INVITATION FOR BIDS

Submitted bids will be opened electronically at 11:00 AM on Friday, May 22, 2026; and will be posted to the Vermont

Agency of Transportation website. The time of receiving and opening bids may be postponed due to emergencies or

unforeseen conditions.

LOCATION: LOCATED IN THE COUNTY OF WINDHAM, TOWN OF ROCKINGHAM, ON INTERSTATE 91. THE

CULVERT IS LOCATED APPROXIMATELY 2.8 MILES NORTH OF EXIT 6. THE CULVERT CARRIES THE LITTLE

COMMISSARY BROOK BENEATH INTERSTATE 91.

TYPE OF CONSTRUCTION: CULVERT LINING OF THE EXISTING 72" X 60" CULVERT WITH HEADWALL

CONSTRUCTION AND ASSOCIATED CHANNEL WORK.

CONTRACT COMPLETION DATE: This Contract shall be completed on or before October 23, 2026.

BID BOND: Electronic bid bond to be submitted in the amount of 5% of the Contractor's bid.

ENGINEER's ESTIMATE: For this proposal the Engineer's Estimate is Category D.

PLANS AND PROPOSALS MAY BE OBTAINED AT NO COST BY: On the VTrans website at:

QUESTIONS: During the advertisement period, all questions shall be addressed solely to the Office of Contract

Administration via email: AOT.ConstructionContractingInquiry@vermont.gov. All inquiries must be received by 4:30 PM

on Wednesday, May 13, 2026.

PREQUALIFICATION OF CONTRACTORS: All bidders on this project must hold both current annual Prequalification

with the Vermont Agency of Transportation through the "Contractor's Experience Questionnaire and Financial Statement"

and unconditioned project-specific approval through the "Standard Form - Request for Proposal" CA-82 form. These

documents are available at: https://vtrans.vermont.gov/sites/aot/files/contractadmin/documents/PreQualCA82.pdf, and

must be submitted/uploaded through the iCXWeb website at: https://vtrans.exevision.com/icx/Index.aspx

STANDARD SPECIFICATIONS: The work to be performed under this Contract shall be in accordance with the 2024

Standard Specifications for Construction, as modified. The Standard Specifications are available on the Vermont Agency

of Transportation website.

NON-COLLUSION AFFIDAVIT: All bidders will be required to execute a sworn statement, certifying that the bidder has
