Firms determined to be qualified through this process will be included in the bidpackage for General Contractor services anticipated for public release in April 2026. The selectedGeneral Contractor will be required to subcontract with one of the prequalified skatepark buildersfor the skatepark construction portion of the project.Wolfe Park’s renovation will include significant asphalt and sidewalk improvements, drainage andstormwater upgrades, demolition of existing failing infrastructure, and park-wide site enhancements.The skatepark construction will occur within the broader General Contract but will require specialtyexpertise.Location of ServicesWolfe Park, Harvell Rd, Manchester, NH 03102Scope of Work – Skatepark Constructor FY26-650-32The prequalified Skatepark Constructor will be responsible for furnishing all labor, materials,equipment, tools, transportation, and supplies necessary to construct the 20,000-square-foot cast-in-place concrete skatepark in accordance with stamped Construction Documents prepared by aSkatepark Designer.The responsibilities of the Skate Park Constructor will include, but are not limited to:• Full skatepark-area site layout per design documents.• Grading and earthwork within skatepark limits.• Plumbing rough-ins related to skatepark features, where applicable.• Form setting, edge forms, coping placement, and all specialty concrete formwork.• Fabrication and installation of rebar and structural steel reinforcement.Page 1 of 3• Concrete placement, including shotcrete or cast-in-place methods, depending on designspecifications.• Concrete finishing, including precision shaping, trowel work, and skatepark-quality surfacefinishing.• Curing, sealing, painting, and caulking as required to complete the facility to industry standards.Work Outside of Skatepark Constructor Scope (Performed by Others):• Removal of organic materials (e.g., grass, topsoil).• Import, placement, and compaction of landscaping fill beyond the skatepark footprint.• Installation of park amenities, including lighting, seating, pathways, parking, fencing, and anydrainage elements outside the skatepark construction limits.The City anticipates construction of the skatepark occurring from April to October 2027,following site preparation work by the General Contractor.Prequalification Submission RequirementsInterested firms must submit a complete Statement of Qualifications (SOQ) including:1. Company Profile2. Legal business name, address, and contact information.3. Years in business and organizational structure.a. Skate park specialist must have a minimum of 10 years of consistent skate parkconstruction experience as verified by the client.4. Location of nearest field office.5. Demonstrated Skatepark Construction Experiencea. A minimum of three (3) completed cast-in-place concrete skateparks of comparablescale (15,000 sq. ft. or greater).b. Project summaries including size, scope, client, year completed, and project photos.c. Description of specialized skatepark-specific construction techniques.6. Project Team Qualificationsa. Key personnel resumes (project manager, superintendent, lead concrete finisher).b. On-site project superintendent must have at least 10 years of experience in skate parkconstruction.c. The construction team is to be comprised of dedicated, long-term skate park users toverify that the construction meets the specific intent of the design.d. Experience with precision concrete work and skatepark-grade finishing.7. Capacity and Resourcesa. Equipment list relevant to skatepark construction.b. Statement of firm availability during the April–October 2027 construction window.8. Safety Recorda. OSHA 300 logs for the last three years.b. Description of company safety program.Page 2 of 39.
