Award will be for a Multi-Term contract for a term of 5 years initially, with the option to renew 5 additional years.
BackgroundThe Lea County Assessor’s Office is responsible for valuing all real and personal property within the county for ad valorem tax purposes on behalf of taxing authorities, including municipalities, school districts, and hospital districts. In addition, the Assessor administers property tax exemptions as allowed by New Mexico state law, including low-income valuation freezes for seniors (65 and over) and disabled property owners.
The Assessor’s Office manages a professional and courteous staff who provide residents and businesses with the following services:
- Property Discovery and Valuation: Finding, listing, and valuing residential, commercial, vacant, agricultural, and business personal property.
- Taxpayer Notification: Notifying property owners of their assessed property values and rights.
- Tax Roll Preparation: Preparing real and personal property tax rolls for submission to the Lea County Treasurer.
- Exemptions and Limitations: Applying exemptions and limitations on increases in property value, including low-income and senior/disabled freezes.
These activities must be conducted with accuracy, transparency, and timeliness to ensure fair and equitable assessments at a reasonable cost. Maintaining a well-organized and current tax base is critical to supporting the funding needs of local government entities across Lea County.
The County is seeking a modern, flexible, and secure CAMA system to enhance efficiency, improve accessibility for staff and taxpayers, adapt to evolving state regulations and exemptions, and provide scalability for future growth and emerging technologies, including artificial intelligence.
