Purpose of this RFBQuinault Indian Nation (“QIN” or “Nation”) issues this solicitation for bids to provide ITProject Management Solution to the Director of Technology and QIN Office of the COO,located on the Pacific NW Coast of Washington State.SummaryThe purpose of this Request for Bid (RFB) is to procure and implement acomprehensive Project Management Software (PMS) solution that will enable theQuinault Indian Nation (QIN) Information Technology (IT) Department and theOffice of the Chief Operating Officer (COO) to more efficiently and effectively manageall IT-related QIN projects.This initiative aims to streamline project planning, tracking, reporting, and collaborationacross departments by introducing a centralized, user-friendly platform. The selectedsoftware will provide tools to manage project timelines, budgets, resources, tasks, andcommunication in real-time, ensuring transparency and accountability throughout theproject lifecycle.The solution will support QINs broader goals of improving organizational efficiency,data-driven decision-making, and interdepartmental coordination. Additionally, it willestablish standardized project management processes and reporting templates toenhance oversight, reduce administrative burden, and improve project deliveryoutcomes.Vendors responding to this RFB will be expected to propose a scalable and securesoftware solution, along with implementation services that include configuration, usertraining, technical support, and integration with existing QIN systems. The selectedvendor will work closely with QIN IT and the Office of the COO to ensure seamlessdeployment and adoption of the system.2. General Information2.1. About Quinault Indian NationThe Quinault Indian Nation (QIN) is located on the Olympic peninsula in WashingtonState. The reservation consists of over 200,000 acres of productive forestland andnearly 30 miles of rugged, pristine coastline. In 2013 QIN hosted over 10,000 peoplenear the main village of Taholah during the Paddle to Quinault. QIN is regionally andnationally recognized as a leader in many areas of tribal sovereignty including climatechange, natural resources, and economic development.2.2. Bidder’s Understanding of the RFBIn responding to this RFB, the bidder accepts full responsibility to understand the RFBin its entirety and in detail, including making any inquiries to Quinault Indian Nation asnecessary to gain such understanding. Quinault Indian Nation reserves the right todisqualify any bidder who demonstrates less than the required level of understandingthis RFB. Further, Quinault Indian Nation reserves the right to determine, at its solediscretion, whether the bidder has demonstrated such understanding. QIN’s rightunder this sub-part extends to cancellation of award, if award has been made. Suchdisqualification and/or cancellation shall be at no fault, cost, or liability whatsoever toQuinault Indian Nation.2.3 Mandatory Bidder Responsibility CriteriaIt is the intent of the Owner to award a contract to the low, responsible bidder. Beforeaward the bidder must meet the following bidder responsibility criteria to be considereda responsible bidder. The bidder shall be required by the Owner to submitdocumentation demonstrating compliance with the criteria. The Bidder must:1. Have a current certificate of registration as a contractor in compliance withchapter 18.27 RCW which must have been in effect at the time of bid submittal.2. Have or obtain a valid business license issued by Quinault Indian Nation prior toissuance of Notice to Proceed.3. Maintain insurance policy/policies meeting minimum requirements listed in thisdocument.4. Not be disqualified, disbarred, or suspended from bidding on any public workscontract. The Bidder shall not be listed as a current debarred or suspended bidder onthe U.S. General Services Administration’s “System for Award Management” website:http://www.sam.gov.2.4 Supplemental Bidder Responsibility CriteriaIn addition to mandatory bidder responsibility criteria referenced above, the Bidder mustalso meet the following relevant supplemental bidder responsibility criteria applicable tothe project and, as evidence that the bidder meets the supplemental bidderresponsibility criteria, the apparent and second low bidders must submit the requireddocumentation to the Owner within 48 hours of the bid submittal deadline. The Ownerreserves the right to request such documentation from such bidders:1. Business status: Bidder shall not be “inactive” or “not in good standing” withWashington State Secretary of State’s Office, the Department of Revenue orDepartment of Labor & Industries.2. Bidder shall provide documented information from Washington State Secretary ofState’s Office, Department of Revenue or the Department of Labor and Industriesproviding the date of incorporation or formation, the state of incorporation, that theBidder is active and in good standing in the State of Washington, State of Washingtontax reporting number, and the name and address of the registered agent, generalpartner or managing member.3. Bidder shall take steps to ensure that their subcontractors are also in goodstanding with the above-described entities.2.5 Insurance RequirementsContractor is required to provide proof of current