Morrow County is requesting statements of qualifications from qualified engineering firms to provide flood-mitigation planning services for the Morrow County Fairgrounds in Heppner, Oregon.

The project may include reviewing existing conditions, evaluating drainage and flooding concerns, surveying, developing mitigation alternatives, preparing preliminary recommendations, and providing cost estimates and an implementation plan.

Firms will be evaluated based on qualifications, relevant experience, proposed project team, project approach, and ability to perform the work. The County will negotiate the final scope and fee with the highest-ranked firm.
