Special Requirements: This procurement is conducted using the Energy Management Services qualifications based selection process. The City intends to negotiate an Investment Grade Audit Agreement with the highest ranked respondent. The City reserves the right to waive minor informalities and reject any or all responses if deemed in the best interest of the City.
