DescriptionThis work shall consist of litter collection and mowing and trimming the interchange areasof I-26 for vegetation control in accordance with the specifications and as directed by thePublic Works Director. This re-bid is for interchange exit 20 only. A mowing cycle shall beone complete litter collection and mowing of the areas designated within this proposal. Themowing season for this year will begin on or about April 1 and extend to approximatelyOctober 31. Winter litter collection will begin on or about November 1 and will extend toapproximately March 31. Pre-Bid MeetingA pre-bid meeting will be held at the Street Division office at the City Service Center locatedat 209 Water Street on the following date:• Wednesday, March 18th 1:00 PM, 2026The purpose of this meeting is to familiarize potential bidders with the locations, workrequirements and insurance requirements for the contract. It is recommended that biddersvisit the various sites prior to the meeting so questions can be addressed then. Attendanceat this meeting is not required but highly recommended for all potential bidders. It is theresponsibility of the bidder to be informed of and understand the terms, conditions, andwork requirements of this contract when preparing their bid.3. GeneralAll litter collection and mowing shall be performed to the satisfaction of the Public WorksDirector. Litter pickup shall be performed immediately prior to or concurrently withmowing. All trash and litter shall be picked up, removed from the site, and properlydisposed of by the contractor. The contractor must make every effort to avoid mowing overany trash. Should a contractor mow over trash, he must complete a thorough cleanup of the area immediately. The height of the mowing shall be between 3 and 4 inches.The contractor shall mow all the areas that are designated as mowable acres, including aJOHNSON CITY PUBLIC WORKSITB R6832 SPECIFICATIONS FOR MOWING INTERCHANGES ON I- 26PAGE 2 OF 7minimum of 5 feet behind all guardrails and shall exercise extreme care not to damagetrees, plants, and shrubs within the mowed areas. Slopes at bridge abutments and othersteep areas not mowable with equipment MUST be cut by hand each cycle. Inmate laboris no longer available for cutting steep areas and the contractor will be responsible formowing these embankments. The Contractor shall mow as close as practical to all fixedobjects. Hand trimming is required atop earth berms and within all rip-rap areas and shallbe performed concurrently with the mowing operation. In addition, hand trimming aroundall fixed objects, including but not limited to earth berms, guardrails, utility installation,delineators, signposts, wildflower plots, bridge abutments and bridge piers, is required andshall be performed concurrently with the mowing operation. The contractor shall notapply chemicals, nor bale mowed vegetation under this contract.4. Penalty for Failure to Comply with Litter Clean Up Requirement, and Missed MowingLocationsA. As stated in section 3, “Should a contractor mow over trash, it must complete athorough clean up of the area immediately” If it is not cleaned up it will result inthe following action and/or penalty:First time – A warning will be issued.Second time – A penalty fee of $200 will be assessed.Third time – A penalty fee of $200 and written notice of potential termination ofcontract more than 3 times will be subject to contract termination for non-performance.Any penalty amount assessed will be deducted from the next payment following thedate of occurrence.B. As stated in Section A. 4, failure to respond within the specified timeframe, by the endof the next day, after notification, will result in a $25.00 administrative fee, (PerLocation Missed), and non-payment for the specified areas missed.Any penalty amount assessed will be deducted from the next payment following thedate of occurrence.5. Time and Frequency of Litter Collection and MowingThe number of litter collection and mowing cycles will be indicated in the Proposal but maybe increased or decreased by the Public Works Director by two mowing cycles. In addition,the City may require a partial mowing cycle at certain locations due to critical sightdistances or other reasons. A mowing cycle will be considered complete when all littercollection, mowing, hand trimming and swath mowing is complete to the satisfaction of theCity.Mowing shall be performed only during the hours of daylight Monday through Saturday andfrom 12:00 p.m. to dark on Sunday. When mowing within 12 feet of the shoulders of themain lanes, mowers with rear or left discharge shall be operated in the opposite direction oftraffic and mowers with right discharge shall be operated in the direction of traffic. FlaggersJOHNSON CITY PUBLIC WORKSITB R6832 SPECIFICATIONS FOR MOWING INTERCHANGES ON I- 26PAGE 3 OF 7may be required, and all needed safety precautions shall be taken when it is necessary forequipment to cross the main traffic lanes.6. Work RequirementsContractor will notify the designated point of contact for the City prior to beginning work onCity Property. This notification can be done by telephone, text message or e-mail. TheContractor shall also report the completion of each mowing and litter cycle on a giveninterchange utilizing the City’s internet based electronic mowing reporting system or asdirected.The contractor shall furnish all