Background1.1 IntroductionKitsap County Public Works (Owner) is requesting Statements of Qualifications (SOQs) fromprospective Professional Consulting Firms for services outlined in Section 3 (Professional Services).Section 4 (Procurement Process) provides the intended timeline from RFQ Publication to Notice ofFirm Selection. This Request for Qualifications (RFQ) invites SOQs to be submitted by Respondentsaccording to the requirements set forth in this RFQ including the format and content guidelines inSection 5 (SOQ Submission Requirements) and Section 6 (SOQ Evaluation and Firm Selection).Section 2. Project Overview2.1 Project Site and LocationThe Kingston Treatment Plant is located on the Kitsap Peninsula, west of Seattle across the PugetSound at 11000 NE White Horse Dr, Kingston, WA 98346. The existing site plan is shown below inFigure 1.Figure 1. Existing Kingston WWTP Site Plan2026-XXX: Kitsap County General Sewer Plan Update: Kingston Service Area3 | PageREQUEST FOR QUALIFICATIONS 2026-018Kitsap County General Sewer Plan Update: Kingston Service Area2.2 Kitsap County Sewer Utility DivisionSince the 1950s, the Kitsap County Sewer Utility has operated and maintained a wastewatercollection and treatment system serving communities across the Kitsap Peninsula. The systemincludes gravity pipelines, force mains, manholes, inverted siphons, and pump stations that conveywastewater to the regional treatment facility, the Central Kitsap Treatment Plant (CKTP). In additionto treating wastewater from its primary service area, CKTP also processes solids from theManchester, Kingston, and Suquamish Wastewater Treatment Plants.2.3 Kingston Wastewater Treatment PlantThe Kingston Wastewater Treatment Plant (KTP) is located north of CKTP, in Kingston, Washington.KTP holds a monthly flow capacity rating of 0.292 MGD. The KTP collection system includesapproximately 57,400 feet of gravity pipe and 26,000 feet of force main piping. Approximately 1,000feet of pipe within the system is privately owned. Additionally, there are seven pump stations withinthe Kingston sewer system, including PS-41, 42, 43, 52, 71, 72, and 73. The pump station capacityranges from 20 gallons per minute (GPM) at PS-52 to 450 GPM at PS-71. All sewer flows within thebasin are conveyed and treated at KTP. The treated effluent from KTP is conveyed and dischargedto Appletree Cove.While previous planning efforts provide an overview of the system, they do not fully evaluate long-term treatment capacity needs or identify specific improvements required to accommodate projectedgrowth within the Kingston service area. Given anticipated population growth and developmentpressures, there is a need to assess the existing capacity and performance of the KingstonWastewater Treatment Plant and its associated collection system.In response, Kitsap County proposes this Request for Qualifications (RFQ) to prepare an amendmentto the Kitsap County General Sewer Plan for the Kingston Service Area. This effort will include acomprehensive evaluation of existing conditions, with particular emphasis on identifying potentialcapacity limitations and operational constraints at the Kingston Wastewater Treatment Plant. Theanalysis will also project future wastewater flows and assess the ability of the treatment plant andcollection system to accommodate anticipated growth. Based on these findings, the amendment willidentify facility improvements necessary to address capacity constraints, ensure reliable operations,and maintain compliance with applicable regulatory requirements.2.4 Project ScheduleThis contract and the scope of work in Section 3 is envisioned to be completed within a 2-Yeartimeframe once formally awarded, with the option to extend for an additional 3-Years.2.5 RFQ IntentThe intention of this RFQ is to solicit qualifications from a Professional Consulting Firm to assist theOwner in preparing an amendment to the Kitsap County General Sewer Plan. The selected firm willreview the Kitsap County Comprehensive Plan and General Sewer Plan, evaluate existingwastewater treatment facilities, and develop population and wastewater flow projections for theKingston service area. This effort is intended to improve the Owner’s understanding of currenttreatment capacity, projected wastewater demand, and any required facility improvements. Theoutcome of this engagement will be an amendment to the General Sewer Plan documenting existing2026-XXX: Kitsap County General Sewer Plan Update: Kingston Service Area4 | PageREQUEST FOR QUALIFICATIONS 2026-018Kitsap County General Sewer Plan Update: Kingston Service Areasystem capacity, projected wastewater flows, and recommended improvements to support futuregrowth and development within the Kingston service area. Section 3 provides a preliminarydescription of the intended scope of work and deliverables to be incorporated into the contract onceawarded.Section 3. Professional Services3.1 GeneralThis RFQ is for professional planning, engineering, and technical services related to development ofan amendment to the Kitsap County General Sewer Plan for the Kingston Service Area. Servicesmay include, but are not limited to, the following:• Review and evaluate existing Kingston Wastewater Treatment Plant facilities, includingtreatment processes, hydraulic and treatment capacity, operational constraints, and systemperformance.• Review relevant planning documents and regulatory requirements, including the Kitsap CountyComprehensive Plan, growth projections, and applicable state and federal wastewaterregulations.• Assess the current permitted and operational treatment capacity and identify limitations that mayaffect future developments.• Develop population and wastewater flow projections for the Kingston service area based onadopted land use assumptions and planning horizons.• Estimate future treatment capacity needs (MGD) and identify timing for when additional capacitywill be required.• Identify and evaluate facility improvement alternatives to address projected growth, maintainregulatory compliance, and support reliable long-term plant operations.• Prepare a General Sewer Plan Amendment documenting existing conditions, capacity analysis,growth projections, alternatives evaluation, and recommended improvements.• Develop planning-level cost estimates and implementation considerations for recommendedupgrades or expansions.• Coordinate with County staff, incorporate feedback, and prepare technical memoranda and draftand final Amendment.• Provide additional related professional services and perform such other tasks as needed toaccomplish the objectives and support the completion and adoption of the Amendment.The County will be using SYNCHRO for all document handling. The selected team will receive trainingin its use.Section 4.
