RFQ SUMMARY:

Larimer County intends to enter into a contract with one (1) company who will provide vault toilet pumping

and disposal services for two (2) boat-access-only sites at Horsetooth Reservoir annually or biennially.

There is no road access to these vault toilets so the pumping is expected to be done by boat access.

1. INTENT

The Larimer County Purchasing Division is requesting quotations with the intention of contracting with a

company who will provide vault toilet pumping and disposal services for two (2) boat-access-only sites at

Horsetooth Reservoir annually or biennially. There is no road access to these vault toilets; pumping is

expected to be performed via boat access.

2. BACKGROUND

The Larimer County Purchasing Division is requesting quotations from contractors to perform vault toilet

pumping and disposal services at Horsetooth Reservoir’s boat-access-only sites. Both sites currently require

service, after which it will be determined if this service will be performed annually or biennially during the

course of the contract. Larimer County has two (2) boat-access-only vault toilets located at Horsetooth

Reservoir that require periodic pumping and disposal services. These sites do not have road access and are

only accessible by foot and by boat. While the sites may be accessed on foot (only) from Lory State Park (who

will grant some access to help with this issue), there is no road access to the vaults. Due to weight concerns, it

is expected that boat-access will be the only way to access the vaults to pump them. Each vault has a 1,000-

gallon capacity and is currently full of solid waste mixed with some non-biodegradable trash. Pumping requires

a 75% liquid to 25% solid slurry. Extensive pre-treatment and trash removal are needed. Pumping will likely

need to occur during high-water conditions when proximity to vaults is optimal. The higher the water levels the

less hose length will be required. It is projected that water will be highest in March, April, May and June and it

is preferred that the first pumping be complete prior to June, 2026. The ice and water levels will need to be

monitored in the spring by the selected firm in order to determine when the conditions are optimal.

3. QUALIFICATIONS

Qualifications, at a minimum, include the following and need to be documented in the Contractor’s quote:

3.1 Contractor must have adequate equipment (including but not limited to barge/boat, tank, pumps) and

the ability to complete the job without any spills.

3.1.1. A list of the equipment that the contractor plans to use must be submitted with Quote submittal.

3.2 Contractor must have adequate insurance to complete the Scope of Work.

4. SCOPE OF WORK

The Scope of Work will include the following at minimum:

4.1 Pump and dispose of all underground vault material (sewage) from the following two (2) boat-in locations

(Attachment B- Site Locations). Both sites are located on the west side of Horsetooth Reservoir.

4.1.1 West Side Site: Vault is located at 40°33'54"N 105°09'50"W

4.1.2 Orchard Cove: Vault is located at 40°34'30"N 105°10'14"W

Work includes:

4.2 Add water (may be pumped from the reservoir) to solid waste to create pumpable slurry. (Pumping requires

a 75% liquid to 25% solid slurry.)*

4.3 Remove trash manually (sift and bag).*

4.4 Pump out waste and dispose of it properly.*

4.5 Repeat this process for each vault.

4.6 Keep all records necessary for the proper disposal of the vault material, and when requested contractor

must provide documentation showing the vault material was disposed of at an approved disposal facility.

Note: There are three (3) dump stations at Horsetooth Reservoir that can be used if the mix is appropriate.

One (1) is accessible by boat on a floating dock system and is located at Inlet Bay Marina. There are also

two (2) dump stations located on land; one (1) is located outside of Inlet Bay Marina on Shoreline Road,

and the other is located in the South Bay Campground. The contractor may use any of these dump stations

if they choose.

*Steps 4.2-4.4 above are the recommended steps based on research done by Larimer County Staff. However,

we are amenable to hear about any proposed plan that might be feasible.

5. AWARD AND CONTRACT

A formal agreement will be awarded to the vendor with the most responsible, responsive, reasonable quote,

deemed the best value, best fit, and most advantageous to Larimer County (Interviews may be held, and

references may be requested and contacted, to assist in the decision for award). A Sample of Larimer

County’s Agreement is included with this Request for Quotation as Attachment A – Sample Professional

Services Agreement.

The term of the agreement will be for one (1) year from the date the agreement is executed. The County, at its

sole option, may offer to extend this Contract for up to four (4) additional one-year terms. The extension option

may be exercised providing satisfactory service is given, and must be mutually agreed upon in writing, by and

between the County and the Award Vendor.

