Project DescriptionThe Birmingham Airport Authority (the “Authority”) is requesting proposals for thesupply and installation of three (3) new High-Speed Diverters for the airport’s existingBaggage Handling System (BHS). The purpose of this Request for Proposals (RFP) is toprovide qualified vendors (“Proponents”) with an overview of the project scope,technical requirements, and submission guidelines necessary to deliver a complete andfully integrated solution.This RFP outlines the Authority’s expectations for the removal of existing VanderlandeHigh-Capacity Diverters, procurement and installation of new high-speed diverters,and all associated system modifications, electrical work, and integration activitiesrequired to ensure full operational compatibility with the existing BHS and controlsystems.Proponents are invited to submit a comprehensive proposal package (“Proposal”) inaccordance with the procedures, specifications, and requirements detailed in this RFP.The Authority intends to select the proposal that offers the best overall value based oncost, technical merit, implementation capability, and demonstrated experience withairport baggage handling systems.B. Proposed Scope of WorkThe Birmingham Airport Authority (BAA) is seeking proposals for the acquisition andinstallation of three (3) High speed Diverters (HCDs) within the existing BaggageHandling System (BHS). The current BHS is comprised of eleven (11) Vanderlande High-Capacity Diverters. These existing units, designed for mid-level sortation throughput,operate at approximately 30–40 bags per minute (bpm) and are no longer capable ofmeeting the increasing operational demand, which now requires consistent sortationrates in the 60 bpm range.The operational performance and cycling rate of a diverter is determined by itsmechanical design, the belt speed of the sort line, and the available tracking window.The existing Vanderlande High-Capacity Diverters utilize a single, long-faced paddle,resulting in extended stroke times and reduced sorting efficiency.In contrast, the proposed High-Speed Diverter (HSD) design features dual shorterpaddles that allow for significantly faster cycle times, typically operating in the 60–80bpm range (belt-speed dependent). Upgrading to these High Speed Diverters units willenhance throughput, improve system responsiveness, and reduce mechanical stress onthe sortation line.06081240.22Installation RequirementsThe scope of installation shall include all labor, materials, coordination, and systemintegration necessary to ensure complete and functional operation of the new diverters.Specific tasks include, but are not limited to:• Removal of each existing Vanderlande High-Capacity Diverter being replaced.• Procurement and installation of all required equipment, materials, and hardwarenecessary for integration with the existing BHS infrastructure.• All labor, travel, and associated mobilization costs.• Electrical and controls work, including required CCR (Control Cabinet Replacement)connections and communication interfacing with the existing Brock control system.• Freight, handling, and delivery of all new equipment to the job site.The new High Speed Diverter (HSD) shall be configured to integrate seamlessly with theairport’s existing BHS layout and control architecture. The BHS currently operates on anAllen-Bradley PLC platform, with Brock Solutions serving as the control’s integrationsupport provider.Each existing diverter location includes a motor control disconnect panel situatedapproximately two (2) feet from the diverter, with a cable run of 8–10 feet. Downstreamof each diverter is a merge belt (takeaway conveyor) followed by a Portec curve belt, allof which must maintain compatibility with the new equipment.Contractors must ensure all new installations meet or exceed current operational,mechanical, and electrical standards while minimizing system downtime duringinstallation.• Security and Access RequirementsAll contractor personnel requiring access to secured areas of the airport must obtain aSecurity Identification Display Area (SIDA) badge. This process includes a Security ThreatAssessment (STA) and a Criminal History Records Check (CHRC). The cost for each badgeis $60 per person, payable by the contractor. Compliance with all airport securityprocedures is mandatory.C. Term of AgreementThe term of the agreement resulting from this solicitation will be for 3 month.06081240.23General Conditionsi. Terms and Conditions: Contractor agrees to abide by all the terms and conditionscontained in this RFP. Any exceptions to the requirements of this RFP, or the BAA’sterms and conditions of this RFP, shall be noted in writing, with detailed explanation,and included with the RFP submittal. The Contractor acknowledges that takingexceptions to this RFP may subject the response submittal to be rejected.ii. Discussions and Questions: All questions must be submitted in writing and directedto the Birmingham Airport Authority (BAA) Department of Facilities atmnelson@flybirmingham.com in order to be considered. The Contractor shall notattempt to discuss any aspects of the request with any other party except for the emailaddress described in this RFP. No verbal agreements will be considered during theproposal process. BAA reserves the right to reject the proposal of any Contractorviolating this provision.iii. Completeness: All requested information and required forms must be completed,signed, and submitted with this document to constitute a proper proposal. The entirepackage must be complete with all required forms, signature, and information. Failureto complete or comply with any part of the specifications or requirements in this RFPmay constitute a basis of rejection. It