INTRODUCTIONThe City of Redding (City) is soliciting proposals for construction managementservices including inspection, materials testing, and resident engineering duties forthe Westside Road Bridge Over Canyon Hollow Creek Replacement (Project). Theincluded location map shows the general location of the project in the City ofRedding. Funding for the Project is by a combination of 88.53% Federal HighwayBridge Program (HBP) and 11.47% City of Redding Transportation Impact Fee(TIF) funds. The federal project number is BRLS-5068(038).The plans, specifications, and estimate for the Project are being prepared byDokken Engineering and City staff. The existing Westside Road Bridge (StateBridge No. 06C-0071) over Canyon Hollow Creek was originally built in 1957. The36-foot by 85-foot bridge is a 3-span continuous reinforced concrete slab bridgewith reinforced concrete pier walls and reinforced concrete diaphragm typeabutments all of which are supported on spread footings. Caltrans BridgeInspection Reports list the bridge as “Functionally Obsolete.”The bridge is located approximately one-tenth of a mile south of Canyon CreekRoad and carries Westside Road which is classified as a major urban collector.The Project includes (quantities are approximate), replacing the existing bridgewith an 84-feet-long, 3-Span, Cast-In-Place Reinforced Concrete Slab Bridge withan ultimate width of 41-feet. The bridge work includes removal of the existingbridge, 1,450-feet of 30-inch cast-in-drill-hole (CIDH) concrete piles, 444 cubicyards(cy) of structural concrete, 122,000 lbs of bar reinforcing steel, 331 cy ofstructure excavation, 140 cy of structure backfill, 124-feet of concrete barrier(type 732SW), 114-feet of concrete barrier (type 836), tubular handrailing andtubular bicycle railing, 20-inch ductile iron pipe, REU electrical conduits, 2” PGEgas, and 138 cy of rock slope protection. The road work includes 700 cy ofroadway excavation, 900 tons of asphalt concrete, 500 cy of aggregate base, 100cy of minor concrete, 62-feet of Midwest Guardrail, 230-feet of 20-inch DIP,removal of existing asbestos cement pipe, 230-feet of chain like fence, 1,300-feetof temporary railing, signs and striping. There will be four primary stages ofconstruction including the bridge replacement and road approach work usingtypical half-width construction methods.The current construction cost estimate, not including contingencies or constructionmanagement, is about $3.3 million. The will be 250 working days for constructionof the Project.Page 2 of 11The scope of work includes Services Prior to Construction, Services DuringConstruction and Services After Construction. A Consultant Services Agreementwill be executed for the combined services. It is the intent of the City to hire aconsultant who will provide complete construction management, residentengineering, perform materials testing and inspect the construction of the projectwith minimal support from City personnel.II. GENERALThe Consultant shall play an active role in the management of the project tomaintain the project schedule and budget and to protect the City against defectsand deficiencies on the part of the Contractor. Services provided duringconstruction will, in general, consist of project management, construction contractadministration, construction inspection, and materials testing including sourceinspection as needed. In doing so, the Consultant will serve as the focal pointfor coordination between the Contractor, the City, the Design Consultant,regulatory agencies, and utility companies. These services shall be inaccordance with the City’s Quality Assurance Plan (QAP).The Consultant’s work plan and expected level of effort should consider theschedule imposed on the Contractor, including what can be reasonably expectedfor overtime inspection.The Consultant will be responsible for their own office and administrative spaceincluding telephone, restroom and computer facilities. Schedule Review – Prepare a tentative schedule that identifies constructionstages, utility relocations, notification time lines for permits and agreements, andall items that will be submitted by the Contractor for review and approval.3. Pre-construction Conference – Organize a preconstruction conference with theContractor, Subcontractors, City, to discuss the work involved, administrativematters, labor compliance, safety and accident prevention, answer questionsfrom the contractors, and address issues that need to be resolved before workcommences.During Construction4. Construction Meetings – Conduct regularly scheduled construction statusmeetings to review project schedule, potential change orders, progresspayments, and future material testing needs; facilitate decision making anddiscuss issues that have the potential of adversely affecting the project budget,schedule, or product.
