The facility does not currently have air conditioning and has never had a centralized cooling system.The County intends to install a permanent, reliable, and energy-efficient air conditioning system capable of adequately coolingthe facility to meet the needs of senior citizens and staff during warm weather conditions.Scope of Project:Osceola County is requesting proposals from qualified Design-Build contractors to provide all professional design services,labor, materials, equipment, permits, supervision, and related services necessary to deliver a complete and operational airconditioning system.The County is open to multiple system approaches, including but not limited to:•Centralized rooftop unit(s) utilizing ductwork•Ground-mounted central system(s) utilizing ductwork•Individual exterior-mounted split or mini-split systems serving separate rooms•Hybrid systems or other cost-effective and energy-efficient solutionsPrimary considerations are total project cost, system performance and reliability, and long-term operating and maintenanceconsiderations.The project will include, but is not limited to, the following:•Site visit and field verification of existing conditions•Load calculations and system sizing•Electrical capacity evaluation and required upgrades•Structural considerations for rooftop or ground-mounted equipment•Ductwork design (if applicable)•Condensate management•Thermostat/control systems•All necessary permits and inspections•All labor and materials required for complete installation•System startup, testing, and commissioning•Training of County staff on system operation•Cleanup and restoration of disturbed areasThe awarded will be expected to meet with the Commission on Aging Director, County Administrator/Controller and theChairman of the Osceola County Board of Commissioners to present a draft report prior to a final report to be presented tothe Osceola County Board of Commissioners.The awarded is expected to present a final report and recommendation to the Osceola County Board of Commissioners.Project Tentative Schedule:Issuance of R.F.P. - April 7, 2026R.F.P. Due to County Administrator/Controller - April 30, 2026 at 2:00 p.m.Selection of Construction Consultant - May 5, 2026Finalized Report Presented to Osceola County Board of Commissioners - May 19, 20263Selection Process:The Osceola County Board of Commissioners will review the submitted proposals with selection based upon, but not limitedto, the following factors:•Total Lump Sum Bid (submitted on separate required Bid Sheet)•Cost breakdown clarity and completeness•Experience with similar HVAC Design-Build projects•Experience with public or institutional facilities•Proposed system approach and understanding of the building•Qualifications and licensing of assigned personnel•Estimated project timelineCost will be a primary factor; however, the County reserves the right to award to the proposal deemed most advantageousconsidering cost, performance, qualifications, and long-term value.Proposal Specifications:Respondents are asked to submit concise proposals describing their capacity to manage projects and their experience withsimilar projects. The proposal shall include the following information:Business Organization - This section shall include the individual or firm’s name, areas of expertise, and a brief historyof the business, size, office locations, and business addresses. The name, address, and telephone number of a contactperson and/or prospective project manager regarding the proposal shall be included. If sub-contractors are beingutilized, similar information should be included for all sub-contractors.Experience and Capabilities - The contractor shall describe relevant qualifications of the business and experience withsimilar projects. Consultants may provide samples of work done in other communities in an appendix or through aweb link.Project Approach - The contractor shall describe the approach to the proposed project, the method of conducting thework, and the proposed outcome(s) of the project.Cost - The contractor shall provide an hourly rate schedule and an estimated number of hours to complete theproposed project. Estimated hours to be spent on specific tasks should be broken out to the greatest extentpracticable. If hours are to be billed at different rates, a breakdown of hours per wage rate shall be provided.Licensing and Insurance:The contractor shall be licensed in the appropriate fields that would apply to this contract. The consultant shall maintainprofessional liability, comprehensive general liability, automotive liability, and workers compensation insurance at levelsrequired by State Statute.Submittal Requirements:In total, two (2) copies of the Submittals, including attachments, are required. The attached “Proposal Submission Form”MUST also be filled out in completion and included with the proposal.Perspective consultants will deliver both SEALED copies to the following address:Osceola County Administration Office602 W.
