INVITATION TO BIDCOLLEGE AVENUE PEDESTRIAN SAFETY ANDCONNECTIVITYSealed bids for the "Proposal for the Construction of College Avenue Pedestrian Safety and Connectivity"will be received at: Northwest Missouri State University Purchasing Department in the Support ServicesBuilding, 1100 College Park Drive, Maryville, MO 64468, until 2:00 P.M. (Prevailing Local Time) on the 10thday of March 2026, and at that time will be publicly opened and read. All bids shall be submitted as a HardCopy.The proposed work includes: Construction of approximately 725 linear feet of new 8-foot-wide ADA-compliant sidewalk along College Avenue and Munn Avenue, including installation of a raised speed tableacross College Avenue in front of the Olive DeLuce Fine Arts Building with pedestrian push-button crossingindicators.A digital copy of the plans and specifications may be purchased through the office of Great RiverEngineering (GRE), at 816-436-4440 upon payment of $75.00, which is not refundable. All bidders mustpurchase plans through Great River Engineering and be on the planholder list in order to bid the project.This contract requires payment of the prevailing hourly rate of wages for each craft or type of work requiredto execute the contract as determined by the Missouri Department of Labor and Industrial Relations, andrequires adherence to a schedule of minimum wages as determined by the United States Department ofLabor. For work performed anywhere on this project, the contractor and the contractor’s subcontractorsshall pay the higher of these two applicable wage rates. The applicable state wage rates for this contractare detailed in “Annual Wage Order 32”, that is attached to this bidding document. The applicable federalwage rates for this contract are the effective Davis-Bacon federal wage rates posted the tenth day beforethe bid opening date and can be found at: https://sam.gov/content/wage-determinations. Thesesupplemental bidding documents have important legal consequences. It shall be conclusively presumedthat they are in the bidder's possession, and they have been reviewed and used by the bidder in thepreparation of any bid submitted on this project.The Northwest Missouri State University hereby notifies all bidders that it will affirmatively ensure that in anycontract entered into pursuant to this advertisement, businesses owned and controlled by socially andeconomically disadvantaged individuals will be afforded full opportunity to submit bids in response to thisinvitation and will not be discriminated against on the grounds of race, color, religion, creed, sex, age,ancestry, or national origin in consideration for an award.Sec 102.2 of the Missouri Standard Specifications for Highway Construction will be waived for this project.Contractors and sub-contractors who sign a contract to work on public works projects shall provide a 10-Hour OSHA construction safety program, or similar program approved by the Department of Labor andIndustrial Relations, to be completed by their on-site employees within sixty (60) days of beginning work onthe construction project.A certified cashier’s check or a bid bond in the amount of 5% shall be submitted with each proposal.The Northwest Missouri State University reserves the right to reject any or all bids.The project will be awarded to the lowest, responsive, responsible bidder.The DBE Goal for this project is 0%.No 2nd tier subcontracting will be allowed on this project.Northwest Missouri State UniversityNORTHWEST MISSOURI STATE UNIVERSITYTAP-9902603INVITATION TO BID
