Description

MARKET SURVEY - SOURCES SOUGHT SYNOPSIS: The Government is issuing this RFl/sources sought announcement as part of market survey for repair of NH Research (NHR) and National Instruments (NI) test equipment. The Government is seeking information from companies for potential Blanket Purchase Agreements for the competition of repairing the current NHR/NI equipment. The Government is seeking companies with the capabilities and facilities to repair the NHR/NI equipment in support of Naval Surface Warfare Center, Crane requirements.



The Power and Energy Division at Naval Surface Warfare Center, Crane uses various models of NHR battery cycling equipment. NHR had been bought by National Instruments, and this was followed by National Instruments being purchased by Emerson. Since the Emerson acquisition has been completed, they have decided to no longer manufacture battery cycling gear and they also decided to discontinue manufacturing replacement components. As of December 31st, 2026, they will no longer service any former NHR devices.



This has left the Power and Energy Division in a difficult position. As the Power and Energy Division continues to use non-supported devices, they will need service and repairs to keep them operational. NSWC Crane is seeking vendors who can support the repair of the following equipment:




  • NHR 9300 Cabinets

  • NHR 9200 Regenerative Cycler (with 4904, 4912 and 4960 modules)

  • NHR 4700 1kW and 3kW programmable resistive loads

  • NHR 4760 programmable loads

  • NHR 4800 regenerative battery cyclers



NSWC Crane has licensed technical data packages from Emerson that potential BPA holders would be able to access in support of the requirement.



Interested vendors need to email the POC's below and request the technical data pacakges whic will be sent via DoD SAFE. Please recieve the packages before providing a full repsonse.





Responses should include the following:





Include your companies technical and manufacturing capabilities and quality certifications held. Lastly, please provide a history of your company and past performance on Government contracts if any.





This submission may be in the form of product literature, operating instructions, and/or supplemental technical documentation that define the item(s) and associated hardware. Potential sources should provide any delivery, shipping or warranty information.



The following points apply specifically to NHR 9300 cabinets.




  • NHR 9300 cabinets are large and shipment of these to an off-base repair depot is not feasible. These items need repaired at NSWC Crane and replacement boards have been purchased and available if needed.

  • Thorough understanding of the NHR 9300 system – setup, operation, programming, troubleshooting, repairs, calibration and verification of repairs, documentation, any firmware or EEPROM programming.

  • An understanding of using NHR diagnostic software applications.

  • Repair activity must have the necessary fixtures to complete the calibration to original equipment specifications.

  • The repairs and calibration must be completed in our laboratory at NSWC Crane

  • The repairs and calibration must be NIST traceable and calibration results must be provided to NSWC Crane as part of the post repair report. The repair activity shall be prepared to show their calibration certificates and quality accreditation if asked.

  • The repair activity should have access to service manuals, schematics and supply chain for sourcing replacement parts. A source of salvaged parts from like units is preferred if possible.

  • NSWC Crane will require a detailed post repair report detailing the as-found condition, fault found and corrective action taken. The final test/calibration results shall be part of this report.

  • Since the repairs are required on site, which is within a military base, repair personnel will need access to the base. Access to the base has special requirements. Technician/Engineer must have no felony convictions, must have clean criminal records, no warrants or outstanding tickets, and must have two forms of approved ID. Visits to the base will need planned and visitors’ passes are required.





The following points apply specifically to the NHR 9200 Regenerative Cycler (with 4904, 4912 and 4960 modules), NHR 4700 1kW and 3kW programmable resistive loads, NHR 4760 programmable loads and NHR 4800 regenerative battery cyclers




  • These devices could be shipped to a remote facility if required.




  • Power electronics experience is a must.

  • Ability to perform component level diagnostics.

  • Access to schematics and replacement parts (i.e., transistor, capacitor, resistor, inductors and/or control ICs).

  • Ability to recalibrate to original specifications once repairs are complete.

  • Ability to perform EEPROM programming if required.

  • An understanding of using NHR diagnostic software applications.

  • The repair activity should have access to service manuals, schematics and any supply chain for sourcing replacement parts. A source of salvaged parts would be a plus.

  • NSWC Crane will require a detailed post repair report detailing the as-found condition, fault found and corrective action taken. The final test/calibration results shall be part of this report.

  • The repairs and calibration must be NIST traceable and calibration results must be provided to NSWC Crane as part of the post repair report. The repair activity shall be prepared to show their calibration certificates and quality accreditation if asked.

  • Repair activity must have the necessary fixtures to complete the calibration to original equipment specifications.

  • Solder certification at IPC J-STD-001 and IPC-7711/7721 “Rework, Modification, and Repair of Electronic Assemblies”



Responses from Small and Small Disadvantaged Business firms are highly encouraged. Firms responding should indicate if they are a small business, a socially and economically disadvantaged business, 8(a) firms, historically black colleges or universities, and minority institutions.