Worker’s Compensation insurance withWashington State statutory limits end Employer’s liability insurance. Minimum coverage$1,000,000 per occurrence. Contractor will provide proof of Commercial GeneralLiability Insurance stating adequate coverage for project. Carrier shall be rated A.M.Best’s Insurance rating of at least A or better. Minimum coverage: General Liability$1,000,000 per occurrence / $2,000,000 aggregate; Excess Liability $5,000,000 peroccurrence / $5,000,000 aggregate. Policies need to list site location, project name, cityand state, and shall name the following parties as Additionally Insured and namedCertificate Holders: Quinault Indian Nation, its elected officials, officers, employees.Materials Testing and Consulting shall also be named as Additionally Insured.Contractor shall carry Automotive Liability Insurance. Minimum coverage $1,000,000combined single limit for hired and non-owned vehicles with Personal ProtectionInsurance and Property Protection Insurance.2.6. Good Faith StatementAll information provided by QIN in this RFB is offered in good faith. QIN makes nocertification that any item is without error. QIN is not responsible or liable for any useof the information or for any claims asserted therefrom.2.7. Informal Communications2.4.1. Inquiries. Any requests from/to bidders or bidder’s representativesin any kind of capacity, to/from any QIN employee or representative of anykind or capacity for information, comments, speculation, etc. must bemade in writing.2.4.2. Verbal Communication. Such communication shall not be allowed unlessformally confirmed in writing, by the Contract Officer identified herein. Inno case shall verbal communication govern over written communication.2.4.3. Applicable terms and conditions herein shall govern communications andinquiries between QIN and bidders as they relate to this RFB. Inquiries,questions, and requests for clarification related to this RFB are to bedirected in writing to the Contract Officer identified herein.2.8. Formal Communications2.5.1. Questions concerning this RFB must be submitted in writing and bereceived prior to the date and time identified for questions or the proposalsubmission deadline, whichever comes first. Submit questions by email to:bids@quinault.org and Chris.Frank@quinault.org2.5.2. Errors and omissions in this RFB and enhancements: Bidders shall makerecommendations to QIN regarding any discrepancies, errors, oromissions that may exist within this RFB. With respect to this RFB,bidders shall recommend to Quinault Indian Nation any enhancementsthat the bidder determines might be in QIN’s best interests. These must besubmitted in writing and be received prior the date and time identified forquestions or the submission date herein.2.5.3. Inquiries about technical interpretations must be submitted in writing priorto the deadlines listed herein.2.5.4. Verbal and/or written presentations and pre-award negotiations under thisRFB.2.9. AddendaQIN will make a good-faith effort to provide an email response to each question orrequest for clarification within 2-3 business days of receipt. All questions, answers,and addenda will be shared with all recipients.2.10. Entire RFBThis RFB, any addenda to it, and any attached schedules, constitute the entire RFB.2.11. Personal Information2.8.1. General. Depending on the circumstances, Quinault Indian Nation mayrequire information related to the qualifications and experience of personswho are proposed or available to provide services. This may include, butis not limited to, résumés, documentation of accreditation, and/or letters ofreference.2.8.2. Requested Personal Information. Any personal information as defined inthe RFB that is requested from each Respondent by QIN shall only beused to consider the qualified individuals to undertake the project/servicesand to confirm that the work performed is consistent with thesequalifications. It is the responsibility of each Respondent to obtain theconsent of such individuals prior to providing the information to QuinaultIndian Nation. Quinault Indian Nation will consider that the appropriateconsents have been obtained for the disclosure to and use by QuinaultIndian Nation of the requested information for the purposes and in themanner described.2.12. Safety and Security• The Bidder shall comply with all safety standards associated with the trade and inregards to OSHA.• The Bidder shall enforce the applicable safety and health rules and measures onall his/her subcontractors and all other persons directly or indirectly employed byhim/her on the Site.• The Bidder shall provide the necessary first aid facilities at the construction site inaccordance with OSHA instructions and guidelines.• Workers working on the Queets and Taholah towers must be trained incompetent fall protection and possess individual safety and fall protectionequipment that complies with OSHA and other applicable regulations as mayapply to tower workers.2.13. Culturally Sensitive SitesIf any objects of cultural or historical significance are discovered during construction theContractor shall notify the Owner’s CM immediately.2.14 Prevailing WageThis project is partially Federally funded and shall be subject to Davis Bacon wagerates.2.15 Nation’s Tribal Employment (TERO)
