ProjectThis initiative aims to build digital skills and resilience among Durham’s senior community. Thisprogram is designed to provide training to address digital hesitancy and digital training needsamong seniors.Background: The senior population is expected to grow as more retirees are drawn to the area'samenities and relatively low cost of living for those on fixed income. While many of these seniorsmay have basic computer skills, maintaining seniors’ ability to access healthcare, socialservices, and staying connected with family and community improves their quality of life andreduces social isolation. This support may lead to reduced healthcare costs and increasedcommunity engagement, and contribute to a more inclusive and healthier society, which in turnpositively impacts the local economy and community well-being.40. SCOPE OF WORKThe selected contractor will be responsible for the following: Conduct Outreach and Engagemento Identify and partner with senior-serving organizations.o Promote digital literacy programs through outreach. Design and Deliver Trainingo Develop and implement digital literacy training tailored to seniors’ needs.o Include modules on: Basic computer and mobile device use Internet safety and privacy Accessing telehealth and online social services Using communication tools (email, video calls, messaging apps) Provide Ongoing Supporto Create printed and digital resource guides for continued learning Ensure Accessibilityo Provide adaptive technologies or accommodations for seniors with disabilities.o Ensure materials are available in multiple languages as needed.page 212.3.2025 COD Model RFP Monitoring & Evaluationo Participation Metrics Number of seniors enrolled and attended the digital literacy program. Demographic breakdown (age, gender, language, etc.).o Skill Development: Conduct pre-training and post-training assessments tomeasure Digital skill improvement Identify digital hesitancy, access barriers, and baseline skills. Confidence in using technology Measure progress, capture skills gained, and evaluate overallimpacto Impact Evaluation: Collect qualitative feedback through surveys or interviews on: Improved access to healthcare and social services Increased social connectivity and reduced isolation Overall satisfaction with the programo Reporting Track and document the number of seniors participating in the digitalliteracy programs. Collect and summarize participant feedback to assess how improveddigital skills are enhancing seniors’ ability to access services and engagewith their communities. Conduct pre- and post-training assessments to measure improvementsin digital skills and confidence. Include success stories and testimonials where available.50. COMPENSATION AMOUNT AND SCHEDULECompensation for the services proposed in this RFP should be based on providing digitalawareness training within the Durham senior living communities to address digital hesitancy anddigital training needs. The contractor shall propose a detailed, itemized budget with anticipatedcosts associated with the project as part of its RFP submittal. The budget should clearly identifyexpenses by category. The total dollar amount to be paid under this contract by the City to theContractor shall not exceed $50,000 regardless of actual or projected expenses. All costsassociated with the proposed scope of work must be covered within this amount.page 312.3.2025 COD Model RFP60. DEFINITIONS IN THIS RFP: CITY, RFP, PROPOSAL, CANDIDATE,CONTRACTOR, SHOULDUnless the context indicates otherwise – (a) The expressions “RFP,” “this RFP,” and “the RFP”refer to this document as it may be amended or updated. (b) “City” and “city” mean the City ofDurham. (c) The “proposal” is the response of a person, firm, or corporation proposing to providethe services sought by this RFP. (d) The word “Candidate” or “candidate” is the person, firm, orcorporation that submits a proposal or that is considering submitting a proposal. (e) The word“Contractor” or “contractor” is the person, firm, or corporation with which the City enters into acontract to provide the services sought by this RFP. That is, “contractor” generally refers to asuccessful candidate that has obtained a fully executed contract with the City, while“candidate” is generally reserved to the stage before a contract has been signed. (f) The word“should” is used to tell candidates what the City thinks it wants and/or what the project managerthinks is best. Candidates that want to increase the likelihood of being selected will, in general,do what the RFP says candidates “should” do, but failure to comply with all “shoulds” will notnecessarily and automatically result in rejection.70. CONTRACTThe City anticipates that the conclusion of the RFP process will be a contract between the Cityand the successful candidate under which the successful candidate will provide the goods andservices generally described in this RFP. It is the City’s intention to use the contract that isattached as Exhibit A, modified and filled in to reflect the RFP and the proposal. If a candidateobjects to any of the contract, it should state the objections in its proposal.80. RESERVED85. RESERVED90. BONDSNo performance bond or payment bond is required for this contract.100. INSURANCE (Risk Management)The Contractor agrees to maintain on a primary basis, at its sole expense, and at all times duringthe life of this contract the following applicable coverages and limits. The requirementscontained herein, as well as the City’s review or acceptance of insurance maintained by theContractor, is not intended to, and shall not in any manner, limit or qualify the liabilities orobligations assumed by the Contractor under this contract.page 412.3.2025 COD Model RFPCommercial General Liability – Combined single limit of no less than $1,000,000 eachoccurrence and $2,000,000 aggregate. Coverage shall not contain any endorsement excludingor limiting Product/Completed Operations, Contractual Liability, Cross Liability, or Personal andAdvertising Injury Liability.Automobile Liability – Limits of no less than $1,000,000 Combined Single Limit. Coverage shallinclude liability for Owned, Non-Owned, and Hired automobiles. In the event the Contractordoes not own automobiles, the Contractor agrees to maintain coverage for Hired and Non-Owned Auto Liability, which may be satisfied by way of endorsement to the Commercial GeneralLiability policy or by separate Auto Liability policy. Automobile coverage is necessary only ifvehicles are used in the provision of services under this contract or are brought on a City site.Umbrella or Excess Liability – The Contractor may satisfy the minimum liability limits requiredabove under an Umbrella or Excess Liability policy. There is no minimum Per Occurrence limit ofliability under the Umbrella or Excess Liability. However, the Annual Aggregate limits shall notbe less than the highest “Each Occurrence” limit for required policies. The Contractor agrees toendorse the City as an “Additional Insured” on the Umbrella or Excess Liability unless thecertificate of insurance states the Umbrella or Excess Liability provides coverage on a “Follow-Form” basis.Workers’ Compensation & Employers Liability – The Contractor agrees to maintain Worker’sCompensation Insurance in accordance with Chapter 97 of the North Carolina General Statutesand with Employer Liability limits of no less than $1,000,000 for each accident, each employee,and policy limit. This policy must include a waiver of subrogation.Additional Insured – The Contractor agrees to endorse the City as an Additional Insured on theCommercial General Liability. The Additional Insured shall read “City of Durham as its interestmay appear”.Certificate of Insurance – The Contractor agrees to provide the City a certificate of insuranceevidencing that all coverage, limits, and endorsements required herein are maintained and infull force and effect, and certificates of insurance shall provide a minimum thirty (30) dayendeavor to notify, when available, by the Contractor’s insurer. If the Contractor receives a non-renewal or cancellation notice from an insurance carrier affording coverage required herein orreceives notice that coverage no longer complies with the insurance requirements herein, theContractor agrees to notify the City within five (5) Business Days with a copy of the non-renewalor the cancellation notice or with written specifics as to which coverage is no longer incompliance.
