Sealed Proposals may also be submitted tothe School Business Administrator/Board Secretary or his designee prior to the advertised date and timeat the same address. If sealed proposals are not sent prior to this date and time they will also be receivedat the proposal opening meeting, in the Board Meeting Room of the Lakewood Board of Educationlocated at 200 Ramsey Ave, on the advertised date and time. On the advertised date and time, theSchool Business Administrator/Board Secretary shall publicly open all proposals.No proposals shall be received after the time designated in this advertisement. (N.J.S.A. 18A:18A-21(b)).Submission of Proposals—US Postal Service/Delivery ServiceAll respondents are encouraged to send their responses through the US Postal Service via certifiedmail/overnight delivery or other recognized delivery service that provides certification of delivery tothe sender.Submission of Proposals—Hand Deliver—While the use of the US Postal Service or delivery service is preferred, the District will accept hand-delivered Proposal Package (i.e. Respondent’s response to this proposal) at the Lakewood Board ofEducation 200 Ramsey Ave., Lakewood, NJ. A Security Specialist is posted at the reception area from8:00 a.m. to 4:00 p.m. Monday through Friday and will accept any Proposal Package hand delivered. Itis recommended that Respondents using this option submit Proposals, prior to the advertised date andtime of the RFP opening, to ensure the Proposal Package is received by the Business Administrator in atimely manner. No RFPs will be accepted after the scheduled time of the RFP opening.Opening of RFPsThe opening of the proposals will be live and in person at the advertised time and place and the names ofall the Respondents and the price of their respective proposal pursuant to N.J.A.C. 5:34-4.3 (b) will beread publicly. All respondents are welcome to join. Please be aware that entrance into theAdministrative Office may take a few minutes and proof of identity must be presented and a visitor passwill be issued. No entrance will be permitted without the proper identification. Please take this intoconsideration if you are planning to witness the RFP opening.The Board of Education will not accept electronic (e-mail) submission of Competitive Contractingproposals.CC 03-2627 Chapter 193 E&D3|P a geCC 03-2627 NP E&DAll respondents are required to comply with the requirements of N.J.S.A. 10:5-31 et seq., and N.J.A.C.17:27 et seq.PRE PROPOSAL CONFERENCE MEETING:There will be a Pre-Proposal meeting held on Tuesday, May 19, 2026 @ 10:00 a.m. While attendanceis not mandatory, all prospective respondents are encouraged to attend this important meeting whichwill be held at the Lakewood Board of Education, 200 Ramsey Ave., Lakewood NJ 08701.Statement of Ownership Requirement: Pursuant to N.J.S.A. 52:25-24.2, Respondents shall submit astatement setting forth the names and addresses of all persons and entities that own ten percent ormore of its stock or interest of any type at all levels of ownership.The Board requests that a Non-Collusion Affidavit and a Service Provider Questionnaire &Certification besubmitted with the proposal. The Proposal Package will also include other documents as listed on thechecklist provided, that must be completed and returned with the proposal. Failure to complete andsubmit all required forms as listed on the checklist will be cause for disqualification and rejection of theproposal.The Board of Education reserves the right to disqualify any or all Respondents proposals pursuant toN.J.S.A. 18A:18A-4.5(b). The Board of Education reserves the right to reject proposals pursuantto N.J.S.A. 18A:18A-22, and to waive minor informalities or non-material exceptions, in accordancewith applicable law.All proposals solicited and received are done so pursuant to the Competitive Contracting Process. Each recommended purchase should be based upon the quality of theitems, service, price, delivery, and other applicable factors in full compliance with N.J.S.A.18A:18A-1 et seq.Solicitation/Receipt of Gifts – ProhibitedSchool District officials and employees are prohibited from soliciting and receiving funds, gifts,materials, goods, services, favors, and any other items of value from Respondents doing businesswith the Board of Education or anyone proposing to do business with the Board.VENDOR RESPONSIBILITYOffer of Gifts, Gratuities -- ProhibitedAny vendor doing business or proposing to do business with the Board of Education shall neitherpay, offer to pay, either directly or indirectly, any fee, commission, or compensation, nor offerany gift, gratuity, or other things of value of any kind to any official or employee of the Board ofEducation or any member of the official’s or employee’s immediate family.Vendor Influence -- ProhibitedNo vendor proposing to do business with the Board of Education shall influence or attempt toinfluence any official or employee of the Board of Education in any manner that might tend toimpair said official or employee's objectivity or independence of judgment.VENDOR CERTIFICATIONRespondents will be asked to certify on the enclosed form titled “Service Provider/VendorQuestionnaire & Certification” that no official or employee of the Board of Education or immediatefamily members are directly or indirectly interested in this request or have any interest in anyportions of profits thereof.
