INTENTThe Larimer County Purchasing Division is requesting quotations with the intention of contracting with acompany who will provide vault toilet pumping and disposal services for two (2) boat-access-only sites atHorsetooth Reservoir annually or biennially. There is no road access to these vault toilets; pumping isexpected to be performed via boat access.2. BACKGROUNDThe Larimer County Purchasing Division is requesting quotations from contractors to perform vault toiletpumping and disposal services at Horsetooth Reservoir’s boat-access-only sites. Both sites currently requireservice, after which it will be determined if this service will be performed annually or biennially during thecourse of the contract. Larimer County has two (2) boat-access-only vault toilets located at HorsetoothReservoir that require periodic pumping and disposal services. These sites do not have road access and areonly accessible by foot and by boat. While the sites may be accessed on foot (only) from Lory State Park (whowill grant some access to help with this issue), there is no road access to the vaults. Due to weight concerns, itis expected that boat-access will be the only way to access the vaults to pump them. Each vault has a 1,000-gallon capacity and is currently full of solid waste mixed with some non-biodegradable trash. Pumping requiresa 75% liquid to 25% solid slurry. Extensive pre-treatment and trash removal are needed. Pumping will likelyneed to occur during high-water conditions when proximity to vaults is optimal. The higher the water levels theless hose length will be required. It is projected that water will be highest in March, April, May and June and itis preferred that the first pumping be complete prior to June, 2026. The ice and water levels will need to bemonitored in the spring by the selected firm in order to determine when the conditions are optimal.3. QUALIFICATIONSQualifications, at a minimum, include the following and need to be documented in the Contractor’s quote:3.1 Contractor must have adequate equipment (including but not limited to barge/boat, tank, pumps) andthe ability to complete the job without any spills.3.1.1. A list of the equipment that the contractor plans to use must be submitted with Quote submittal.3.2 Contractor must have adequate insurance to complete the Scope of Work.4. SCOPE OF WORKThe Scope of Work will include the following at minimum:4.1 Pump and dispose of all underground vault material (sewage) from the following two (2) boat-in locations(Attachment B- Site Locations). Both sites are located on the west side of Horsetooth Reservoir.4.1.1 West Side Site: Vault is located at 40°33'54"N 105°09'50"W4.1.2 Orchard Cove: Vault is located at 40°34'30"N 105°10'14"WWork includes:4.2 Add water (may be pumped from the reservoir) to solid waste to create pumpable slurry. (Pumping requiresa 75% liquid to 25% solid slurry.)*4.3 Remove trash manually (sift and bag).*4.4 Pump out waste and dispose of it properly.*4.5 Repeat this process for each vault.4.6 Keep all records necessary for the proper disposal of the vault material, and when requested contractormust provide documentation showing the vault material was disposed of at an approved disposal facility.Note: There are three (3) dump stations at Horsetooth Reservoir that can be used if the mix is appropriate.One (1) is accessible by boat on a floating dock system and is located at Inlet Bay Marina. There are alsotwo (2) dump stations located on land; one (1) is located outside of Inlet Bay Marina on Shoreline Road,and the other is located in the South Bay Campground. The contractor may use any of these dump stationsif they choose.*Steps 4.2-4.4 above are the recommended steps based on research done by Larimer County Staff. However,we are amenable to hear about any proposed plan that might be feasible.25. AWARD AND CONTRACTA formal agreement will be awarded to the vendor with the most responsible, responsive, reasonable quote,deemed the best value, best fit, and most advantageous to Larimer County (Interviews may be held, andreferences may be requested and contacted, to assist in the decision for award). A Sample of LarimerCounty’s Agreement is included with this Request for Quotation as Attachment A – Sample ProfessionalServices Agreement.The term of the agreement will be for one (1) year from the date the agreement is executed. The County, at itssole option, may offer to extend this Contract for up to four (4) additional one-year terms. The extension optionmay be exercised providing satisfactory service is given, and must be mutually agreed upon in writing, by andbetween the County and the Award Vendor.Upon Notice of Award, the Award Vendor will be required to submit a valid Certificate of Insurance (COI) thatmeets, at a minimum, the Insurance Requirements published in the solicitation. This valid COI must bereceived by Larimer County within 10 calendar days of the Notice of Award and must include Larimer Countylisted as Additional Insured and Certificate Holder. Work may only begin after the COI has been approved byRisk Management.6. INSURANCE REQUIREMENTSBEFORE submitting your company quote, confirm with your