Notice to Bidders: 2025 Roadway Reconstruction

TIME AND PLACE OF OPENING OF BIDS:
Sealed proposals for the improvement described below will be received at the office of the Village of Gurnee, Engineering, 325 N. O’Plaine Road, Gurnee, Illinois 60031, until 10:30 A.M., April 14th, 2025. Proposals will be opened and read publicly at that time.

DESCRIPTION OF WORK: “2025 ROADWAY RECONSTRUCTION #8464”

LOCATION:

The reconstruction streets are Glen Flora Ave. (West End pushed through to Estes St), Blackburn St. (Route 41 to Glen Flora Ave.), Ferndale St. (Route 41 to Glen Flora Ave.) in Gurnee, IL.

PROPOSED IMPROVEMENT:
The proposed improvement entails reconstruction of Glen Flora Avenue, Blackburn Street and Ferndale Street. Glen Flora Avenue will be extended from Ferndale Street to Estes Avenue. The pavement will be reconstructed to a width of 22 feet for Glen Flora Avenue and 20 feet for Blackburn and Ferndale Streets with a one-foot-wide aggregate shoulder. A new 5-wide sidewalk will be installed along the east side of Ferndale Street and a 6-footwide sidewalk with a new B-6.12 curb and gutter along the north side of Glen Flora Avenue from Blackburn Street to Estes Avenue. The existing 5-foot-wide sidewalk along the west side of Blackburn Street will be extended to Glen Flora Avenue. The scope also includes improvements to the drainage system and installation of new watermain. Other improvements will include ADA sidewalk upgrades, driveway improvements, pavement markings, landscaping.

BIDDERS INSTRUCTIONS:
1.        Plans and bid documents will be available in the office of the Village of Gurnee, 325 N. O’Plaine Road, Gurnee, Illinois  60031, for a non-refundable cost of $50, or;

2.        Construction bidding documents (drawings, specification, and addenda) can be distributed via the Village of Gurnee’s FTP site LiquidFile, for no additional cost, upon request. Prospective Bidders are urged to register with the Village of Gurnee in person or via e‐mail as a plan holder, even if Bidding Documents are obtained from a third party source other than the Village of Gurnee in either electronic or paper format. All official notifications, addenda, and other Bidding Documents will be offered only through the Village of Gurnee’s website and e‐mail. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.

3.        The awarding authority reserves the right to waive technicalities and to reject any or all proposals as provided in Check Sheet LRS 6 of the “Supplemental Specifications and Recurring Special Provisions,” prepared by the Illinois Department of Transportation.

4.        Contractor shall not pay less than the prevailing rates of wages to all laborers, workmen, and mechanics performing work under this contract, and shall comply with the requirements of the Illinois Wages of Employees on Public Works Act (820 ILCS 130/1-12).
