortgages. Together withHFA, the two agencies combined were one of the top four largest housing issuers in the nation last year.3.3 New York State Housing Trust Fund CorporationThe mission of the Housing Trust Fund Corporation is to further community development through theconstruction, development, revitalization and preservation of low-income housing, the development andpreservation of businesses, the creation of job opportunities, and the development of publicinfrastructures and facilities.More detailed information relating to the Agency(ies) and their respective programs may be found atthe Agencies’ website, hyperlinked herein.4.
