Electrical, PLUMBING AND HVAC TRADES FOR THE BUILDING ADDITION AT THE WASTEWATER TREATMENT PLANT
The Mayor and Commissioners of Emmitsburg, Maryland, are requesting sealed bids from
qualified contractors for Construction Trades, including Electrical, Plumbing, and HVAC, for the
addition to the Wastewater Treatment Plant building at 16707 Creamery Road. Sealed proposals
are due by 4:00 PM on Tuesday, June 30, 2026. Please see “Submittal Requirements” on how to
submit your bid.
The Town has issued a separate solicitation for the construction of the building and associated
concrete pad and anticipates awarding that contract at the July 13, 2026, Mayor and
Commissioners Meeting. The scope of this Request for Proposals is limited to the furnishing and
installation of electrical, plumbing, and HVAC systems, including a standby generator and
sanitary sewer grinder pump system, for the new building addition.
A pre-bid meeting will be held on Tuesday, June 16, 2026, at 11:00 am at 16707 Creamery
Road.

qualified contractors for Concrete Pad & Attached Pole Building Construction. Sealed proposals
are due by 5:00 PM on May 27, 2026. Please see “Submittal Requirements” on how to submit

All bids must meet and/or exceed the requirements contained herein: The Town of Emmitsburg
Wastewater Treatment Plant is requesting proposals from qualified contractors to construct a 30
ft x 30 ft reinforced concrete pad and a 30 ft x 22 ft pole building structure attached to an
existing garage building at the wastewater facility. The selected contractor will serve as the
general contractor and coordinate construction with owner-provided plumbing and electrical
contractors. The new structure must be securely integrated with the existing building and
constructed in accordance with applicable building codes. Contractor shall obtain required
permits if necessary and maintain proper insurance and licensing. Contractors are encouraged
to request a site visit prior to submitting proposals.