Upon Notice of Award, the Award Vendor will be required to submit a valid Certificate of Insurance (COI) that

meets, at a minimum, the Insurance Requirements published in the solicitation. This valid COI must be

received by Larimer County within 10 calendar days of the Notice of Award and must include Larimer County

listed as Additional Insured and Certificate Holder. Work may only begin after the COI has been approved by

Risk Management.

6. INSURANCE REQUIREMENTS

BEFORE submitting your company quote, confirm with your insurance carrier that your company can meet the

insurance requirements published in the solicitation. Your company insurance coverages should be correctly

noted in the most current EOC. NOTE: All Larimer County contracts require that the Award Vendor possess

appropriate insurance at all times during the contract; these coverages are purchased at the company's

expense. The County’s insurance requirements may necessitate a company adding or increasing

coverage/limits, and those changes may impact pricing for the proposed project. These costs must be included

in your pricing at the time of submission and will not be permitted to be added later.

Prior to commencement of any work, contractor/vendor shall provide a Certificate of Insurance issued to

Larimer County, 200 West Oak St., Suite 4000, Fort Collins, Colorado 80521 as the Certificate Holder. The

insurance required herein shall be procured and maintained in full force and effect for the duration of the

Contract or Agreement and shall be written for not less than the following amounts, or greater if required by

law. Such certificate shall be delivered to InsuranceCert@larimer.org.

I.

Workers' Compensation and Employers' Liability

A. Workers’ Compensation:

D. If the contractor/vendor is not required to carry Workers’ Compensation coverage per

Colorado Workers’ Compensation Act 8-40-202(2)(b) a signed Workers’ Compensation

waiver must be provided.

II.

Commercial General Liability on an Occurrence Form with minimum limits as follows:

C. Contractor/Vendor agrees that the insurance afforded the County is primary non-contributory.

III.

Automobile Liability Insurance including coverage for all owned, non-owned, & hired autos. Limits

B. Lower limits may be accepted if automobiles are not used for transport in relation to

goods/service provided as outlined in agreement (i.e. only commuting to job site).

Contractor’s Pollution Liability

Minimum required limits set forth herein may be met by utilizing a combination of excess/umbrella

policies in conjunction with primary insurance policies if necessary.

VI.

General Liability and Automobile Liability insurance policies shall include Larimer County and

its elected and appointed officials and employees as additional insureds as their interests may

appear.

VII.

The County reserves the right to reject any insurer it deems not financially acceptable by insurance

industry standards. Insurance Companies shall be licensed to do business in the State of Colorado

and shall have an AM Best rating of not less than A- VII.

VIII.

Notice of Cancellation: Each insurance policy required by the insurance provision of this Contract

or Agreement shall provide the required coverage and shall not be suspended, voided, or canceled.

Should any of the required policies be cancelled before the expiration date, notice shall be delivered

to Larimer County, 200 West Oak St. Suite 4000, Fort Collins, CO 80521 or

InsuranceCert@larimer.org.

IX.

Subcontractors: If subcontractors are used by contractor/vendor in the performance of contracted

services, all subcontractors are required to carry insurance coverage consistent with the limits as

listed in this document and the subcontractor must include Larimer County an additional insured as

described in section V.

ANY DEVIATIONS FROM THE STANDARDS GIVEN ABOVE MUST BE APPROVED BY THE

LARIMER COUNTY RISK MANAGEMENT DIVISION.

8. GENERAL INSTRUCTIONS TO RESPONDENTS

8.1 Cooperative Purchasing:

Other governmental entities may piggyback on the award of this solicitation, assuming the award vendor is

amenable, and should contact Larimer County Purchasing for any necessary procurement documents. The

entity will deal directly with the award vendor concerning the placement of Purchase Orders, freight charges,

contracting and disputes, invoicing, and payment. Larimer County will not be held liable or responsible for any

liability, claims, costs, damages, demands, actions, losses, judgments or expenses incurred by the vendor or

any government entity relating to such use.

No quote is contingent on the purchase of all items listed. The right is reserved to reject any and all quotes or

parts thereof. Prices and terms must remain in effect for 180 days from date of opening.

8.4 Reasonable Accommodations:
