parties (“Contract”). This Contract supersedes all prior written or oral agreements and there are no other promises or conditions in any

other agreement, whether written or oral, having effect on this Contract. A copy of this acceptance will be forwarded to the successful

Offeror and a CCBOE Purchase Order and/or General Contract For Services will issued as a release against this Contract.

Instructions & Specifications

The Columbia County School District, 4781 Hereford Farm Road, Evans, Georgia 30809

(CCSD) is soliciting a proposal request for install of a Memorial park at Stalling Island

Middle school (SIMS) under Proposal Request (RFP) HC-02-10-26A.

• Mandatory Pre-bid site review meeting January 28, 2026 starting 10:00 a.m., at

Stallings Island Middle School 3830 Blackstone Camp Rd, Martinez, GA 30907

• Bids are due no-later-than February 10, 2026 at 2:00 p.m. CCSD Office, 4781

Hereford Farm Road, Evans, GA 30809.

The Columbia County School District will accept bids sent by email. Bidders are to

consider emailed bids not received by Hudson.Chandler@CCBOE.net, until responding

email accepting receipt. Email greater than 18 megabytes exceed our size limit and

cannot be received. Electronic Signatures will be accepted on bids.

Proposal shall include all material, labor and permits to install the Memorial Park.

Scope of Work

Jobsite

Estimated working area is approximately 100' x 75'

Exterior Grounds

Landscaping will consist of up to three pallets of Bermuda sod. Sprinklers system with up

to 12 heads to include planter boxes. Repairs as necessary to existing system.

• Planters will have drains in them

• 2- column/gutter outlets on existing building will be re-routed in underground pipe

with pop up or like to move the water discharge to not flow over or through

memorial park

Concrete Flatwork

• 4' sidewalks, approximately 345 sq. ft to match existing walkways

Foundation/Park Slab

The Planters consist of Standard CMU blocks with a brick face on all sides

Contractor discretion on footing design and technique

• Planters will be faced with brick with a rowlock on top, 2 courses of brick will be

installed inside of the planter below the rowlock. The height of the planters will be

20-24" high

• Standard Mortar is included

Slab will be stamped and stained to resemble seamless natural stone

• Control joints to be applied as needed and may be cut into 16" squares to resemble

tile

• A brick rowlock to be around park slab, Brick sides will finish at final grade to give

appearance of a slab on grade

Seating Tables are not part of the bid

Electrical

• Electrical will be provided from existing buildings closest available access to a circuit

that meets the criteria for park lighting.

• 4 lamp posts will be provided and installed. Please allow $4,000.00 in your proposal

for lights only.

Scoring Matrix Weighting

Proposals will be evaluated utilizing the following categories and weights:

30% Price

25% Years of experience

25% Responsiveness in clearly stating and understanding the scope of work and in

meeting the requirements of the request

20% Quality of proposal response

Additional Requirements

All damage to school property or vehicles, and injury to anyone on school grounds must be

reported immediately to the Cliff Sanders. NO EXCEPTIONS! Damage to CCSD property

(e.g., Sprinkler heads, broken or cracked windows, sports tracks, signage, fences, gates,

etc.) will be repaired and paid by CCSD and then deducted from the successful bidder’s

invoice amount. Damage to private property will be repaired and paid by the successful

bidder. Such repair will be coordinated between the successful bidder and Cliff Sanders.

All bidders are being provided the same time and opportunity to request any additional

information or clarification concerning this bid in advance of the specified bid due date

and time. Therefore, failure to seek such information or clarification prior to the bid

closing shall all be deemed to have been fully asked and answered in advance of the bid

closing. All questions or request for information relating to this solicitation shall be

directed to Hudson.Chandler@CCSD.net.
