IntroductionThe City of Hazelwood is seeking proposals from qualified contractors to design and constructsecurity enhancements for the front counter operations at Hazelwood Civic Center East. The goalis to improve staff safety, access control, and overall security while maintaining a welcomingenvironment for patrons.2. Scope of WorkContractors shall provide a complete, turnkey solution including:• Assessment of the existing front counter area• Design of security improvements• Procurement of materials• Construction and installation, including permitting and inspections.Security enhancements may include (but are not limited to):• Security glazing or barriers• Controlled access entry points• Counter modifications for safety and visibility• Panic buttons or alert systems• Surveillance camera placement and integration with existing security infrastructure• Any additional recommendations to improve safety3. Budget• Total project cost shall not exceed $15,000• Proposal shall include a detailed cost breakdown (labor, materials, design, etc.)4. Timeline• All work must be fully completed by June 29, 20265. Proposal RequirementsProposals shall include:• Company background and qualifications• Relevant project experience• Detailed design concept and approach• Project timeline with milestones• Itemized cost proposal• List of materials and equipment to be used• Description of any subcontractors (if applicable)• The Contractor shall purchase and maintain in full force and affect the followinginsurance coverage with an insurance carrier acceptable to the City:• The policy shall be endorsed to cover the contractual liability of the Contractor under theGeneral Conditions.The Contractor and his Subcontractors shall procure and maintain during the life of thisagreement insurance of the types and minimum amounts as follows:1. Workers’ Compensation in full compliance with statutory requirements of Federal and State ofMissouri law and Employers’ Liability coverage in the amount of $1,000,000.2. Comprehensive General Liability and Bodily InjuryIncluding Death: $409,123 each personProperty Damage: $2,727,489 each occurrence3. Comprehensive Automobile Liability, Bodily InjuryIncluding Death: $409,123 each personProperty Damage: $2,727,489 each occurrence4. Owner’s Protective Bodily Injury,Including Death: $409,123 each personProperty Damage: $2,727,489 each occurrenceThe Owner’s Protective Policy shall name the City as the insured. Certificates evidencing suchinsurance shall be furnished to the City prior to the Contractor commencing the Work on thisproject. The certificates must state “The City of Hazelwood is an additional insured.”6. Warranty Requirements• Proposals must clearly specify all applicable warranties, including:o Workmanship warranty• Manufacturer warranties on materials and equipment7. Evaluation CriteriaProposals will be evaluated based on:• Cost effectiveness• Quality and feasibility of design• Contractor experience and qualifications• Ability to meet project timeline• Warranty offerings8.
