Description: Request for Qualifications with Price Proposals RFQ/P #45-026 For the provision of Head-Rucker Property Renovation and Parking Area Hall County, Georgia’s Parks & Community Services Department (herein “County”) is soliciting proposals from qualified contractors with experience in historic structures to grade and pave of a parking area with associated sidewalks at the Head Rucker House located on Whitehall Road near the entrance to Healan’s Mill Park. This project includes pavement striping, traffic signage, bioretention area, vegetated filter strip, storm water piping, drainage swell, septic system installation, house renovation, and barn restoration. The contractor shall be responsible for completion of the civil, renovation, and restoration work. Bidders’ Questions Due: Tuesday, March 27, 2025 Response to Bidder Questions Due: Monday, March 31, 2025 Bid Due Date: Wednesday, April 2, 2025, 2:00pm EST Bidding Process: Hall County is now accepting sealed bid proposals from qualified contractors with experience in historic structures (herein “Bidder” or “Contractor” or “Firm”) to grade and pave of a parking area with associated sidewalks at the Head Rucker House located on Whitehall Road near the entrance to Healan’s Mill Park. This project includes pavement striping, traffic signage, bioretention area, vegetated filter strip, storm water piping, drainage swell, septic system installation, house renovation, and barn restoration. The contractor shall be responsible for completion of the civil, renovation, and restoration work. The County will accept sealed bids in the Purchasing Division on the fourth (4 th ) floor of the Hall County Government Center, located at 2875 Browns Bridge Road, Gainesville, GA 30504, Wednesday, April 2, 2025, by 2:00pm EST. Late bids may not be evaluated. All bid packets must be sealed. Additionally, all packages must be time and date stamped by the Hall County receptionist located on the 4 th floor to be considered. Pre-Bid Meeting: An optional on-site pre-bid meeting will take place on Wednesday, March 19, 2025, beginning promptly at 10:00am at 5837 Whitehall Rd, Lula, GA 30554. Evaluation and Selection: The County will evaluate all submittals in accordance with the Official Code of Hall County, Georgia 3.10, and as further detailed herein. The County will evaluate proposals using a two-step process using a 1,000-point scale. Point values are based on an 80/20 split. The first is the Technical Qualifications Proposal that outlines the bidding firm’s qualifications and experience, and its approach to the work. This step is worth up to 800 points (80%) of the total evaluation. The second step is the Cost Proposal worth up to 200 points (20%) of the total evaluation. The Evaluation Committee will evaluate the proposed cost for such services to determine the best value in the interest of the County. The Bidder with the highest total point score closest to 1,000 will be the apparent contract award winner. The apparent award winner may be asked to enter negotiations with the County.
