The Delaware River Port Authority ("Authority") hereby seeks Proposals from a creditworthy qualified firm with the necessary experience, expertise, and qualified personnel interested in entering into a long-term ground lease for two (2) prime development sites near the base of the Walt Whitman Bridge. The AUTHORITY will consider Proposals for the lease of one site alone or for the lease of both sites. One (1) electronic copy of the Proposal, along with other technical and commercial documents shall be submitted, via the Authority’s SAP Ariba Network, no later than 2:00 p.m. EST by Thursday, March 5, 2026.

In order to participate in this RFP and receive an invitation to thesolicitation event, please send a request, via e-mail, to the following Contracting Officer:Amy L. Ash – alash@drpa.org. If a response is not received within two (2) business days,please resend the request and copy vendors@drpa.org on your e-mail.In order to access the RFP event, you must be registered on the Ariba Network and havecompleted the Authority's supplier registration questionnaire. If you have not already doneso, you can register on the Ariba Network at any time. Registration is free, quick, and easy.To do so follow the below steps: Submit a self-registration request athttp://drpa.sourcing.ariba.com/ad/selfRegistration. After the self-registration request that you submitted is approved, you’ll receivean email from Ariba. After you create your username and password, please email (project owner) andthey will send you an invite to the event. If you need any assistance or have questions, please email vendors@drpa.org. If your company is already registered in Ariba, please log in through invite withthat information to sync our accounts.Firms should ensure that they can access and upload files in Ariba prior to the submissiondeadline. It is the respondent’s responsibility to ensure submission of its Proposal to the properplace at the proper time. Absent an emergency or unanticipated event that interrupts normalAuthority processes so that Proposals cannot be received via Ariba by the exact time specified inthe RFP, the Authority will not extend the submission deadline for an interested firm due to itstechnical difficulties.The Authority will consider only those Proposals received from parties who have obtained theRFP and contract documents directly from the Authority. Contract documents are not transferableto other parties for proposal purposes. Absent an emergency or unanticipated event that interrupts normal Authorityprocesses so that Proposals cannot be received via Ariba by the exact time specified in the RFP,the Authority will not extend the submission deadline for an interested firm due to its technicaldifficulties.SINGLE POINT OF CONTACTThe DRPA has established a Single Point of Contact for this solicitation. From the issue date ofthis advertisement and until full execution of the Contract Agreement, the Single Point of Contactshall be the Contract Administrator whose name and contact information appears below. Pleaserefer all inquiries related to the Project, including Ariba technical issues to the ContractAdministrator.Any violation of this condition (excluding any Ariba supplier registration questions, which shouldbe addressed by e-mailing vendors@drpa.org) may be cause for the DRPA to reject the offendingProposal or rescind the Contract Award. Proposers agree not to distribute any part of theirProposals beyond the Authority’s Contract Administration Department. A proposer that sharesinformation contained in its Proposal with other DRPA personnel and/or with a competingproposer may be disqualified and its Proposal may be rejected.The Single Point of Contact for this Project is:Amy L.
