12/4/2025City of Gallatin1.0 IntroductionThe Gallatin Police Department is seeking bids for Grass Mowing and LandscapeServices. Bids are to be submitted no later than January 15, 2026 @ 3:00pm in a sealedenvelope clearly identified “Grass Mowing and Landscape Services” with bid due dateand time marked on outside of envelope.1.1 Scope of WorkAwarded contractor will provide weekly grass mowing services during mowingseason. At least twice a year mulching will be conducted at GPD Headquarters,Police Annex and Police Gun Range. All landscape will be kept pruned and the shrubbeds will remain free of weeds throughout the growing season. All shrub bed edgeswill remain defined as well as debris free. Overseeding and aerating GPDHeadquarters and the Police Annex in the fall annually. The work mentioned will befor following locations:GPD Headquarters: 130 West Main Street, Gallatin TN 37066Police Annex: 411 South Water, Gallatin TN 37066Police Gun Range 192 Commerce Way Gallatin, TN. 370662.0 Vendor Requirements Vendor must complete attached price sheet. Vendor must maintain insurance requirements. Site Visit with Capt. Scottie King is required to bid on this project Price good for 1 year, with a possible 3 one year contract extension All Vendors bidding on this project are encouraged to visit each site, butnot required. Billing will be paid monthly on a twelve-month contract bid.3.0 Evaluation of ProposalsThe City of Gallatin will award the contract to lowest responsible and responsivebidder meeting specifications, quality, and performance standards pursuant to theMunicipal Purchasing Act of 1983. Response will be based on the followingfactors; Completeness of response Cost Vendor track record, including references Quality of service and product performancePage 1 of 94.0 Contract AwardThe City of Gallatin reserves the right to reject any or all proposals and to waiveany informality found therein. The City of Gallatin will award a contract based onevaluations described above.5.0 Lawn Services1. Lawns will be mowed weekly starting as early as March every week until thebeginning of November. Depending on the need, there could be an on-call mowing in themonth of November depending on weather.2. Weed trimming services will be completed every week along with mowingservices.3. All shrub beds will be weed free and the edges kept crisp and clear of debris.4. All shrubs/Trees will be kept pruned and inspected for pest infestations.Clean Up1. All sidewalks shall be blown of mowing debris at the end of each visit withtrash being removed from the area first.2. All debris shall be removed from the site at the end of each visitWorkmanship1. All work shall be performed in a good and workmanlike manner by skilledexperienced workers. Employees shall be in uniform, with clearly designatedvehicle bearing the company name. Contract Documents. This Contract is made as a result of an Advertisement forBid issued by City and attached to this Contract as an exhibit. Contractor wasawarded the bid as the lowest responsible bidder. This Contract and attachedexhibit(s) constitute the entire agreement between the parties. No waiver, consent, ormodification or change of terms of this Contract shall bind either party unless inwriting and signed by both parties. Such waiver, consent, modification or change, ifmade, shall be effective only in the specific instance and for the specific purposegiven. There are no understandings, agreements, or representations, oral or written,not specified herein regarding this Contract. Contractor, by signature of its authorizedrepresentative, hereby acknowledges that he/she has read this Contract, understandsit, and agrees to be bound by its terms and conditions.2. Scope. Contractor shall provide the services described in the contract documentswithin the time prescribed in the contract documents. Exceptions, alterations, ormodifications to the contract documents, if any, shall be attached to this Contract as aseparate exhibit.3. Price & Payment. City shall pay Contractor amounts earned under the Contract.All payments will be made at the times and in the manner provided in the contractdocuments, but in no event shall payment be made prior to completion of a definedsegment of work and acceptance of said work by City.4. Indemnification. Contractor agrees to defend, indemnify and save City, itsofficers, employees and agents harmless from any and all losses, claims, actions,costs, expenses, judgments, subrogation, or other damages resulting from injury toany person (including injury resulting in death,) or damage (including loss ordestruction) to property, of whatsoever nature arising out of or incident to theperformance of this Contract by Contractor (including but not limited to, Contractor'semployees, agents, and others designated by Contractor to perform work or servicesattendant to this Contract.) Contractor shall not be held responsible for any losses,expenses, claims, subrogation, actions, costs, judgments, or other damages, directly,Page 4 of 9solely, and approximately caused by the negligence of City.5. Insurance. Contractor shall, at its own expense, at all times during the term of thisagreement, maintain in force:5.1. General Liability. A comprehensive general liability policy including coveragefor contractual liability for obligations assumed under this Contract, blanketcontractual liability, products and completed operations, owner's and contractor'sprotective insurance and comprehensive automobile liability, including owned andnon-owned automobiles. The liability under each policy shall be a minimum of$1,000,000 per occurrence (combined single limit for bodily injury and propertydamage claims) or $1,000,000 per occurrence for bodily injury and $100,000 peroccurrence for property damage. Liability coverage shall be provided on an“occurrence” not “claims” basis.5.2. Workers’ Compensation. Worker's compensation insurance in compliance withT.C.A. § 50-6-101 et seq., which requires subject employers to provide Tennesseeworkers' compensation coverage for all their subject workers.5.3. Automobile Liability. Automobile liability insurance with a combined singlelimit, or the equivalent, of not less than $1,000,000 for each accident for BodilyInjury and Property Damage, including coverage for owned, hired or non-ownedvehicles, as applicable.5.4. Additional Insured. The City, its officers, employees and agents shall be namedas additional insureds on each required insurance policy. Contractor shall submitcertificates of insurance acceptable to the City with the signed Contract prior to thecommencement of any work under this agreement. These certificates shall contain aprovision that coverage afforded under the policies cannot be canceled and restrictivemodifications cannot be made until at least 30 days prior written notice has beengiven to City. Insuring companies or entities are subject to the City's acceptance. Ifrequested, complete copies of insurance policies, trust agreements, etc. shall beprovided to the City. The Contractor shall be financially responsible for all pertinentdeductibles, self-insured retentions and/or self-insurance.6. Compliance with Law. Contractor shall promptly observe and comply with allpresent and future laws, orders, regulations, rules and ordinances of federal, state, andcity governments with respect to the services.7. Default. A default shall occur under any of the following circumstances:7.1. If the Contractor fails to begin the work under Contract within the time specified,or fails to perform the work with sufficient workers or equipment or with sufficientmaterials to insure the prompt completion of the project, or shall neglect or refuse toremove materials or perform anew such work as shall be rejected as defective orPage 5 of 9
