Category: Franklin County Bids & Requests for Proposal Status: Open Description: Franklin County, governed by its Board of Supervisors, is requesting proposals from qualified midway service providers to furnish, operate, and manage carnival rides, games, food concessions, and related services at the Franklin County Agricultural Fair located in Rocky Mount, Virginia at the Franklin County Recreation Park.
The Franklin County Agricultural Fair has an average 4-Day ticketed attendance of 8,000 patrons ages birth to senior. The fair has historically operated on an unlimited ride wristband ($10) for all hours of operation and averages 4,000 unlimited ride wristband purchases over the duration of the fair.
The County’s goal is to deliver a safe, enjoyable, family-friendly midway experience while maximizing entertainment value and ensuring professional operations. The successful proposer will enter into a professional services contract with the County to provide midway services as outlined herein.

The successful proposerwill enter into a professional services contract with the County to provide midway services asoutlined herein.Statement of PurposeThe County seeks proposals from experienced midway operators with proven records ofproviding comprehensive midway services for county fairs, regional fairs, or similar large publicevents.The purpose of this RFP is to evaluate the qualifications, competence, and capacity of firmsseeking to undertake midway operations at the Franklin County Agricultural Fair. The successfulproposer must demonstrate expertise in carnival operations, safety compliance, regulatoryadherence, and customer satisfaction.Scope of Work (Exhibit A)The selected provider will:- Furnish, install, operate, and maintain carnival rides, games, and limited concessions.- Ensure all rides comply with Virginia Department of Labor and Industry (DOLI)Amusement Device regulations and inspections.- Provide trained staff, safety officers, and management on-site during the fair.- Provide family-friendly game operations with transparent pricing and prize structures.- Offer food concessions with diverse, affordable options.- Maintain clean, orderly midway grounds.- Maintain midway staff appearance with branded company apparel.- Coordinate setup and takedown with County staff.- Supply marketing and promotional materials (ride lists, photos, pricing) in advance forCounty advertising.- Provide daily gross revenue reports and remit agreed-upon revenue share to theCounty.Deliverables may include safety inspection reports, staffing schedules, revenue accounting, andmarketing collateral.Schedule of WorkThe Franklin County Agricultural Fair is typically held annually in the month of August at theFranklin County Recreation Park. The County is open to working with the chosen midwayprovider to find a date that is suitable for both parties. The midway must be fully operational forthe duration of the fair (typically 4 days). Setup and inspection must be completed 24 hoursbefore opening, and takedown must occur within 48 hours of closing.Minimum Company Qualifications1. At least 5 years of experience providing midway services for county fairs or similarevents.2. Demonstrated compliance with Virginia amusement ride regulations.3. Proven safety record with no major violations in the past 3 years.4. Sufficient inventory of rides, games, and concessions to serve a fair with 10,000+attendees.5. Ability to provide insurance coverage as outlined below.Proposal RequirementsAll proposals must include:- Company overview: history, structure, experience.- Written responses to “Minimum Company Qualifications.”- List of proposed rides with current photographs, games, and concessions, includingdescriptions and photos.- Staffing plan, including ride supervisors and safety personnel.- Marketing approach for the fair.- Fee structure and proposed revenue-sharing model with the County.- Copies of business licenses, safety certifications, and amusement device inspectionrecords.- Certificate of Insurance showing compliance with required coverage.- References from at least 3 fairs/events within the last 5 years.- Signed W-9.- Signed “Doing Business in the Commonwealth of Virginia” form.Insurance RequirementsThe successful proposer must maintain, at minimum:- General Liability: $1,000,000 per occurrence.- Workers’ Compensation and Employer’s Liability: statutory requirements.- Business Automobile Liability: $1,000,000 combined single limit.- Professional/Operations Liability: $1,000,000 per claim.Certificates of Insurance must name Franklin County Board of Supervisors, its officers,employees, and agents as additional insured.Submitting ProposalsDeadline: January 30, 2026, at 4:00 p.m.Format: One (1) original, three (3) copies, and one (1) electronic copy on USB.Delivery Address:Corey WhiteAssistant Director of Finance1255 Franklin Street, Suite 111Rocky Mount, VA 24151Proposals submitted via email or fax will not be accepted.Schedule- Distribution of RFP: January 16, 2026- Requests for Clarification Due: January 23, 2026- Responses Posted: January 26, 2026- Proposal Due Date: January 30, 2026- Review of Proposals: February 2-6, 2026- Interviews: February 9-13, 2026- Selection/Award of Contract: February 17, 2026Evaluation Criteria- Completeness of Proposal – 20%- Company Qualifications & Experience – 25%- Ability to Meet County Requirements – 30%- Fee Structure & Revenue Sharing – 25%TOTAL: 100%General ProvisionsA. ANTI-DISCRIMINATION: By submitting a proposal, the offeror represents and warrants toFranklin County, Virginia that it will conform to the provisions of the Federal Civil Rights Act of1964, as amended, the Virginia Fair Employment Contracting Act of 1975, as amended, whereapplicable, the