    Legal Notice
    1.
    Sealed proposals for Woodlawn Dr and Claxton Dairy Rd Roundabout owned by The City of Dublin,
    Georgia will be received by Matthew Bradshaw at the City of Dublin Engineering office, located
    at 100 South Church Street, Dublin, Georgia 31021 until 2:00 PM on Thursday, February 5th, 2026, at
    which time they will be publicly opened.
    2.
    The project consists of the following generally described work:
    The project consists of a roundabout constructed at the intersection of Woodlawn Drive
    and Claxton Dairy Road in Dublin, Georgia. The proposed roundabout will be single lane
    with concrete splitter islands on each approach. Other work includes new median, new
    striping, and landscaping. Roundabout is to follow the Georgia Department of
    Transportation standard specifications and details.
    3.
    Plans and Specifications are open to inspection at the City of Dublin Engineering office, located
    at 100 South Church Street, Dublin, Georgia 31021, or may be obtained from Thomas & Hutton
    Engineering Co., 50 Park of Commerce, Savannah, Georgia 31405 upon payment of $50.00 (half
    size) or $100.00 (full size) plus a pdf copy. The contractor may request a PDF copy only upon
    payment of $25.00. The payment is non–refundable. Contact Karen Smulski at Thomas & Hutton
    via email smulski.k@tandh.com to request copies.
    4.
    Bids shall be accompanied by a bid bond or certified cashier's check in an amount not less than
    10% of the base bid. All bonds shall be by a surety company licensed in Georgia with an "A"
    minimum rating of performance and a financial strength of at least five times the contract price
    as listed in the most current publication of "Best's Key Rating Guide Property Liability."
    Performance and Payment Bonds, each in an amount equal to 100% of the contract price shall
    be required of the successful bidder if contract is awarded. Each Bond shall be accompanied by
    a "Power of Attorney" authorizing the attorney–in–fact to bind the surety and certified to include
    the date of the bond.
    5.
    Owner reserves the right to reject any or all Bids, including without limitation, the rights to reject
    any or all nonconforming, nonresponsive, unbalanced or conditional Bids and to reject the Bid of
    any Bidder if Owner believes it would not be in the best interest of the Project to make an award
    to Bidder, whether because the Bid is not responsive or the Bidder is unqualified or of doubtful
    financial ability or fails to meet any other pertinent standard or criteria established by the Owner.
    6.
    A pre–bid conference will be held at the City of Dublin Engineering office at 2 PM on Thursday,
    January 15th, 2026. All questions shall be submitted in writing to Engineer by Friday, January 23rd,
    2026, at 5:00 PM. An addendum addressing all questions and comments received by the
    question deadline will be issued via electronic mail by end of business on Thursday, January 29th,
    2026.