labor, supervision, equipment, and materials to safely andproperly perform the litter collection and mowing operation. Frequency of litter collectionand mowing for all locations will be as follows:Interchange diamonds and clover leafs identified by separate pay items shall be cleaned oftrash and mowed every 7 days (Frequency and/or the need for mowing of any or all mowingareas is subject to change at any time and for any reason at the sole discretion of the City ofJohnson City.)Reasonable allowances will be made for rainy weather but the contractor is expected tomake every effort to adhere to the specified time between mowing cycles. If a cycleextends beyond the specified number of days due to weather then the following cycleshould occur at 7 days from the previous mowing and not sooner so as to “catch up” acycle.7. EquipmentPrior to beginning work, the Contractor shall certify to the City that the equipment to beused on this project is suitable for mowing at all locations designated herein to be mowedand further that all equipment used in the work will be maintained in safe operatingcondition at all times. Any equipment that the City determines to be unsuitable for use orhazardous to highway users shall not be used in the work. Sufficient equipment andaccessory items necessary for efficient operation and completion of the cycle in thedesignated time shall be provided. Provide a list of equipment that will be used for thisproject.Rotary or flail type mowers will be required in the mowing of all rights-of-way. No disc typemowers will be allowed. Other types of grass-cutting equipment may be used, provided theequipment has been approved by the City prior to use. Slope (extension arm boom)mowers may be required on all routes for mowing the 5 feet behind guardrails. Behindguardrail mowing is included in swath mowing and acre mowing quantities.All tractor mounted rotary mowers must be equipped with safety chains to prevent damageto property caused by flying debris propelled out from under the mower. Chains shall be aminimum of 5/16 inch in size and links spaced side by side around the mower’s front, sidesand rear. Chains shall be spaced at no less than twelve (12) strands per foot and shall belaced horizontally one row from the bottom with ¼” steel cable secured by cable clamps onJOHNSON CITY PUBLIC WORKSITB R6832 SPECIFICATIONS FOR MOWING INTERCHANGES ON I- 26PAGE 4 OF 7each end. When sitting on level ground, at a level cutting height of seven (7) inches, thechains shall be long enough to drag the ground. Flaps or semi-rigid guards will not beallowed as a substitute for chains. Maximum cutting widths for rigid frame rotary mowersshall be 108 inches.Contractor shall provide a list of proposed equipment, with their bid, that is to be used forthis contract. (See attached form “List of Equipment” for submittal)All mowing equipment (except hand tools) shall be equipped so as to conform to prevailingOccupational Safety Health Act Standards, including flashing amber lights and slow-movingequipment emblems. While equipment is not in use, it shall be parked or stored off thepavement or shoulder of the highway in an inconspicuous place more than 30 feet fromedge of pavement or as directed by the City. Under no circumstances shall mowers beparked or stored on medians less than 100 feet wide.In addition to the above, the use of batwing mowers is allowed provided that all sectionsare in the down position when operating. If used, when batwing mowers are being movedfrom one site to another under their own power with the mowers raised, the mower shallbe disengaged from the PTO shaft.8. Warning Signs and Safety VestsThe Contractor shall furnish portable signs in accordance with the “Manual on UniformTraffic Control Devices” to notify the traveling public of the operations of mowingequipment. The Contractor shall place these signs on the highway during the operation ofmowers and remove them immediately after the operation ceases. Signs at the beginningpoint shall be 48” by 48” in size; diamond shaped with black letters on an orangebackground with a black border with eight inch high letters. Signs at the ending points shallbe G20-2A signs, 48” by 24” in size. These signs shall be dual mounted, one on eachshoulder, for both directions of travel.The Contractor shall be required to have the company name and phone number on alltractors and work zone support vehicles in a location that is visible to the public. Thelettering for the company name and phone number shall be a minimum height of threeinches (3”). Contractors and their employees must wear high-visibility safety apparelmeeting the ANSI 107-1999 standard performance for Class 2, Class 3 where posted speedis 50 mph or higher, risk exposure at all times while within the public road right-of-way.9. Fuel Price AdjustmentsDue to the past fluctuation in fuel prices, adjustments to the base cost per mowing cycleor litter collection will be allowed as follows:1. The baseline cost for regular unleaded gasoline at time of bid will be $2.48/gallonand for diesel at the time of bid was $3.37/gallon.2. Variation (increase or decrease) in the average price of fuel equal to or less than$0.50 per gallon will not be adjusted.3. Variation (increase or decrease) in the average price of fuel that is greater than$0.50 per gallon will result in a fuel surcharge or credit in the amount of 3% of