is within the right of the BAA to reject any RFPsubmittal in this solicitation document.iv. Errors: Contractors or their authorized representative are expected to fully informthemselves as to the conditions, requirements, and specifications before submittingproposals. Contractors are cautioned not to obliterate, erase, or strike‐over anyprinted material as set forth in this RFP. In quoting prices, wherever Contractor hasmade an error and has corrected, all such corrections should be initialed by the personsigning this RFP. If errors occur in the extension of prices in the RFP, the unit pricesshall govern. Failure to comply with this provision may result in rejection ofContractor’s submittal. All documents submitted must be legible.v. Changes/Modifications: No changes or modifications shall be made to any BAA formswithout the approval of the BAA. If changes or modifications are made without theapproval of BAA, the proposal submitted by Contractor may be rejected.vi. Compliance with Laws: The Contractor shall obtain and maintain all licenses,permits, liability insurance, and workman’s compensation insurance, and maintaincompliance with any other federal, state, or local requirements during the term of thecontract with BAA and in submitting a proposal.vii. Specifications: Whenever mention is made of any article, material, or workmanshipto be in accordance with any laws, ordinances, codes, regulations, etc., theserequirements shall be construed to be the minimum requirements of thesespecifications.viii. Quality: All materials used for the manufacture or construction of any supplies,materials, equipment, or service shall be new unless otherwise specified. All materialsshall be of the best quality, and to the highest grade of workmanship that meet thespecifications in this document. Materials or service must comply with all applicableFederal, State, or OSHA requirements.ix. Acceptance of Material: The materials delivered shall remain the property of theContractor pending physical inspection and acceptance to the satisfaction of theBAA. In the event the material supplied to BAA is found to be defective or does notconform to specifications, the BAA reserves the right to cancel the order upon written06081240.24notice to the Contractor and return the product(s) to the Contractor at theContractor’s expense, and to invoke the provisions of the section titled “Default”.x. Default: Any contract made between BAA and the Contractor can be cancelled by theBAA in whole or in part via written notice, upon the Contractor’s non‐performance orviolation of contract terms. The Contractor will be given 15 days to rectify the non-performance or violation. An award may be made to the lowest quoting Contractorfor material or services specified, and purchases may be made on the openmarket. The defaulting Contractor shall be liable for costs to the BAA in excess of thedefaulted contract prices. The Contractor shall continue the performance of thecontract to the extent any part is not terminated under the provisions of this clause.xi. Termination of Agreement: In addition to any other rights and remedies allowed bylaw, BAA may terminate this Agreement at any time for any reason, or no reason, withor without cause, without penalty or expense to BAA of any kind whatsoever, by giving(15) days written notice to Contractor of such termination and specifying the effectivedate of the termination. Termination of this agreement as provided in section Xi shallrelease BAA from any further fees to be paid to contractor after the date oftermination, other than any unpaid fees earned for Services which were satisfactorilyperformed prior to the effective date of the termination.xii. Guarantee: The Contractor shall unconditionally guarantee services for theContractor’s specified guaranteed period, unless otherwise stated. Within theguarantee period, if any defects occur which are due to faulty material and/or services,Contractor shall repair, replace, and/or adjust such faulty material and/or services tothe complete satisfaction of the BAA. These repairs, replacements, or adjustmentsshall be made only at a time lest detrimental to the operation of the BAA.xiii. Add/Delete Items: During the term of the contract, items and/or services may beadded and/or deleted to the contract upon agreement between the successfulContractor and BAA.xiv. Reimbursement: The BAA will not reimburse the Contractor for any costs associatedwith the preparation and submittal of any RFP response, or for any travel and/or perdiem costs that are incurred.xv. Submitted Material: All requests, responses, inquiries, or correspondence relatingto, or in‐ reference to this document submitted by Contractors shall become theproperty of the BAA when received. Once an award is made, all excess copies at theContractor’s request may be destroyed.xvi. Outside Estimates: The BAA reserves the right to obtain an outside estimate, or tohave the product or service provided outside of this contract when it is in the bestinterest of the BAA.xvii. Disclaimer: This is a Request for Proposal. This is not an offer or contract. Thesubmission of a proposal in response to this process does not impose any legalobligations upon BAA, nor does it create any contractual or quasi-contractualrelationship between BAA and any Contractor. BAA reserves the right to reject ordisregard any or all proposals, to negotiate with any or all Contractors, and/or to entera contract or contracts with any Contractor or Contractors for any or all of the servicesdescribed herein. BAA is not obligated to respond to any statement or proposal. ThisRFP is subject to errors, omissions, modifications, withdrawal, or cancellation withoutnotice.06081240.25