Virginians with Disabilities Act, the Americans With Disabilities Act, Section 2.2-4311 of the Virginia Public Procurement Act (VPPA), and all other applicable federal, state andlocal anti-discrimination laws, codes, rules, and regulations. Without limiting the foregoing,during the performance of this contract, the offeror agrees as follows:1. The offeror will not discriminate against any employee or applicant for employment becauseof race, religion, color, sex, national origin, age, disability, or any other basis prohibited by stateor federal law relating to discrimination in employment, except where there is a bona fideoccupational qualification reasonably necessary to the normal operation of the offeror. Theofferor agrees to post in conspicuous places, available to employees, notices setting forth theprovisions of this nondiscrimination clause.2. The offeror, in all solicitations or advertisements for employees placed by or on behalf of theofferor, will state that such offeror is an equal opportunity employer.3. Notices, advertisements and solicitations placed in accordance with federal law, rule orregulation shall be deemed sufficient for the purpose of meeting these requirements.4. The offeror will include the provisions of the above 1, 2 and 3 in every subcontractor orpurchase order over $10,000 in connection with this RFP, so that the provisions will be bindingupon each subcontractor or vendor.B. DRUG-FREE WORKPLACE: During the performance of the contract, the offeror agrees to (i)comply with the drug-free workplace provisions of Virginia Code 2.2-4312; (ii) provide a drug-free workplace for the offeror’s employees; (iii) post in conspicuous places, available toemployees, a statement notifying employees that the unlawful manufacture, sale, distribution,dispensation, possession, or use of a controlled substance is prohibited in the offeror’sworkplace and specifying the actions that will be taken against employees for violations of suchprohibition; (iv) state in all advertisements or solicitations for employees that the offerormaintains a drugfree workplace; and (v) include the provisions of the foregoing clauses in everysubcontract or purchase order of over $10,000 in connection with this RFP, so that theprovisions will be binding upon each subcontractor or vendor.C. IMMIGRATION REFORM AND CONTROL ACT OF 1986: By submitting its proposal, the offerorrepresents and warrants that it does not and will not during the performance of this contractemploy illegal alien workers or otherwise violate the provisions of the federal ImmigrationReform and Control Act of 1986.D. APPLICABLE LAWS AND COURTS: This solicitation and any resulting contract shall be governedin all respects by the laws of the Commonwealth of Virginia and any litigation with respectthereto shall be brought in a court of appropriate jurisdiction in Franklin County, Virginia. Theofferor shall comply with all applicable federal, state and local laws, codes, rules andregulations.E. ETHICS IN PUBLIC CONTRACTING: By submitting their proposals, the offeror represents andwarrants that its proposal is made without collusion or fraud and that it has not offered orreceived any kickbacks or inducements from any other offeror, supplier, or subcontractor inconnection with their proposal, and that it has not conferred on any public employee havingofficial responsibility for this procurement transaction any payment, loan, subscription, advance,deposit of money, services or anything of more than nominal value, present or promised, unlessconsideration of substantially equal or greater value was exchanged. Furthermore, theprovisions, requirements, and prohibitions contained in Sections 2.2-4367 through 2.2-4377 ofthe Virginia Code, pertaining to bidders, offerors, contracts, and subcontractors, are applicableto this RFP and any resulting contract, as are the provisions, requirements, and prohibitionscontained in Sections 2.2-3100 through 2.2-3131 of the Virginia Code.F. QUALIFICATIONS OF OFFEROR: Franklin County may make such reasonableinvestigations as deemed proper and necessary to determine the ability of the offeror toprovide the services/furnish the goods as required under this RFP, and the offeror shall furnishFranklin County all such information and data for this purpose as may be requested. FranklinCounty reserves the right to inspect the offeror’s physical facilities prior to award to satisfyquestions regarding the offeror’s capabilities. Franklin County further reserves the right to rejectany proposal if the evidence submitted by, or investigations of, such offeror fails to satisfyFranklin County that such offeror is properly qualified to carry out the obligations of thecontract and to provide the services and/or furnish the goods contemplated therein.G. DEBARMENT STATUS: By submitting its proposal, the offeror represents and warrants that itis not currently debarred by the Commonwealth of Virginia, or any city, county, town or politicalsubdivision therein, from submitting bids or proposals on contracts for the type of goods and/orservices covered by this solicitation, nor is it an agent of any person or entity that is currently sodebarred.H. NONDISCRIMINATION TOWARDS OFFERORS: A bidder, offeror or contractor shall not bediscriminated against in the solicitation or award of this contract because of race, religion, color,sex, sexual orientation, gender identity, national origin, age, disability, status as a servicedisabled veteran, or any other basis prohibited by state law relating to discrimination inemployment or because the bidder or offeror employs ex-offenders unless Franklin County hasmade a written determination that employing ex-offenders on the specific contract is not in itsbest interest.
