NOTICE TO BIDDERSAll St Charles County bids will be received and opened on the first floor of the St Charles CountyAdministrative Building, 201 North Second Street, Room 116, St. Charles, Missouri 63301. Sealed Bidsfor IFB 26-064 will be received until 11:00 A.M. (prevailing Central Time) on April 17, 2026. The bidwill be opened publicly at 11:00 AM in Room 115/116.The proposed work includes the furnishing of materials, tools, equipment and labor necessary to constructHOPEWELL ROAD IMPROVEMENTS, STP-9901(674) in St. Charles County, Missouri. Theconstruction shall include all work incidental to the furnishing of materials, tools, equipment and labornecessary to construct the proposed road widening and improvements of approximately 5,500 linearfeet of roadway which include a roundabout intersection, asphalt pavement, non-reinforcedconcrete pavement, curb and gutter, concrete islands/medians, concrete sidewalks, asphalt trails,storm sewer improvements, and other appurtenancesPlans and specifications, including the bid form, may be downloaded from St. Charles County’s “OpenBids” webpage on the County website at http://www.sccmo.org/bids.aspx, beginning March 20, 2026. Itis the Contractor’s responsibility to check the County website to determine if any addendums have beenposted.Each Bid must be accompanied by a Cashier’s Check or Certified Check, or a Bid Bond executed by theBidder and an approved Surety Company and payable to the County, in an amount not less than FivePercent (5%) of the Sum Total of the Base Bid.All labor used in the construction of this public improvement shall be paid a wage no less than theprevailing hourly rate of wages of work of a similar character in this locality as established by theDepartment of Labor and Industrial Relations (Federal Wage Rate), or state wage rate, whichever ishigher.The DBE goal for this letting is a minimum of 0% of the total contract amount.TRAINEES: The number of trainee hours provided under this contract will be zero (0) hours.All contractors and subcontractors are subject to and must comply with the Safety Program Trainingrequirements of Section 292.675 of the Revised Statutes of Missouri.All requests for clarifications on these bidding documents must be received in writing at least one weekprior to the bid opening.All bidders must meet the MoDOT requirements as a CONTRACTOR at least seven (7) days prior to bidopening in accordance with Section 102.2 of the St. Charles County Standard Specifications for ArterialHighway Construction.A Performance Bond and Payment and Materials Bond are required.The project will be awarded on May 11, 2026, to the lowest responsive, responsible bidder.The COUNTY reserves the right to reject any and all Bids, to waive informalities therein to determine thelowest, responsive, responsible bidder, and to approve the bond. No Bid may be withdrawn for a periodof sixty (60) days subsequent to the specified time for receipt of Bids.Contractors who are currently suspended, debarred or voluntarily excluded under 2 CFR part 180, orotherwise determined to be ineligible must be prohibited from participating in the Federal-Aid HighwayProgram. Any bid that was submitted by a suspended, debarred or excluded contractor must be sent backto the contractor unopened or if opened must be declared non-responsive.The COUNTY intends to issue the Notice to Proceed on or about June 8, 2026.The County of St. Charles hereby notifies all bidders that it will affirmatively ensure that in any contractentered into pursuant to this advertisement, businesses owned and controlled by socially and economicallydisadvantaged individuals will be afforded full opportunity to submit bids in response to this invitationand will not be discriminated against on the grounds of race, color, religion, creed, sex, age, ancestry, ornational origin in consideration for an award.St. Charles CountyJohn LyonsSt. Charles County Engineer
