INVITATION TO BIDPART 1: GENERAL1.1 Competitive Cost Sealed BidsSeparate sealed Bids for construction of Flat Shoals Road Sidewalk Project for the City ofCovington Project No. 2026-04 will be received until 10:00 a.m. on Tuesday, March 24, 2026,at 10:00 a.m. at Covington City Hall, 2194 Emory Street NW, Covington, GA 30014. Bids willthen be publicly opened and read aloud at 10:15 a.m., at 2116 Stallings Street NW. Any bidreceived after 10:00 a.m. on Tuesday, March 24, 2026, will not be considered by the Owner.Following the closing time for the receipt of bids no bid may be withdrawn for a period of sixty(60) days.1.2 Scope of WorkThe work to be performed and provided under this Contract shall consist of furnishing all labor,materials, tools, equipment, safety equipment, permitting, erosion and sedimentation controlmeasures, taxes, profit, overhead, and other costs and effort required to complete the following:Roadway and pedestrian improvements focus heavily on upgrading sidewalk infrastructure toenhance safety, accessibility, and connectivity. Work includes construction of new 4-inch concretesidewalk, installation of GDOT Standard detectable warning panels at pedestrian crossings, andreplacement of concrete driveways to ensure ADA compliance and smooth transitions. Supportingroadway work includes new curb and gutter, a 10-inch graded aggregate base, and recycled asphaltpavement placed in multiple lifts. The time allotted for final completion of work is 120 consecutivecalendar days.Contractor will be required to coordinate all work with the City of Covington and other utility ownerswho have facilities within the project area. The project will be managed by GWES, located at 3130Main Street, Mansfield, GA 30055, telephone number (706) 765-8767.All Work shall be completed in accordance with the plans and specifications. The Work shall beawarded in one (1) Contract using the design-bid-build delivery method.1.3 Plans, Specifications and Contract DocumentsThe Instructions to Bidders, Bid Forms, Contract Agreement, Drawings, Specifications and formsof Bid Bond, Performance Bond, Payment Bond and other Contract Documents may be obtainedupon payment (non-refundable) of $200 from:GWES3130 Main StreetMansfield, GA 30055706-765-8767william.jones@gwesllc.com1.4 Contractor LicenseThe Bidder shall affix to the outside of its Bid envelope, its Georgia Utility Contractor LicenseNumber, not the license number of a Utility manager or a subcontractor’s Georgia UtilityContractor License Number. No bid will be opened unless the Contractor’s Utility License Numberis affixed to the envelope.1.5 BondsEach Bid must be accompanied by a Bid Bond or certified cashier’s check, in the amount of 10%of the base bid, prepared on the form of Bid Bond, section 00410, attached to the ContractDocuments or a Surety Company’s Standard Bid Bond, duly executed by the Bidder as principaland having as surety thereon a surety company licensed to do business in the State of Georgia andlisted in the latest issue of U.S. Treasury Circular 570 with an “A” minimum rating of performanceand a financial strength of at least five (5) times the contract price as listed in the most currentpublication of “Best’s Key Rating Guide Property Liability”. Each Bond shall be accompanied bya “Power of Attorney” empowering the attorney-in-fact to bind the surety and certified to includethe date of the bond.1.6 Pre-Bid MeetingA non-mandatory pre-bid conference will be held Tuesday, March 10, 2026, at 10:00 a.m. atCovington City Hall, 2116 Stallings Street N.W., Covington, Georgia 30014.1.7 PermitsContractor will ensure all necessary Federal, State and local permits have been issued precedingthe issuance of the Notice to Proceed.1.8 Easements & Rights-of-WayOwner has or will acquire all necessary easements and rights-of-way for permanentinstallations preceding the issuance of the Notice to Proceed.1.9 Reservation of RightsThe Owner reserves the right to reject any or all Bids, to waive informalities and to re-advertise.2.0 Contractor E-VerifyContractor shall supply E-Verify documentation with the bid to be deemed responsive.