insurance carrier that your company can meet theinsurance requirements published in the solicitation. Your company insurance coverages should be correctlynoted in the most current EOC. NOTE: All Larimer County contracts require that the Award Vendor possessappropriate insurance at all times during the contract; these coverages are purchased at the company'sexpense. The County’s insurance requirements may necessitate a company adding or increasingcoverage/limits, and those changes may impact pricing for the proposed project. These costs must be includedin your pricing at the time of submission and will not be permitted to be added later.Prior to commencement of any work, contractor/vendor shall provide a Certificate of Insurance issued toLarimer County, 200 West Oak St., Suite 4000, Fort Collins, Colorado 80521 as the Certificate Holder. Theinsurance required herein shall be procured and maintained in full force and effect for the duration of theContract or Agreement and shall be written for not less than the following amounts, or greater if required bylaw. Such certificate shall be delivered to InsuranceCert@larimer.org.I.Workers' Compensation and Employers' LiabilityA. Workers’ Compensation:StatutoryB. Employer's Liability:$100,000 Each Accident$500,000 Disease-Policy Limit$100,000 Disease-Each EmployeeC. Waiver of Subrogation in favor of Larimer CountyD. If the contractor/vendor is not required to carry Workers’ Compensation coverage perColorado Workers’ Compensation Act 8-40-202(2)(b) a signed Workers’ Compensationwaiver must be provided.II.Commercial General Liability on an Occurrence Form with minimum limits as follows:A. Per Occurrence Limit$1,000,000B. General Aggregate Limit$2,000,000C. Contractor/Vendor agrees that the insurance afforded the County is primary non-contributory.III.Automobile Liability Insurance including coverage for all owned, non-owned, & hired autos. Limitsto be as follows:A. Bodily Injury & Property Damage Combined Single Limit$1,000,000B. Lower limits may be accepted if automobiles are not used for transport in relation togoods/service provided as outlined in agreement (i.e. only commuting to job site).IV.Contractor’s Pollution Liability$1,000,000V.Minimum required limits set forth herein may be met by utilizing a combination of excess/umbrellapolicies in conjunction with primary insurance policies if necessary.3VI.General Liability and Automobile Liability insurance policies shall include Larimer County andits elected and appointed officials and employees as additional insureds as their interests mayappear.VII.The County reserves the right to reject any insurer it deems not financially acceptable by insuranceindustry standards. Insurance Companies shall be licensed to do business in the State of Coloradoand shall have an AM Best rating of not less than A- VII.VIII.Notice of Cancellation: Each insurance policy required by the insurance provision of this Contractor Agreement shall provide the required coverage and shall not be suspended, voided, or canceled.Should any of the required policies be cancelled before the expiration date, notice shall be deliveredto Larimer County, 200 West Oak St. Suite 4000, Fort Collins, CO 80521 orInsuranceCert@larimer.org.IX.Subcontractors: If subcontractors are used by contractor/vendor in the performance of contractedservices, all subcontractors are required to carry insurance coverage consistent with the limits aslisted in this document and the subcontractor must include Larimer County an additional insured asdescribed in section V.ANY DEVIATIONS FROM THE STANDARDS GIVEN ABOVE MUST BE APPROVED BY THELARIMER COUNTY RISK MANAGEMENT DIVISION.7. EVALUATION CRITERIAThe criteria below will be the basis for review of the quote submittals. The rating scale will be for availablepoints; receiving the maximum points available per criteria would be considered an outstanding rating.CRITERIAEXPERIENCE,RESOURSES,andQUALIFICATIONSMETHODandAPPROACHPRICECOMMITMENT TOENVIRONMENT,SUSTAINABILITY,AND GOVERNANCE(ESG)SUB-CRITERIAPOINTSAVAILABLE Does the Contractor and their staff have thenecessary experience, qualifications, and equipmentto perform the Scope of Work? Does the Contractor’s plan demonstrate their abilityto complete the Scope of Work, mitigate risks, keepall safe, prevent environmental contamination, obeyand follow all regulations, proper disposal, and useresources wisely?35 Does the Contractor’s proposed approach seemreasonable, feasible, complete, and advantageousto Larimer County? Is the Contractor’s pricing competitive, reasonable,and advantageous to Larimer County?15 Does the Contractor’s plans prevent environmentalcontamination and demonstrate sustainability best5practices?Maximum Possible Points = 10048. GENERAL INSTRUCTIONS TO RESPONDENTS8.1 Cooperative Purchasing:Other governmental entities may piggyback on the award of this solicitation, assuming the award vendor isamenable, and should contact Larimer County Purchasing for any necessary procurement documents. Theentity will deal directly with the award vendor concerning the placement of Purchase Orders, freight charges,contracting and disputes, invoicing, and payment.
