The selected consultant will design buried utilities within the Los Lunas Boulevard right-of-way from east of Edeal Road to NM 47. This project will connect utilities currently under construction as part of Phase I of Los Lunas Boulevard, which extends from I-25 across the Rio Grande to Edeal Road, and will provide infrastructure necessary to support future Phase II roadway improvements. Services shall include study and report phase, preliminary design, and final design.

PROJECT DESCRIPTIONSCOPE OF WORKThe Village plans to install buried utilities within the right-of-way of the Los Lunas Boulevard corridor from eastof Edeal Road to NM 47. This segment is currently under construction. Phase I of Los Lunas Boulevard is alsounder construction and includes utilities from I-25, across the Rio Grande, to Edeal Road.The goal of this project is to design utilities between Phase I (currently under construction) and Phase II, duringwhich the second lane in each direction will be constructed. Appendix A illustrates the general project limits andscope, which include the following elements:• Gravity Sewers: Approximately 8,300 linear feet of 8-inch to 12-inch gravity sewer, including manholes,dewatering, and related appurtenances.• Water Transmission Lines (6-inch to 18-inch): Approximately 8,300 linear feet, including valves, firehydrants, air and vacuum valves, and related appurtenances.• Sewage Lift Station: Approximately 25 feet deep, equipped initially with three pumps and sized toaccommodate a future fourth pump.• Sewage Forcemain: Approximately 650 linear feet of 6-inch to 8-inch forcemain at two locations.• Illustrative Graphic: Graphics are illustrative only and do not necessarily represent the final layout.• MRGCD Crossings: Four Middle Rio Grande Conservancy District (MRGCD) channel crossings ofwater and sewer facilities, including assembly of permitting packages for Village execution.• NMDOT Coordination: Review and permitting associated with work along NM 47.Please see Appendix B for detailed description of the project, including roles, services to be performed,funding, and project management.This project is wholly or partially funded with United States Environmental Protection Agency funds, andtherefore must comply with all federal requirements contained in Addendum C: Supplemental Conditions andForms. DEFINITIONS AND TERMS1.1. Addendum: a written or graphic instrumentissued prior to the opening of proposals, whichclarifies, corrects, or changes the Request forProposals. Plural: addenda.1.2. Consultant: means the Successful Offerorawarded the Agreement/Contract.1.3. Determination: means the writtendocumentation of a decision of theprocurement officer including findings of factrequired to support a decision. Adetermination becomes part of theprocurement file to which it pertains (§ 13-1-52NMSA 1978).1.4. Offeror: any person, corporation, orpartnership legally licensed to provideprofessional design services in this state whochooses to submit a proposal in response tothis Request for Proposals.1.5. Procurement Manager: means the person ordesignee authorized by the ContractingAgency to manage or administer aprocurement requiring the evaluation ofproposals.1.6. Request for Proposals: or “RFP” means alldocuments, including those attached orincorporated by reference, used for solicitingproposals (§ 13-1-81 NMSA 1978).1.7. Responsible Offeror of Proposer: means anofferor or proposer who submits a responsiveproposal and who has furnished, when required,information and data to prove that the proposer’sfinancial resources, production or servicefacilities, personnel, service reputation andexperience are adequate to make satisfactorydelivery of the services described in the proposal(§ 13-1-83 NMSA 1978).1.8. Responsive Offer or Proposal: means anoffer or proposal that conforms in all materialrespects to the requirements set forth in therequest for proposals. Material respects of arequest for proposals include, but are notlimited to, price, quality, quantity or deliveryrequirements (§ 13-1-85 NMSA 1978).1.9. The terms must, shall, will, is required, orare required, identify a mandatory item orfactor that will result in the rejection of theofferor’s proposal.1.10. The terms can, may, should, preferably, orprefers identify a desirable or discretionaryitem or factor.2. REQUEST FOR PROPOSAL DOCUMENTS2.1. COPIES OF REQUEST FOR PROPOSALS(RFP)A. A complete set of the RFP may be obtainedfrom the Contracting Agent.B. A complete set of the RFP shall be used inpreparing proposals; the ContractingAgency assumes no responsibility for errorsor misinterpretations resulting from the useof an incomplete set of the RFP.C. The Contracting Agency in making copiesof RFP available on the above terms, doesso only for the purpose of obtainingproposals on the Project and does notconfer a license or grant for any other use.D. A copy of the RFP shall be made availablefor public inspection and shall be posted atthe Administration Building of theContracting Agency.2.2. INTERPRETATIONSA. All questions about the meaning or intent ofthe RFP shall be submitted to theProcurement Manager of the ContractingAgency in writing. Replies will be issued byAddenda mailed or delivered to all partiesrecorded by the Contracting Agency ashaving received the RFP. Questionsreceived less than five days prior to thedate for opening of proposals will not beanswered. Only questions answered byformal written addenda will be binding.Oral and other interpretations orclarifications will be without legal effect.B. Offerors should promptly notify theContracting Agency of any ambiguity,inconsistency, or error, which they maydiscover upon examination of the RFP.2.3. ADDENDAA. Addenda will be emailed, mailed, faxed,orhand delivered to all who are known by theContracting Agency to have received acomplete copy of the RFP.B. Copies of Addenda will be made availablefor inspection wherever RFPs are on file forthat purpose.C. No Addenda will be issued later than fivedays prior to the date for receipt ofproposals, except an Addendumwithdrawing the RFP or one which includespostponement of the date for receipt ofproposals.D. Each Offeror shall ascertain, prior tosubmitting the Proposal, that the Offerorhas received all Addenda issued and shall4Revised January 2017acknowledge their receipt in the ProposalCover Letter.3. PROPOSAL SUBMITTAL PROCEDURES3.1. NUMBER, FORM AND STYLE OFPROPOSALSA. Offerors shall provide 7 copies of theirproposal to the location specified on Page 2on or before the closing date and time forreceipt of proposals.B. All proposals must be typewritten on standard8-1/2” x 11” paper and bound on the left-handmargin.C. A maximum of 20 pages, not includingfront and back covers, cover letter, table ofcontents, and Campaign ContributionDisclosure Form.D. The proposal must be organized in thefollowing format and must contain, as aminimum, all listed items in the sequenceindicated:1) Cover Letter2) Response to Evaluation Criteria included inthis RFP.3) Other supporting or resource materialE. Any proposal that does not adhere to thisformat, and which does not address eachspecification and requirement within the RFP,may be deemed non-responsive and rejectedon that basis.F. Offerors may request in writing nondisclosure ofconfidential data. Such data should accompanythe proposal and should be readily separablefrom the proposal in order to facilitate eventualpublic inspection of the non-confidential portionof the proposal. A request stating the entireproposal is confidential will not be acceptable.Only matters, which clearly are of a confidentialnature, will be considered.G. Any cost incurred by the Offeror in preparation,transmittal, and presentation of any proposal ormaterial submitted in response to this RFP shallbe borne solely by the Offeror.3.2. SUBCONSULTANTSA. The Offeror shall list and state thequalifications for each subconsultant theOfferor proposes to use for all subcontractedwork.B. The Offeror is specifically advised that anyperson or other party to whom it is proposed toaward a subcontract under this proposal, mustbe acceptable to the Contracting Agency afterverification by the Contracting Agency of thecurrent eligibility status, including, but not5limited, to suspension or debarment by theContracting Agency.3.3. PREQUALIFICATION PROCESSA business may be pre-qualified by thePurchasing Agent as an Offeror for particulartypes of service. Mailing lists of potentialOfferors shall include but shall not be limited tosuch pre-qualified businesses (§ 13-1-134NMSA 1978). For purposes of this RFP, if pre-qualification is utilized, special instructions willbe attached as an exhibit to this RFP.3.4. DEBARRED OR SUSPENDEDCONTRACTORSA business (contractor, subcontractor or supplier)that has either been debarred or suspendedpursuant to the requirements of § 13-1-177 through§ 13-1-180, and § 13-3-11 through § 13-4-17NMSA 1978 as amended, shall not be permitted todo business with the Contracting Agency and shallnot be considered for award of the contract duringthe period for which it is debarred or suspendedwith the Contracting Agency.3.5. SUBMITTAL OF PROPOSALSA. Proposals shall be submitted at the time andplace indicated in the Notice of Request forProposals and shall be included in anopaque sealed envelope marked with theProject title and name and address of theOfferor and accompanied by the documentslisted in the Request for Proposal.B. The envelope shall be addressed to thePurchasing Agent/Procurement Officer of theContracting Agency. The followinginformation shall be provided on the frontlower left corner of the envelope: project title,project number, RFP number, date ofopening, and time of opening. If the proposalis sent by mail, the sealed envelope shallhave the notation “SEALED PROPOSALENCLOSED” on the face thereof.C. Proposals received after the date and timefor receipt of proposals will be returnedunopened.D. The Offeror shall assume full responsibilityfor timely delivery of proposals at thePurchasing Agent’s office, including thoseproposals submitted by mail. Hand-delivered proposals shall be submitted tothe Purchasing Agent or the PurchasingAgent’s designee and will be clockedin/time stamped at the time received, whichmust be prior to the time specified.E.
