The Tucson Airport Authority invites interested, qualified firms to submit Statements of Qualifications in response to this Request for Qualifications for various as-needed Professional Services for development of both non-aeronautical land holdings and traditional airport projects at Tucson International Airport and Ryan Airfield. The categories of Professional Services are: Geotechnical/Materials Testing. General Description of Services: The Tucson Airport Authority (“TAA”) invitesinterested, qualified firms to submit Statements of Qualifications (“SOQ”) in response to thisRequest for Qualifications (“RFQ”) for various as-needed Professional Services for developmentof both non-aeronautical land holdings and traditional airport projects at Tucson InternationalAirport and Ryan Airfield. RFQ: Written copies of the RFQ are available for review at TAA’s ProcurementServices Division, and/or a hard copy (or PDF) may be obtained from that office without charge.To request a copy, contact Mattison Garry via email at mgarry@flytucson.com. The RFQ containsthe instructions, terms and conditions, forms, and other information relating to the RFQ,including, but not limited to, the number of persons or firms to be included on the final list, theselection criteria to be used by the selection committee to select the person or firm to performthe services, the relative weight of the selection criteria, information regarding interviews, andthe number of contracts to be awarded.6. Date and Time for Submission of SOQ: Written SOQs will be received by TAA until2:00 p.m. Local Tucson Time on Friday, December 5, 2025, attention Corrie Bussey, ProcurementAdministrator at the TAA Administration Offices, Tucson International Airport, Third Floor, 7250South Tucson Boulevard, Suite 300, Tucson, Arizona 85756. One (1) original and five (5) copiesof the SOQ shall be required to be addressed and delivered to TAA on or before the day and hourset for receipt. An SOQ may be withdrawn by written request any time before the scheduledtime and date for receipt. Any SOQ submitted after the designated date and time will not beaccepted or considered.RFQ Notice1As-Needed Professional Services7. Pre-Submission Conference: A pre-submission conference for the project will beheld on Tuesday, November 18, 2025, at 10:00 a.m. in the Santa Rita Room at the TucsonInternational Airport, Third Floor, 7250 South Tucson Boulevard, Tucson, Arizona 85756. At thisconference, TAA staff will discuss the scope of services, the selection process, and respond toquestions about the RFQ. No Prices or Pricing Information: SOQs submitted by any interested persons orfirms shall NOT include prices or any pricing information for the proposed services.9. Costs of Responding to the RFQ: Any and all costs associated with responding tothis RFQ or providing an SOQ shall be borne solely by the interested person or firm.10. TAA’s Right to Reject for Any Reason: TAA reserves the right to reject any or allSOQs, any other proposals or submissions, to cancel the RFQ, or to withhold the award of anycontract relating to the RFQ for any reason which TAA determines.11. Interest List: TAA maintains an interest list consisting of all design professionals,contractors, subconsultants / subcontractors, and major suppliers who are interested in receivingnotification of airport projects. Each firm must complete and submit, with its submittal,information with respect to each firm in the form included in the solicitation documents.12. Civil Rights Title VI Solicitation Notice. The Tucson Airport Authority, in accordancewith the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §2000d to2000d-4) and the Regulations, hereby notifies all bidders or offerors that it will affirmativelyensure that any contract entered into pursuant to this advertisement, all businesses will beafforded full and fair opportunity to submit bids in response to this invitation and will not bediscriminated against on the grounds of race, color, or national origin in consideration for anaward.13. DBE. It is the policy of TAA to ensure that socially and economically DisadvantagedBusiness Enterprise firms (“DBEs”), regardless of race or sex, have a fair and equal opportunityto participate in TAA's contracts. Pursuant to the U.S. Department of Transportation’s InterimFinal Rule (IFR) issued September 30, 2025, (see Disadvantaged Business Enterprise Program andDisadvantaged Business Enterprise in Airport Concessions Program ImplementationModifications, 90 Fed. Reg. No. 190, page 47969-47982), until TAA completes the reevaluationprocess described in the IFR, TAA will no longer include DBE contract goals or count DBEparticipation toward overall program goals.Respondents are still encouraged to pursue subcontracting and partnership opportunities withsocially and economically disadvantaged small businesses. Legal Requirements: The services to be performed will be subject to the provisionsof Title 34 of the Arizona Revised Statutes (A.R.S. § 34-101, et seq., as amended). All persons orfirms submitting an SOQ and their subconsultants must be duly licensed to perform the work atthe time the SOQ is submitted (or exempt from licensing requirements) pursuant to all applicablelaws, rules, and regulations. If a licensing exemption is claimed, the person or firm must set forththe basis for the claimed exemption in writing at the time the SOQ is submitted. In addition, theproposed project will be paid for in part with monies to be received from ADOT. For grant fundedprojects, additional terms and conditions may apply as set forth in the RFQ and proposedContract Documents.14.1 Federal Requirements: Any person or firm submitting an SOQ in responseto the RFQ must certify compliance with the trade restriction requirements set forth in 49 CFRPart 30 and will be required to comply with the requirements in any resulting contract. Anyperson or firm submitting an SOQ in response to the RFQ must certify compliance with theprohibitions found in Appendix A of 49 CFR Part 20.The successful Respondent to this RFQ will be required to assist TAA to ensure compliancewith multiple federal requirements, including but not limited to those found in Section 6002 ofthe Solid Waste Disposal Act, as amended, and the regulatory provisions of 40 CFR Part 247.ADVERTISEMENT DATES:Tuesday, November 4, 2025ENDRFQ Notice3As-Needed Professional Services