Bidders may provide combination discounts or credits for multiple trade awards.Combination discounts will be considered during bid evaluation; however, the Town reserves theright to make awards by individual trade, by combination of trades, or as a single combinedaward in the Town's best interest.For each trade, the bidder shall:a. Be responsible for obtaining all required permits and inspections.b. Supply all materials required to complete the work. Equipment, fixtures, piping, andmaterials installed within the facility shall be suitable for municipal wastewater utilityenvironments and resistant to corrosion, moisture, and normal chemical exposureassociated with wastewater treatment operations.RFP: Electrical, Plumbing, and HVAC Trades for the Building Addition at theWastewater Treatment PlantPage 2 of 6c. Perform installation in accordance with applicable local, state, and national building andtrade codesd. Provide weather-tight and vermin-tight seals for all penetrations through exterior walls,floors, and roofs.e. Coordinate with other trades and the selected building contractor, who will serve as thegeneral contractor, as necessary.f. Deliver a complete, tested, and operational installation.g. Upon completion, the contractor(s) shall provide all operating manuals, warrantydocumentation, product data sheets, and required training for Town Staff.ELECTRICAL TRADEThe electrical contractor shall supply and install all required electrical components andinfrastructure for the building addition, which includes the following:1. General Electrical Distribution and Backup Power: Providing a subpanel from the existing200 amp service located in the existing building (photo attached), to serve the new building.Contractor shall:a. Coordinate installation to meet applicable building and electrical codes.b. Provide electrical installation throughout the building addition that includesfurnishing and installing all wiring, conduit, panels, breakers, and associatedcomponents, as required.c. Provide and install a permanent standby generator with an automatic transfer switch(ATS). The generator shall be sized by the contractor to support the connected loadsof the building addition and the existing attached building. Generator sizingcalculations shall be submitted with the bid.d. Provide electrical receptacles throughout the building. Receptacle quantity andplacement shall support a typical laboratory and building operations and comply withapplicable codes and standards. No more than six (6) outlets shall be installed on a 15amp circuit. Receptacle placement shall account for future countertops to be installedby others. At least three (3) receptacles shall be installed on each wall.2. Provide electrical services connection, disconnect(s), and associated wiring for the following:a. Dryer appliance will be owner-furnished and installed. Contractor shall provideelectrical service only. No dryer exhaust duct is required.b. Provide electrical circuiting and connection for all Plumbing equipment, including a40-gallon electric Hot Water Heaterc. Provide electrical circuiting and connections for all HVAC equipment, includingmini-split outdoor unit(s), indoor units requiring power, and Energy RecoveryVentilator (ERV).d. Provide branch circuit, disconnect, and power connections to grinder pump controlpanel furnished by the Plumbing Contractor.3. Lighting Requirements: Provide a complete, operational LED lighting system for the 660 sqft building. Fixtures must be energy-efficient and optimized for an open ceiling with a 12-foot wall height. To ensure maximum value and project flexibility, the bidding contractormay select the exact fixture manufacturers and models, provided they meet or exceed theperformance targets listed below.RFP: Electrical, Plumbing, and HVAC Trades for the Building Addition at theWastewater Treatment PlantPage 3 of 6a. Main Room: Eight (8) suspended 4-foot industrial LED strip fixtures (4,000–5,000lumens each, 4000K/5000K), chain or cable-mounted from the trusses to avoid roofshadows, or equivalent.b. Small Room: Two (2) 4-foot industrial LED strip fixtures (approx. 4,000 lumenseach), or equivalent.c. Bathroom: One (1) surface-mounted, damp-rated 2-foot or 4-foot enclosed LED wrapfixture (2,000–3,000 lumens), or equivalent.d. Controls & Safety: Wall-switch occupancy sensors for each room as required bybuilding code.e. Contractor Flexibility: Wattage-selectable and lumen-selectable LED fixtures arehighly preferred to allow on-site tuning and ensure the best commercial value.PLUMBING TRADEContractor shall connect building plumbing systems to the Town-provided domestic waterservice stub at the building location. The plumbing contractor shall supply and install all requiredplumbing components and infrastructure for the building addition, which includes the following:1. Bathroom Plumbing: Provide and install plumbing for one (1) bathroom containing:a. One (1) Shower with a 36-inch shower enclosure.b. One (1) vanity approximately 24 inches wide.c. One (1) comfort height toilet.d. Associated water supply, drain(s), vent(s), and fixtures as needed2. Water Heating System: Provide and install a hot water system that includes:a. One (1) 40-gallon electric water heaterb. Associated water supply, drain(s), venting (if applicable), and accessories as needed3. Laundry: Provide and install connections for a future washer that includes:a. Water supply and drain for clothes washer (provided by others).b. Associated venting (if applicable), and accessories as needed.4. Laboratory Area Sink: Provide and install a utility/tub sink in the main room that includes:a. One (1) laundry tub/utility sinkb. Associated water supply, drain(s), vent(s), and fixtures as needed5. Sanitary Sewer Pump Assembly: Contractor shall furnish and install one (1) completepackaged simplex grinder pump station comparable to a Liberty Pumps ProVore 380 Series(Model P382XPRG101) or approved equal. The Town will provide the force main trenchexcavation from the pump discharge point to the municipal connection location. Electricalservice and power connections shall be provided by the Electrical Contractor. The systemshall include:a. One (1) 1 HP grinder pump.b. Polyethylene basin approximately 24 inches in diameter by 24 inches deep.c. Gas-tight basin cover.d. Integral automatic level controls.e. High-water alarm.f. Internal check valve and isolation valve.g. Quick-disconnect discharge piping arrangement.RFP: Electrical, Plumbing, and HVAC Trades for the Building Addition at theWastewater Treatment PlantPage 4 of 6h. All required piping, fittings, venting, startup, and testing.HVAC TRADEThe HVAC contractor shall supply and install a complete heating and cooling solution thatmaintains a comfortable and functional environment throughout the entire building year-round.Bid shall include all HVAC equipment, refrigerant piping, condensate piping, line-set covers,equipment pad, startup, testing, and commissioning. Electrical service conductors, disconnects,and final power connections shall be provided by the Electrical Contractor. Capacities listed areminimum requirements. Contractor shall verify sizing based upon building envelope, occupancy,and intended use. The work includes the following:1. Primary Climate Control System:a. System Type: Multi-zone ductless heat pump system (Inverter technology)b. Total Outdoor Capacity: 24,000 BTU (Minimum 20 SEER2 / 10 HSPF2)c. Indoor Zone 1 (Large Main Room): 12,000 BTU Wall-Mount Air Handlerd. Indoor Zone 2 (Smaller Room): 9,000 BTU Wall-Mount Air Handlere. Bathroom: Contractor to propose a passive air-transfer design or a shared slim-ductsolution from Zone 2. No dedicated ductless wall head.f. Bid must include line-set covers, refrigerant piping, condensate piping, concreteequipment pad, startup, testing, commissioning, and a minimum 5-yearparts/compressor warranty.2. Fresh Air & Discharge Ventilation:a. Installation of a dedicated Energy Recovery Ventilator (ERV) sized to providecontinuous fresh air exchange and stale air discharge for the Large Main Room(independent of the ductless mini-split system), or approved equivalent.b. Source equipment capable of maintaining balanced building pressure (equal supplyand exhaust airflow rates).II. SUBMITTAL REQUIREMENTSPlease submit at least (4) four hard copies of your bid to the Town of Emmitsburg, Attn: TownManager, 300A South Seton Avenue, Emmitsburg, MD 21727. No email submittals will beaccepted. In addition to a detailed cost statement by line item for therespective trade, a completed and signed copy of the attached Bid Form must be submitted.D.) References: Please provide the name, phone number and email of at least two (2) clientreferences for similar work completed within the past three (3) years.
